Property Ratings at 1817 Maryland Avenue
The apartment building is brand new as of 2019. The building was sold in January 2021 to new owners and a new management called PPS Properties. After looking into the property details, I realized that the landlord is Bastogne Development Partners (BDP) with the CEO as the owner. PPS Properties is a subsidiary of BDP. The property manager blatantly will ignore tenants trying to communicate issues. I would consider landlord negligence has been occuring in the way they have mismanaged this building disadvantaging 15 apartments worth of tenants. The rent is cheap, but that is their scheme given everything is run through the same company. They advertise affordable apartments knowing good and well that the tenants do not have the financial resources to pursue legal action against them. The apartments are aesthetically nice; however, they were built the cheapest possible way. After only being open only four years, the building is falling apart. Many tenants have complained about screws protruding through the ceiling cracking the drywall. They also own the parking lot adjacent to the building for additional monthly fee ($100-$125) that is not policed/cleaned at all (broken bottles everywhere). The club across the street has started illegally dumping their furniture in the parking lot and it has been over a month and the items have not moved. Constantly, the parking lot fills with employees and customers going to the club often leaving no parking for the tenants. The appliances are newer, bottom-of-the-line appliances that just look nice but lack practicality in some ways. The walls are thin, and you can often hear your neighbors. There was one day that brought great concern when I received a mass email to all the tenants from the property manager claiming, "There has been a breach in the system we use to house you key to your unit." I immediately raced home concerned someone would break in. They ended up rekeying all 15 apartments from 9pm-midnight with loud drilling. I could go on and on about how mismanaged this property is. I am a current tenant and every tenant I have talked to feels the same way I do. I have yet to hear any tenant claiming they will renew their lease. Save yourself the headache and avoid any property managed by PPS Properties and owned by Bastogne Development Partners!
Apartments are nice and quiet for the most part. I was on the top floor so I can't comment on how the noise is for the lower levels. The apartments are beautiful with nice appliances and fixtures. The apartments are located across from a nightclub and it gets very crowded and loud outside on the weekends. The building was sold and new management took over in January and they are terrible. You can call, but nobody will ever answer. You can leave a message, nobody will call you back. They are e-mail ONLY. I had issues with parking which were never resolved. They made ME, the resident who paid way too much to park there, contact towing companies who never showed up. I requested a lease extension which took them months to provide, and then when they finally gave it to me literally days before my lease was up I was told "sign this ASAP" and was told incorrect information regarding the extension. PPS Properties is the new management company, stay far away from them and any properties they oversee.
