As one of Richmond's oldest neighborhoods, Shockoe Valley dates back to 1737 and is listed on the National Register of Historic Places. Shockoe Valley contains several smaller neighborhoods, including Upper Shockoe Valley. Upper Shockoe Valley begins along East Broad Street, directly north of Shockoe Slip and Shockoe Bottom. It borders the MCV Campus Virginia Commonwealth University and I-95 on its east side, with North 18th Street to the west. The Virginia State Capitol is adjacent to the neighborhood, just south of Broad Street.
Being on the east side of Downtown Richmond, Upper Shockoe Valley apartments are often within walking distance of all things downtown, including the Richmond Coliseum, the Greater Richmond Convention Center, the Dominion Arts Center, and the National. I’ve lived here for 2 years. During that time I haven’t had too many issues with my apartment. When I’ve inputted a ticket to have something fixed they have been responsive. I will say there were a couple of time where it took awhile to respond to the maintenance ticket. I’ve had good interactions with the people in the leasing office. They put together social activities for the community. They send out emails if anything needs to be communicated to residents. I hear my neighbors sometimes but not that often. My biggest gripe has nothing to do with Cold Storage and everything to do with some issues in the neighborhood. More so the trash. It’s gross. Otherwise this is a good place to live for what pay and what’s included with rent.

Noise is a huge issue here. First, there is zero insulation and the windows are thin so you hear everything, especially the obnoxious folks blasting music from their cars virtually every single day. Second, the fire alarms used to go off every week (sometimes multiple times in a week), forcing people to leave their homes for a false alarm that is entirely too loud (imagine if you had kids or pets). Lastly, if you are on a bottom level, again you will hear everything from your neighbors because there is no barrier between apartments. The lease consultants are pretty good. They seem to try their best to accommodate and resolve issues in a respectful way. However, they don't seem to have much power and often have to take up issues with their management. And let me tell you, management here does not care one bit. Have a complaint? They will interrupt you as you are explaining the issue. Have a disputed charge? Doesn't matter, pay them first and MAYBE they will do something about it (hint: they won't). Some amenities are pretty good such as the pool. However, if you have been paying attention to this review, you'll probably guess that even that has its issues. The pool wasn't even open for weeks after the intended opening date. This was probably because management is incompetent and unsympathetic to any issues or complaints. For how much you have to pay to stay here, you would think standard maintenance is part of your rent (hint: it's not and they will nickle and dime you). Find another place to stay because chief, this ain't it.
I lived here for 3 years and loved the apartment. The all inclusivity and the location are great. The management is decently responsive, as far as leasing offices go. Having a restaurant in the building was terrible; they have loud events during week nights that kept me up late (and I was on the 4th floor). I complained multiple times, and after the first few complaints the office started ignoring me. I cleaned my side of the apartment and the main area (I don’t think my roommate cleaned anything) and they made sure to charge the amount of our deposit almost exactly despite areas that were obviously cleaned to the best of my ability, so unless you can clean like a professional, do not expect your deposit back.
My apartment was lovely & affordable. I also never had an issue with parking. However, my apartment was infested with centipedes and spiders. The spiders were living inside of the brick walls and were nesting in the cracks. The centipedes would crawl out from the cracks in the roof and also from the drain. The unit was exterminated several times, but the issue still pursued.
I cannot write enough great things about this apartment complex. I know every experience is different, but my girlfriend and I absolutely loved our time in our year and half lease. We lived in a small one bed/ one bath, but it felt like plenty of room and our apartment was beautiful- exposed brick, high ceilings, and exposed beams in every room. Loved the layout of our apartment which had great natural light. We saved a ton of money having the all inclusive rent payments. We felt secure and safe in the building and it was great having a parking lot to the front and back of the building for getting home late at night. Conveniently located to all areas of Richmond and it was great being right off the highway. The amenities were great as well, gym equipment was decently maintained and the pools were great even when they would get crowded. The maintenance staff and the office staff were incredible. Maintenance was always prompt, even with minor issues, and the office staff were always friendly, understanding, and helpful. We only moved because of relocation for a job. I would highly recommend this apartment complex to anyone!

I had to move in August for a work transfer and spoke to the leasing office who talked me through and told me that I would have to pay 2 months rent to break my lease. Not until after I requested the paperwork to do so they then told me I forefeited my full security deposit. I moved away and ended up sending them all the paperwork signed on September 22nd but it didn’t arrive until October 2nd (I’m 2200 miles away on the west coast) so they then decided to make me pay an additional months rent AND a late fee. So long story short, I’m out $5122 for breaking my lease early. It’s a scam. Bits of info only come out after you think you’re done with them. Absolutely would NEVER recommend them to anyone.
I moved to Cold Storage last December and I love it! The apartments are beautiful with exposed brick, super high ceilings and great kitchens. There are great amenities -- pools, gyms, a dog park and everything is included in one price. Management is great and really works with you, there is on site security and a great community.
I moved to Cold Storage last May courtesy of a teacher residency program that hooked us up with apartments over there. Coming from the outrageously priced NYC, I originally thought that a complex that included all utilities and cost less than $1500 must've been some sort of scam. However, I found that it certainly was not. My apartment was beautiful. From the exposed brick to the marble countertops, there was little I did not love about my bachelor pad. My neighbors were also very friendly and sociable. To make matters even better, it's about a 5-10 minute walk from all the major RVA nightlife. As a young, former city slicker single male, this was a big bonus to me. By next spring, many of my colleagues in my residency program had began to move out, many either complaining about prices or management. It was not until I began venturing out that I started to notice I was not necessarily getting the best bang for my buck (1075 bucks for an apartment barely over 600 sq. ft to be exact). Nevertheless, management had never given me an issue so I considered extending my lease. That was until a problem did finally arise, my bank made the mistake of not clearing one of my checks for the rent. As a result, I was forced to only pay through cashier's check and pay a multitude of additional fees, even after having my bank fax a letter to them explaining the anomaly was not my fault. The property manager only constantly repeated that it was due to my rent history that there was nothing they could do (despite that I had only been late one previous time due to my program giving us our stipend late, which means all of the other 30 plus people in my program were also late). I even had my banker call them to try and explain, they still refused to budge. After getting the final statement on all my fees straightened out, and paying them, the next month comes and I am hit with MORE fees from the prior month due to a "mistake with my account," even though the property manager had both verbally said what I had owed and had emailed me what I had owed, in other words, she screwed up. She then had the audacity to get irate with me because I was upset with her costly error. To make matters worse, due to all the mix up, I was denied the ability to extend my lease, but as far as I'm concerned, it was for the better. My advice to you? Just pay your rent, and stay the heck out of management's way.
The apartments are pretty nice- although some buildings are way nicer than others- and having everything included is an incredible convenience. However, the office is way too short staffed and sometimes complaints and requests get pushed aside because there simply aren't enough people in the office to properly deal with it all- or they aren't trained to. They attempt to make up for the fact that there is a fairly unpleasant neighborhood behind the property by having security teams on site and surveillance cams, but if anything bad happens to your stuff, they tend to fall back on the "that's the downside of living in a city" excuse. I would recommend this property over any other I've lived in, in Richmond, because I love these apartments, and to get a parking space included with your lease at no extra cost is RARE. Just don't deal with the office when you don't have to. It's more of a headache than it should be.
