Stay away
The building is old and rundown. The neighbors are noisy and the owner does not shovel the snow on the sidewalk. There is always renovations being done because tenants come in and out often and they make a lot of noise by leaving the windows open and throwing their trash out of the window to the floor below or on the bed of a truck.
