Power Problem

I have been staying in this apartment since September 2011. The problem here is that every month the power get turn of. There's four units here,everything is connected. When the power get cut of,the whole units is of. Also the unit I stay,one of the outlet be causing one side have no power due of high voltage. When that happen,we got to go downstairs & go to the neighbor. Go to the switch box & turn it back on. It's a headache living like this. When the power get turn off,the Landlord take forever to pay it. The most without power was three (3) days. Now it's half of the day. I feel like I shouldn't keep calling the Landlord and tell him the power is Off. The power shouldn't get turn off every month,it should be up to date. My unit is a big space where everything is there,living room,bedroom,dining room & kitchen is all together.
