The management has begun charging residents for services that have not been rendered, and they refuse to communicate with us.

The day after I signed my lease, I had input my car, done everything. My car was towed! I was so beyond livid with these people. They had told me it was their mistake, however, I had to take 3 hours out of my day, and my friends gas money, to go and get my car back. When I went back into the office to talk to them. They said I needed a sticker on my car.. (of course they did not give me a "no towing" sticker. No compensation or anything came from them.

I've only lived here a year and they have yet to address our mold(possibly black mold)and unsealed window issues. We've told a few times left messages and management still ignores us and tell us that black mold doesn't grow here in oregon and she would have the windows fixed a month and a half ago. Windows in the master room move and during rain every window leaks and has waterfalls. I would never recomend anyone to live here till managment changes.
Beautiful location, across the street from Mt. Hood Community college, close to I-84, Multnomah Falls, and Sandy River. Apartments are very well established, the pool and cabanas are amazing. Very modernized. More of the upscale apartments in Gresham, newly painted. Pricing is a little spendy with new management. Only downside to apartments is guest parking, horrible.... Agh they really need to do something about it. Other then that beautiful place to live
Apartments are spacious and have outdoor storage plus patio. We don't care for the open patio it provides no privacy at all. Only upstairs have enclosed balconies. Love that we have a fireplace and kitchen nook. When we moved in a couple years ago we had new kitchen appliances , which is great. But the kitchen and bathroom cabnets are very old and falling apart. But the owners will not replace them, even though our rent has gone from $825 in 2013 to $1150 this year. Repairs are just like putting bandaids on a broken arm! Things that need replacing are kust patched up. Plus our upstairs neighbors floors crack and pop loudly when they walk. The gypsum in the floor construction is breaking up and thats what causes the noise. Weve been told theres nothing that can be done. Also they should have a weight limit on dogs living upstairs. Our neighbors above have a huge pitbull that sounds like a horse running and jumping up there. The grounds are not maintained well the landscaping is terrible in our area. We have mud in our area year round which causes a huge mosquito problem. We will be glad when our lease is up and we can move.
The Pool is great and wonderfully maintained. The rest is dry rot with a fresh coat of paint. Maintained with a patchwork quilt of spare parts. The smell in the stairwells is that of the streets of downtown Portland, full of urine and garbage. Rent is climbing and the only upgrades I have seen were to the clubhouse and office.
So I live here with my 2 roommates who are like sisters to me and we are incredibly happy with living here. Management is great, maintenance is great, the area stays clean, my neighbors are awesome, and the neighborhood is relatively quite. I feel so comfortable living here. Vista 23 is one of the best apartments I've lived in. I'm 23 and a college student and I thought living here was going to be stressful but it wasn't. If you are looking for a place to live then this is definitely the place for you! You wont regret it :)
This apartment is not bad for where it is. I wish they offered 4 bedrooms in the area. We have a pool, clubhouse, hot tub, and playground. There are some pretty sketchy people moving in hopefully they were screened like stated. Parking is a huge problem especially on the weekends. You only get one assigned spot and people own like 3-4 cars per apartment. Not to mention when weekends hit, people from other complexes use this lot when theirs is full. But the leasing office is pretty cool to deal with and work to resolve issues.
Parking is horrible an rent is a bit high for us. Nice good size rooms.
The apartments themselves are good size with a good amount of storage. We love how pet friendly this place is. Esp the new dog park. The pool is wonderful and the new play structure is great for kids.The only problem we have is with parking, too many cars per apartment and not enough guest parking.
I have been here at Vista @ 23 for just over a month. From the first time I called the office to inquire about vacancies, I have experienced nothing but kindness from all of the office staff. The unit I moved into is beautifully remodeled and has great storage. All of my appliances are brand new, so is my carpet. The common areas are always clean, and the neighbors are quiet when walking through the breezeway. Although I do hear my upstairs neighbors walking in their unit occasionally, that's just part of living in an apartment! My kids and I are SO happy with the pool and playground, and we use the dog park often so that our dog can get some exercise. I love to go for a run on the treadmill or do yoga in the gym. I am very happy with the amenities here and would recommend this property to anyone looking for a place to rent.
Its nice and quiet, safe. Great plaplace to live, but is getting spending. I love it here, but not sure how much longer I can stay.
I was pleased with these apartment two years ago when I arrived, but they've went down-hill fast. Under new management they've taken away our trash bins on the corners, forcing us to take our trash to one location that isn't even a central location. When I have to either drive my trash to throw it away or walk and end up tired by the time I get back to my apartment, it's too far. Also they have bumped the rent around $40 each year I've been here with my lease renewal while I'm not getting paid any more than I have been which is a strain. The one issue I had that required maintenance I called and set up a time and took time off work to be there, but the technician took it upon himself to come a day early while I was at work and enter my apartment himself to fix the issue. I was not happy. Also they used to be open 7 days a week, but since coming under new management they are now closed on Sunday. About the only thing this apartment complex has going for it is the location. It's right across the street from Mt Hood Community College, perfect if you're going to school there, and within walking distance of Albertson's, Home Depot, a movie theatre, and several fast-food chains, plus the bus stops at the corner. To sum up, Vista has repeatedly given us less while requesting more from us. Location is the only reason I gave this place more than one star.
