Property Ratings at 4705 Center Boulevard
Lived here for a year and the only good thing about the building is the lobby and two nice doormen. Constant construction, broken down gym equipment. I have yet to receive my security deposit ( 1 month).
The building is constantly renovating apartments, which has led to months of drilling and hammering throughout the day. The hallways and elevators are filled with dust and construction equipment and it is often too loud to take phone calls or work from home during the day. Management does not care about their current tenants and is unwilling to offer any relief or assistance due to the noise. They are unable to even notify tenants or provide a construction schedule when a new project begins in an adjacent apartment. It's clear they have no concern for their current tenants.
This building has been a huge disappointment. The lack of care the management company has for its current residents makes absolutely no sense. I moved in on day before the start of quarantine, which we are very much still in, and for months (starting in June) there has been non-stop construction. I have been working from home as a therapist and the drilling and hammering is so loud sometimes I cannot hear my clients on the computer and often lose my train of thought. We have brought up the disruption to the building and they continue to lie to us about when the work will stop. They also have made no efforts appease us and simply do not care. As a result of covid, this building is at reduced capacity and instead of trying keep and care for their current residents the management company is driving them away, by needlessly renovating empty apartments. I have spoken with many of my neighbors and they are equally upset about the noise. I am also uncomfortable with the amount of construction in the building because of the amount of workers it brings. Considering we are in a pandemic I do not see how it is safe to increase the amount of outside people using the building elevators.
I do love the amenities and the staff. My girlfriend and I particularly enjoy using the swimming pool and yoga classes. Unfortunately, the noise factor here has become a constant disturbance over our four-year stay here. For a 13-year building, there seems to be a large amount of constant interior construction and renovation here.
My summary of this place is quite simple: nice building, terrible management, absolutely terrible. We have never had so much difficulty with any landlord. Application process violated NYC Human Rights Law. Tried to trick to get us to agree to an increased penalty without knowing it during renewal. Overcharged us for amenity fees then withheld the balance from the security deposit. Took 50 days to return deposit. We are now pursuing small claims court action against Rockrose to recover the remaining amount We will never rent from Rockrose again. Two friends of mine were planning to rent in the building; I advised them not to, they pulled out, and I guess you could call that an anti-referral. I really do not recommend renting from these people.
I currently live with 3 other roommates in this 2 bedroom 2 bath apartment. The first thing that hits you as you enter the apartment is the fantastic view that overlooks Manhattan. Center blvd. is right on the East River. With floor to ceiling windows, I can see all the way down to One World Trade and we are right across from the UN building. We have converted the front living room area into 2 additional room giving each of us their own personal space. The room that I am in is on the small size but I don't need a lot of room. However there is enough space to fit a Queen size bed, a desk and some shelves to store my cloths. Overall its a great apartment with a fantastic view!!!
