Property Ratings at Boulevard
Garbage is always overflowing. They do everything to harass pressure you into signing a lease and then won't do anything else to work with you after that. Good luck getting in contact with them about anything after you give them a deposit. They'll keep avoiding you so they don't have to spend any money on maintenance. There are people who sneak into the pool around 7 am to drink and leave bottles around. Rent is also $300 more than they advertise and will try to sneak that by you with a bunch of hidden fees for various services each month, like three separate fees for water use. Their pest control is a joke cause the guy just comes to your unit and says he can't do anything while acting really creepy. Avoid it if you can. It's just a greedy business trying to take advantage of you and take as much money as they can.
I’ve lived at this apartment for almost 2 years now and we’re definitely moving after our lease ends. My sister from out of town stayed for the night after she went out drinking. She parked at one of the guest parking overnight. Woke up the next day the car was missing. We later found out the car was towed. So the towing company charged us $290 and not the full $400 since they’ve only had for 11 MINUTES!!! We then went to the leasing office to see if they can help out since we’ve lived here for almost 2 years and have had people stay over for the night without their cars being towed. The gentleman in the front just says that we needed to have a guest parking permit. My wife and I stays at the apartment so we only have 2 permits. I told the guy that and he just says, “well, you guys need to buy another parking spot.” I then asked him so we can’t have guests? He says no not really. I really did like living in this place but everytime you need something from the main office for maintenance and billing questions. They are incapable of helping you.
We rented the apartment sight unseen from the East Coast and it was the worst experience we could have had. During the move in inspection the apartment was infested with cockroaches and yet the only thing they offered was to have the apartment treated. When we moved in our son was a newborn and we had to endure over 6 months of roach treatment as they would treat our apartment and roaches would appear again from the apartment above ours. The apartment above was occupied by 8 students (in a two bedroom apartment). This is a common thing in this community as these apartments are often rented to group of people. Our upstairs neighbors were finally evicted due to bed bug infestation. Another common problem in some of the apartments there. So if cockroaches and bed bugs were not enough, our apartment was broken into. Our apartment being on the first level and lacking proper window locks was broken into while I was putting our baby down for a nap during the afternoon. Only after having somebody inside our apartment did they install proper locks in our windows. So beware that it's a run down community with bug infestation and if you're lucky, somebody will break in during the day light.
This apartment is not even worth considering in you search. Mu husband and I move from LA only to find out that the unit this apartment gave us wreaked of a smoking smell. When they realized the smell was too bad and they couldn't fix it, they asked us to move out. Not only was it just the smoking smell, the apartment exterior is not maintained at all, the trash is overflowing everyday and the management does not care about your concerns after you have signed a lease. They do not answer calls or emails. Also, parking is definitely an issue if you have more than 1 car. My best and honest advise is look for another apartment. My husband and I are working professionals and were just looking for a decent place to live and unfortunately came across this apartment. Best of luck on your search but try to steer clear from Boulevard Apartments so this doesn't happen to you!!
I am living here for a few years. Here are issues that I've had: - We used to have big amount of apartments overcrowded with young guys living in groups of 6-10 people. Noise, parties, loud phone talks on balcony at 2 AM, smoking. At some point we had 4/8 apartments in the opposite building occupied with such groups. The issue got resolved a few months ago - Roaches. We didn't have them before but have now (6 months). Landlords do not offer any solution except for "we'll have terminix come and treat your apartment". This means, we have to pack ALL stuff from kitchen in bags and store in bedroom. It takes the whole evening to do that and whole weekend day to unpack it back and clear the kitchen. At some point, we just stopped unbagging things - lived in extremely uncomfortable environment with kitchen covered in poisonous chemicals and all plates stored in bags in bedroom. - Noise again. Once we had students moved out, a lot of families with kids moved in. While most of them are super nice and friendly, some are different. One of apartments facing our bedroom prefers to send kids to bed closer to midnight - letting them to play and scream in front of open windows. Another has two waking up around 7 AM and starting to scream. They also scream during most of the day - but they have all rights to do that as "quiet policy" applies only to 10 PM - 8 AM (9 A on weekend) hours. So, we can't fall asleep early and can't wake up later. The management says "we have reminded them and they promised to keep the noise down" and a week later it happens again. Management also used a phrase "please keep in mind that it might be hot and kids want to have windows open". Exactly. So do we. Yet, we do not disturb our neighbors when our windows are open. - This spring there was an issue with fire alarm (due to heavy rains) which went crazy and woke up the whole complex on Friday night. It happened every 4-6 hours and by Tuesday (when the issue finally got resolved) we all were extremely tired and stressed. During this weekend landlords replied only "we are having someone taking care of this" When I was driving back home from work I almost felt asleep because of that sleep deprivation. The only positive thing I can mention is the lady who takes care of maintenance. She has a lot of things to take care of but always tries to do this nice, fast and in a professional manner.
Trying to get an apartment here and NOBODY has contacted me back. They also manage Stevenson Place across the street and the management here and over there needs much work. Essex, please train your assistant managers and managers!!! They should know how to reply to emails and phone calls in a timely manner and how to speak to current AND prospective tenants with respect. Will be looking for apartments elsewhere.
Be ready for: Paying more after 1 year (you wouldn't like this price). Water bill depends on number of people in the complex (You will pay it even if you wasn't home). Noisy since a lot of students are living in the complex. Number of people in 1 apartment can be very high. Smells bad. In reality apartment complex looks worth than on pictures. In the "Fitness Center" it's very hot and the size for 3 people. Expect line for the hot tab in the evening
BEWARE! Families with kids!! The apartments are infested with Roaches and Bed Bugs. Also noise, pet waste and smoke! I have been living in boulevard apartment for past 3 yrs(moved in July 2013) and the condition has gone from bad to worse. I have been trying to get the roaches taken care of for at LEAST 9 months now which was due to badly roach infested cooking range placed by the leasing office in my apartment last year. After more than 10 verbal complaints, the roach problem has not been remedied , all my household goods are infested with roaches and poor inhabitable living conditions i have had to endure. I literally was not able to set ANYTHING down for more than 5 minutes without SOMETHING crawling onto it. I've had to throw a TON of food out because of this. I cannot prepare food because roaches kept falling in my pans. They just don't stop, crawling into our kitchen appliances, furniture, laptops, TV, wi-fi, our clothes in the walk-in closets, my daughter's toys,bathrooms, bedrooms.I'm exhausted and frustrated. Also getting the any type of maintenance work here is a nightmare and has totally stressed me out. Also for every year renewal they keep increasing rent to exorbitant prices ! The management doesn't provide an efficient solution. They only set up a time to spray the apartment, during which I have to move all my stuff out. This has happened more than 6 times and every time roaches come back almost the next day. I have health concerns.We have mentioned to the leasing manager that we be relocated to another apartment/facility here in the community so that this apartment can be thoroughly inspected and treated, and he says that he can't guarantee that the other apartment we move to won't have roaches or bed bugs! How's that an acceptable response? I'm sure this is not the response you'd provide to a prospective new tenant!
Lately this apartment is full of students and Security wise also there are thefts reported and thefts happened in day time. I am staying here in past 2 years and there were always students roaming all the time. I always wondered how many students staying in each apartments as I always noticed more than 10 students in each apartment. My water bill is going high due to the high number of people staying in the apartment complex.
I moved here in December of 2014 from Florida. After searching over 40 apartments in the Bay Area, I came across this location in Fremont, CA. While I came across other apartments that were just as nice for less, what sold me was the location. I travel for work A LOT and needed a location that was not only convenient to the freeway and airports but also shopping centers and grocery stores. This place was perfect! The grounds were well maintained, pool and gym were decent and the laundry room seemed ok. The only thing not so nice was the price, being that it was at the top of my budget. What I have discovered since however is that it was on the low end of the average for the Bay. Would have given this place 5 stars, but there are a few things that hold me back: 1) The laundry facilities are just ok. There are 2 laundry rooms, the smaller one which is closest to me is ALWAYS dirty with a minimum of 1-2 machines out of service at all times. Definitely invest in an apartment with W/D (which weren't available when I signed my lease) or use the larger facility. 2) Don't be surprised if 8 guys share a 2 bedroom apartment, it seems that's how things are done in Northern California. 3) Tenants aren't very friendly here, but the management is great! While I really don't have too many complaints and rather enjoy living here, my lease will be going up very soon and I am considering more affordable options or at the very least an apartment with a W/D.
This apartment building is Great. I have been successful with the current management team and appreciate their professionalism. I love the structure of my unit and the atmosphere. We have a vast culture living in the community which is refreshing.
