Property Ratings at Boulders at Lookout Mountain Apartment Homes
Don't be fooled. This is not a smoke free community. Pot permeates the air and the staff smokes. The maintenance staff smokes while driving around in their golf cart.

Do yourself a favor and avoid this place. The office is clueless. They can’t even decide when they open each day (is it 9 or 10- they certainly can’t figure it out!). When we moved in 2yrs ago it was a nice area and the office was easy to work with. The area is now surrounded by homeless camps (one is literally right across the street on Greenway). Our cars were broken into 3x while here, needing replacement windows each time. Management did not care. The new owners have no idea what they are doing. By the way- tack on $50 a month to their advertised rent cause they surprise you with that mandatory “amenity fee” when you go to sign. Lease somewhere else and avoid the headache.
My car was towed without notice for being backed into a parking space. The no backing in rule has never been enforced in the 10 months I have lived here, and on any given day I usually see 1/5 to 1/3 of people backed in. By the time I realized my car was gone it was too late to pick it up from the towing company, because again I wasn't given any notice that my car was towed. I went to leave my apartment tonight and it was just gone. The only justification for this rule that I was able to get is that there are apparently so many stolen cars stored in their parking lot that they can't take the time to check the license plate of a backed in car and make sure it isn't stolen, despite the fact that I have been parking in the exact same section every day for the last 10 months. My biggest issue isn't even that it was towed, because while sure I think it is a stupid rule, it IS in the lease, so backing in was a gamble I was taking along with the hundred other people doing it. The problem is that I was not notified in any way that it was going to happen or that it had happened. My car was just gone when I went outside. This is completely unnacceptable as far as I am concerned.
When the new management took over I was hopeful and optimistic. However now I see that things are worse than before. I fought for months with the old management about roaches in my oven so I was hopeful things were finally going to get fixed. I was wrong. It was another fight to FINALLY get a new roachless oven in my kitchen. My newest of problems, and most concerning, is that in the month of June (the past ten days) my AC has broken twice. The first time (a Wednesday) maintenance came out and they we’re kind and as helpful as they could be and told me the air conditioning workers would be out tomorrow morning to fix it. They brought in this rinky-dink portable AC unit that did absolutely nothing as our thermostat stayed at 91 degrees the entirety of the breakage. We waited all morning and not until 1pm the AC workers came, went on the roof, and left without saying a word. We contacted the leasing office and management multiple times all day long including going in person when our phone calls were not being answered. All day long we received the same answer “It will be fixed today.” Until 5:45 rolled around and I received a call that it indeed would not be getting fixed that day and instead the next morning in between 7:30 and 10 AM. That time came and passed on Friday and it was finally fixed around 2 pm. It lasted 6 days and my AC is broken again. Today is Friday and with record breaking high temperatures and another rinky-dink portable AC unit that will once again do nothing, I was told the AC workers will not be out until MONDAY!!!! And that’s just to look at it, who knows when it will actually be repaired. When I asked if there was anything they could do for us, management told me there is nothing they can do as they have to let the AC people they are contracted with attempt to fix it first. I’m assuming in attempt to save money since the part that broke before is “under warranty” as the leasing office had told me previously. Roaches in my oven for months and AC broken for DAYS with record breaking high temperatures in JUNE ARIZONA HEAT, and no real solutions or help at all from management. Whatever you do, don’t do it here.
Commute- great Noice- up front at Greenway Parkway you can hear the traffic, but it sounds like the ocean to me…except speedsters. Safety- my husbands work truck got broken into twice in 4 years- they don’t have stong security patrol presence that seems to be consistent or overly effective. Ammenities- gym, pool, clubhouse (WiFi) all nice. Maintenance- GREAT! Ive never had one issue with maintenance- they are personable, professional, and prompt. I’ve had my garbage disposal, microwave, and dryer replaced over the years- the day after and without incident. They always followed up to see if we were satisfied. The grounds are kept beautifully (lawn and no trash). Parking- Great! One assigned spot- a garage for a price (but really not neccesary… unless you need a bunch of extra storage .We have two cars and we have no problem parking close to our apartment. Overall we have been happy- obviously seeing that we have been here for 4 years. The office staff is really accommodating, friendly, and knowledgeable.

Hey there! Thank you so much for taking the time to share your detailed feedback with us. We truly appreciate any comments we receive as it's a great way to gain unbiased insight on how we're doing. It's fantastic to know that you are having a positive experience and we will be sure to keep your comments in mind moving forward. Thanks, again!
Bad communication from management, the trash cans are always overly full. I was pressured into signing my lease as the management new I was closing on my house so they wait til the day before to reach out. I'll just say the numbers are a lot higher then what was shown on there website. I do not recommend anyone to come move in unless you like paying more for less.

We are very disheartened to see that you feel this way. We can assure you that our staff is always here to assist our residents and make sure that they have all the information they need and provided respectful service and care. If you wish to discuss any of this further, please reach out to a team member at your earliest convenience.
Keep in mind, if you do rent here, you WILL NOT get your security deposit back and they will charge you additional fees upon moving out. So, right as you're done moving out and dealing with all the stressors of moving and relocating, they will promptly mail you a bill full of inaccurate deductions and outlandish fees which you will owe to them after you no longer live there. Additionally, if you plan on being there over a year, keep in mind, they raised our rent over 14% with the start of our new lease going into our second year.

We assure you that our goal is to accommodate every situation to the best of our ability, and we apologize if you feel you were charged unfairly or any funds were withheld without reason. If you would like to discuss this with us in further detail, please feel free to give us a call at (602) 789-6700. Thank you. - The Team at The Boulevard
This has been the worst year of my life. Management is terrible. Ronnie doesn’t know how to run a large complex. My apartment has had numerous issues that have taken weeks to fix and still have not been fixed as I’m moving out. Plugs in my apartment don’t work. Black mold growing in the air conditioner that is told to be “normal”. The pools are dirty and hot tubs are usually broken. Overall these apartments look nice from the outside, but the multiple problems on the inside isn’t worth your time or money.

While we welcome all feedback, we are disappointed by this characterization of our team and community. Let us assure you that we strive to provide professional, courteous service at all times, and any policies we have in place are for the benefit of our residents and their guests. Due to the nature of your concerns, we feel it would be best if we spoke with you directly. Please stop by the office or give us a call at (602) 789-6700 when you have the time. Thank you. - The Team at The Boulevard
Very overpriced for what you get. Management is horrible! Do not rent here.
I am actually quite shocked to read any negative reviews. I moved here from out of state and was able to do everything virtually and with E signatures which made life a lot easier. I also had a lot of questions and anxiety due to the fact that I had a very short window. Monica and Ronnie made everything smooth and painless. I have been so impressed and taken back not only by both these lovely ladies, but the maintenance staff as well. I honestly can say that I have never lived anywhere that has been so prompt and on top of communication as this staff at the Boulevard is. I also had an influx of boxes being delivered to my place during a time that I was traveling. I asked if they would be willing to assist me in possibly putting the boxes in my home and guess what, they did it, not only did they do it, but these boxes were heavy and there were a lot of them, talk about going the extra mile!!! And with a smile lol !!! The apartment itself is great as well. I love my patio and the overgrown trees and the grounds are kept beautifully. It is spacious, has high ceilings, big bathrooms and awesome closets!! The air conditioner works great and the apartments is in great condition. I am so happy that I moved here! It is an excellent location and work is now a 10 minute commute. You can't get better than that! You have major highways all within about a 5 minute drive and multiple stores EVERYWHERE - SHOPPERS HEAVEN! Anything you could think of really is nearby or next door. Great restaurants within walking distance. It's also very quiet which I like, I don't hear anything disturbing ever. You should also ask about the incentives they have for certain companies, which I had no idea about, however, they offered the information and now I get a little discount!!! Every penny counts, doesn't it!?!?! How nice that I didn't even have to ask about it, they told me!! I could go on and on, but long story short, I'm very appreciative of the level of attentiveness and service I receive on top of feeling like the staff that works here, really cares!!! KUDOS TO ALL THE BLVD. STAFF FROM THIS HAPPY & THANKFUL RESIDENT!! PROUD TO SAY SO!
I AM EXTREMELY LIVID WITH THIS PLACE. I HAVE NEVER BEEN SO DISRESPECTED IN MY LIFE. THIS COMMUNITY IS NOT GATED, SECURITY IS NOT EFFICIENT, AND PEOPLE IN THE COMMUNITY PARTICULARLY IN PARKING SPACE 116 ARE INHUMANE. ACCORDING TO THE POLICE OFFICER THEY INTENTIONALLY VANDALIZED MY VEHICLE, CAUSING SEVERE CRIMINAL DAMAGE. THE APARTMENT MANAGEMENT TEAM HAS YET TO HELP ME SOLVE ANY ISSUES WITH THIS PROBLEM. I'M CONSTANTLY WORKING AND I FEEL LIKE THIS HAS BEEN BLOWN WAY OUT OF PROPORTION. I DON'T FEEL WELCOMED OR SAFE AT THIS POINT. AS MANAGEMENT OF AN APARTMENT COMPLEX I PERSONALLY WOULD DIG DEEPER INTO THIS SITUATION, BUT THEY HAVE NOT AND THEREFORE I WOULD NOT RECOMMEND ANYONE TO THE BOULEVARD. THANKS
I just moved out of the apartment and understand the negative reviews now. I moved in and there were so many issues and there is not even characters allowed to list them all. I pride myself on being very clean and took extremely good care of the apartment. I had a visiting pet a couple times (watched my mom's declawed, neutered cat when she went out of town) and they charged me a $163 fee for that. A $163 fee is quite a bit to pay for a pet to visit but okay, I get it. However, they charged me a total of about $630 for carpet replacement for pet damage. I know that the pet did not do damage I do not feel like they did the right thing or being ethical since I am being charged almost $800 because I watched a cat for a few nights.
The Boulevard luxury apartment complex prides itself on maintaining a safe, clean, and balanced environment with respectful neighbors and a well maintain community. With a newly renovated exercise center, business center, new improvements being made as of late (new door number signs, the aforementioned renovations, repainting of the streets), two pools with new comfortable outdoor furniture, and gas grills included in both pools, this apt. complex gets you your bang for your hard earned bucks. As well, the complex is only a quick walk away from Sprouts, a Super Target, Fry's, several Starbucks, Chipotle, a myriad of banks, restaurants, and only a 15 minute car ride away to Central/Downtown Phoenix, and 20 minutes away from north Scottsdale. It is generally quiet with no city noise, and most apartments come with spacious balconies and private entrance ways. To top it off, the management team is very kind and accommodating at providing information for apartment sizes and prices, and at helping you with the entire process of moving in.
What can I say? The Boulevard Luxury Apartments are not so...luxurious. Don't get me wrong, the interior is decent, the amenities offered are okay, but no where near luxury. Pretty quiet complex. Oh and if something in your apartment breaks, please be sure to have your own personal handy man on speed dial, because maintenance here is a joke! Half of my outlets work, a couple of light switches never worked since I've been here, and they have yet to come fix these things. But overall these are decent apartments. I'm sure if you look hard enough you can find more luxurious apartments for a cheaper price relative to The Boulevard. I'm just saying. Oh and The Boulevard is located near 2 major highways, plenty of stores and eateries, and gyms. Enjoy!
Just moved in. Apparently they will tell you anything to get you to move in, and when confronted about it they do nothing. I am extremely disappointed and upset. Stay away!!!
Me and my girlfriend have been living here for almost 8 months, and were really disappointed. They appear to be high-end and luxurious, but after we moved in we found the amenities are no good at all. There's only one sink in the kitchen. No vent in guest bathroom. Toilet breaks constantly. Broken ceiling fan. Smoke alarm went out of battery and beeps every 30 mins. Bent bar in the closet.... I can keep going. Their maintenance responds pretty fast, but is kind of sloppy. They never take off their shoes when they enter. They will put tools on your bed and put away your personal belongings with very little care. But overall is not too awful. Tasha is great, she thinks in residence's shoes. Very nice young lady, Alyssa and another brunette is too much of a pain to deal with! Always very impatient and have a terrible attitude. Don't go to them if you have a chance, their attitude will possibly make you very uncomfortable. Go get Tasha, she's very nice and helpful. There used to be an old gentleman working there, he's such a delight. But either way, we do not recommend this complex. Definitely moving out in about 4 months.
As stated in previous reviews it is in a great location but there are at least a dozen other complexes in this area, so choices are unlimited. Be sure to explore them ALL. They advertise themselves as a luxury apartment but they are not. It is just an apartment complex like any other. Large multi-unit complex, with standard issue carpet (that wears out easily and stains even faster) verrtical vinyl blinds (that stick and break) and no luxury fixtures. Noise level is the same as any average apartment. There doesn't seem to be any "proactive" behavior of either the office staff, maintenance personnel or the landscaping company. I had to open a ticket to get a dead bird removed that laid outside our door for three weeks. Certainly the landscapers must of have seen it and the office/maintenance people would have seen it if they ever walked the grounds. Washer and dryers must be rejects from GE, that never sold to the public, so why not unload them on tenants who do not have a choice . The washer has a "soak" feature on every cycle that increases the time it takes to get a load of laundry done and the amount of water (which you pay for) used for each load. My electric bill (APS) was $181 as of this date, December 2013, the most I have ever paid for electricity for house or an apartment. We have not used the heat in our apartment once this winter. As with the other review, unless your upstairs neighbor floats like a butterfly you will hear every step, thump and bump as they move about the apartment. You would expect more sound-proofing in a "luxury" apartment. You will hear them wash dishes, flush toilets and take a shower. Bottom line it is not a luxury apartment complex. It is just a complex like any other.
We have been living here for two years. This apartment complex is in one of the best locations in the city. It is within walking distance of three grocery stores, a Walgreens, half a dozen hair salons, a fitness center and over a dozen places to eat. It also has easy access to public transit. That would be the extent of the excellent features of this apartment. After that it is just an average apartment complex not the luxury complex as they advertise. The grounds and amenities are good. The apartments have no luxury finishes (i.e. hardwood or engineered wood floors, higher end window coverings). Just standard apartment issue carpet, vertical vinyl blinds (that stick and break as expected) and fake wood -peel and stick tile. The kitchen cabinets are constructed with fixed shelves, cannot be adjusted to accommodate different sizes and types of housewares or food. We had to purchase extra storage for food, pots and pans. No medicine cabinets in the bathrooms (we rent a 3bed/2bath apt). One towel rack in each bathroom. Noise level from other apartments is just what you would expect in an "average" apartment not a luxury apartment, maybe worse. When the upstairs neighbors take showers, flush a toilet or just run water it sounds like the water is running down the inside of the walls like a waterfall. If you are interested a 3 Bedroom please note at this complex they are ALL on the first floor, which the staff will tell you is a good thing. This means that the upstairs apartment is set back and the living room, dining room and kitchen ceiling of the 3 Bedrooms has nothing above it. Beware, that means that the living room floor of the upstairs apartment is the ceiling of the master bedroom. That can mean that when you are trying to sleep, they have their television going, which you can hear if loud enough; they will be walking around, you will hear every step. Lastly the office staff just under went a major change, except for Alyssa, the assistant manager, most of them do not appear to be to concerned with existing tenants, just new ones. But that has been my experience at every other apartment complex I have lived at.
