Property Ratings at Carisbrooke at Manchester
When entering the property note the tattered American flag that isn't lowered or replaced. The "convenient" location is a LOCKED gate (Carisbrooke) to the stores and restaurants abutting the property. On-site maintenance is one man, shared with multiple locations and lives over an hour away. And, don't call after 4:00 - it's never an emergency. Heat is shut off April 1st, air is shut off on September 1st-weather isn't a factor-it goes by the maintenance schedule. Cleaning (100+ unit building) is done by one person Mon-Fri. You will usually walk into 3 "wet floor" signs (residents move them for walkers, wheelchairs, carts, etc.) Common halls are vacuumed once a month, glass doors and elevators cleaned once a week (longer during staff vacation) and trash at entries are overflowing by Saturday. Guaranteed trash on Mon in the halls, elevators and entry ways. The property windows have NEVER been washed. The fitness center is a room, with restrictive posted hours and a limit of 2 people. There is no restroom or access to water. The TV is not connected to service. The resident function room and the common bathrooms are locked, the game room and library have been removed. Picnic space? maybe where the dogs poop or in the homeless encampment in the tree line. An additional fee will get you under cover parking, or you can park M-F after 5:00 p.m. and all weekend for free. If you pay for a spot, it's your job to ensure someone in your spot is towed (that is not a maintenance call or an emergency). The manager does park closest (because they can easily slip out the back door to avoid the residents)-that spot is not available to lease. The building is externally secure, but, any notice from the property manager (oddly more than a couple times a month) will be taped on your door. Its an easy way to tell which apartment has no one home. The security cameras are used against you ie.- "break down the box," you're on camera" "only 13 gallon trash bags", etc.) Electric rates are outrageous because the windows need replacement - when the wind blows in the winter months, so do your curtains. The individual furnaces and vents are not properly cleaned (or I should say never), however the filter is changed twice a year. There is no community because everything is locked after office hours, Essentially, you walk in, go to your room and pay adult prices while being treated as an impoverished child!
The building is older and it shows. The remodels are not fully done. Lots of things leftover from the late 80s/early 90s original (yellow toilets, tubs, sinks, dome light fixtures)What has been remodeled looks like it was done quickly with cheap materials other than the stainless steel kitchen appliances which I like. I find the manager is rude and unhelpful. Says one thing but does another and different rules for everyone. It feels like a dormitory with a RA. I think there are much nicer places to live.
I really like it here, the porch is fantastic and neighbors all seem very friendly. However the new front desk person is very unprofessional. Always has kids and or boyfriend in the office all the tie. The door is always locked , She really makes you feel like you are putting her out of her way. She is on her phone frequently as well. I placed a non urgent maintenance all last week for a very slow drain in kitchen sink. She never told maintenance because this morning it backed up 3/4 of the way when the dishwasher was running. Couldn't be plunged someone had to come with a snake 5 hrs. later to clear it. I don't blame maintenance because when I called urgent this morning he was up here in minutes.
Took a tour July 2020 and was extremely disappointed. Both apartments we toured looked nothing like the photos. Needs major TLC. Bad smell in hallways. Lobby needs an update as well.
The gym has improved, but is still limited and it is a sauna in there during the summer. Since we moved in a year ago, they said they were looking into getting new free weights, which we inquired about. A couple month ago, they still hadn't gotten the weights, so I inquired about it once again and they finally came through. When you first move in, they'll give you a good deal, then they'll pull the rug out from under when you go to renew and crank the price up. We were told when we first moved in that the reduced price would be available again, but it didn't end up being true. When we went to renew a couple months, we were skeptical because of the higher rent, and lack of weights and A/C in the gym. We were assured that issues in the gym would both be taken care of. We renewed and they did get new free weights as I mentioned, but I checked in about the A/C not long ago and they told us that this is something that they decided not to fix. Pretty sneaky and unprofessional if you ask me. They'll lie and tell you what you want to hear just to make you go away. They said they put "fans" in the gym, but it's just one fan, which has been there since the day we moved in. If there's more than one person in the gym, it gets hot for whoever the fan isn't blowing directly on. Everyone I've talked to about the gym agrees that the fan isn't enough. People aren't happy with this "solution". I'm just frustrated that they lied to us at the time of the renewal just to get us back. 6 North across town is a little pricier, but way higher quality. Nearby Bedford Green seems to be a better alternative to Carisbrooke. The last property manager, Jessica, was great to deal with, but it has been a nightmare dealing with Carisbrooke after she left a few months ago.

We would like you to be aware that our architects are in the process of having the gym improved and moved to a different area. Carisbrooke--- I loved the space during summer months. But the office staff will never get back to you, so you must chase her to get any answers. There is no blown insulation in the exterior walls of the 4 story tower because the project ran out of money before completion. Electric bill was over $400 just for the month of December, and this was with the heat at 65 degrees. Every year the rent increases and the fixtures, flooring, and counter tops look like new but they are cheap and damage extremely easily- for which of course they will charge you. The worst run place I've ever been, and I'm so happy I am out :-)
I'M LOCKED INTO A LEASE THIS YEAR BUT BELIEVE ME.... I WILL BE LOOKING TO MOVE! OUR ELECTRIC BILL IN THE SMALL TOWER IS AWFUL. i HAVE SPOKEN TO MANY RESIDENTS HERE ON BOTH BLDGS AND THEY SAID YES, THE SMALLER TOWER IS AWFUL WITH REGARDS TO ELECTRIC. THE UNITS ARE ORIGINAL YET THEY SAY THE AREN'T. THEY NEED FREEON AND WAS TOLD IT'S LIKE $800 TO PUT THEM INTO EACH UNIT SO THIS IS WHY THEY CHOOSE TO IGNORE YOU! SUCKS BECAUSE I TRULY ENJOY LIVING HERE BUT NOT PAYING THIS ELECTRIC ON TOP OF VERY HIGH RENT ALREADY! EVERYTHING IS AL A CARTE HERE SO DONT' THINK YOUR BASE RENT IS IT PEOPLE! i HAVE ALREADY SPOKEN TO THE MAYOR'S OFFICE AND HAVE A PETITION I WILL BEGIN TO GET SIGNATURES FOR TO FIGHT THIS LOWER TOWER ELECTRIC ISSUE! ONE LADY JUST LEFT THE SMALL TOWER AND SHE SAID SHE LOVED IT HERE BUT WITH THE ELECTRIC SHE IS FORCED TO MOVE. THIS IS BY FAR THE BEST LOOKING BLDGS BUT DON'T LET IT FOOL YOU. EVERYONE WISHES THE OLD MGMT MANAGER WAS HERE STILL. GOOD LUCK AND THINK TWICE ABOUT CARRISBROOKE SMALLER TOWER BLDG! NOT WORTH THROWING MONEY AWAY FOR AN ELECTRIC BILL THAT THESE CLOWNS WON'T TAKE CHARGE OF AND SPEND THE MONEY. MIND YOU.... WHEN THE MAIL MAN IS HERE AND ALL THE LOCKERS ARE OPEN..... THIS BLDG IS SO EMPTY AND THEY WONDER WHY? THEY DONT' CARE ABOUT THEIR RESIDENTS... JUST THE OLD MIGHTY DOLLAR BUT THAT'S WHAT HAPPENS WITH INVESTORS AND NOT A REAL PERSON OWNING. THEY SUCK!
We were told since the building is concrete you won't hear a thing from other neighbors. Wrong sounds like an elephants are coming down the hallways when people walk by, neighbors knocking on your door saying you TV is too loud umm its not even 10pm yet and they are coming knocking on my door talk about being RUDE. Parking it's like a game here if someone has a favorite spot they get all mad at you for parking there so they park really close to your car or park outside the line to tick you off. During the snowstorm you are suppose to park your car behind the garages for snow remove during a storm and during snow removal. But people leave their cars in the regular parking area and Management said your car will be towed, of course this rule is not followed thru like other places I have lived. So it is a pain when we have to park back in regular parking thanks to the lazy people like these for example. Pet issues, no one picks up after their dogs even though we have bag dispensers for this reason so watch where you walk, also thought we have a pet restrictions seen one Pitbull here and Rottweiler even if it is a mix breed it shouldn't be allowed. Management not following thru of their own rules. Maintenance talk about being slow and not knowledgeable, more like a handyman and not very professional. My unit had several issues where things were falling apart after a week of moving in. Took forever to get them to repair them had to be on top of them to get things fixed, apparently they only have one guy fixing things here. Might be time to get another one here, this guy will hack something to say he fixed when it break he comes in and blames that it broke again because of our doing but he never fixed it correctly I have photos of this hack job. Management maybe they are not suited for this position, the other person in charge was doing a better job according to people who lived here longer. I guess they have VIP parking since she parks all day in visitor parking talk about showing example to your residents. we can park wherever we want. The amount we pay for the we should also do the same including the parking garage . We should have to pay for that should be free also. As far as paying for rent $100 late fee is a bit extreme, all places I lived never went that high for a late fee. Everything is electric here and your electric bill is going to be high be aware a place like this should have gas appliances.
Think twice before coming here..... take it from an individual that has lived here for over 10 years! 1. No policies are enforced - unregistered vehicle sits for over 4 months where I need to park and due to this car and the storms this week... the car still sits there covered in snow AND I had to park way out back because the plow company didn't even plow the area due to this unregistered vehicle. Many residents have been told it was going to be towed.... it is still sitting there. 2. I'm in an older unit (meaning no upgrades since I'm living in the apt) and when something goes wrong.... Appliances are being taken from other unrented OLD units. If you aren't in a newly renovated apt you do not get the nice new appliances! You get an old hand me down. 3. You fill out maintenance forms and the work is NOT done. In fact, many residents have to keep bothering the on site supervisor asking when/if the work will be done. 4. Rumor has it that there has been 'bad mouthing' done by the new supervisor about other tenants. Sorry if we tend to complain but living here is not free... so when it is.... I will not complain. 5. Snow Removal - totally sucks this year! The plow crew is doing an awful job. A person in the bldg fell over the weekend but will not share it with the supervisor in fear they will get evicted. For those that have garages.... the snow plow company has ALWAYS removed the snow in front of each garage prior to this year. My neighbor can't even get into her garage as the snow hasn't been moved and now can't access her garage as they door is stuck in the ice from the snow still piled. Not an issue for me but for my neighbor... it's a huge issue - she's elderly. 6. WIsh Lisa the old manager was back! When you mentioned issues, she wrote them down and the work got done. This new person never writes it down and we have to keep asking. One tenant said 'she rolled her eyes' when I questioned her about an issue. Very unprofessional if you ask me. 7. Hallways smell on certain floors..... 8. The stairway on the smaller tower of the bildg (i'm in the larger tower) always smells of dirty trash! And, in the heat.... it's just horrible horrible yet nothing is done. 9. Don't even know how to get to the right folks to complain about this place so this is my attempt to get the owners made aware! Shame.... as this community here used to be so wonderful.

Dear Resident, Thank you for addressing those issues, we have been working really hard to provide the best service that we possibly can to everyone. Our door is always open to concerns, comments and requests. While we would have loved to be able to address these concerns and comments in person, we will have to do so here: 1. The snow procedure letter was delivered to every resident in our community. Cars were, in fact, towed but, unfortunately due to the storm, the tow company took a little longer than usual to come by. 2. In terms of issues with appliances, if we do need to replace, we have been replacing any appliance with brand new. If you are in a non-renovated apartment, we replace with new white appliances. If you are in a renovated apartment, they are replaced with new stainless steel. If you are having an issue with an appliance, please let us know immediately. Only if it cannot be repaired, will we replace. 3. All service requests are taken care of according to level of importance (emergencies first). We also provide the on-call/emergency option at our office number 24 hours a day. All residents also have access to fill out the work order request form and drop box located in the main lobby. This box is checked twice daily during normal business hours. The request can also be handed to our manager in the office and they will be more than happy to have that taken care of for you. 4. Management or Maintenance has never talked about or “bad mouthed” any residents. We are professionals with years of experience in this industry and customer service. We care and respect our residents dearly and I ask that you please not listen to rumors or gossip. 5. The snow plowing this year is the same company as many previous years. We are sorry that you are unhappy with the level of timeliness but if you do have concerns please bring them to the attention of the office. The garage doors were cleaned by our maintenance employee after every storm and no complaints were brought to management’s attention at any time. 7&8. We love and take pride in our community, that being said, we do have a cleaning service that is provided three times a week and is supervised by our management team to make sure the work is being done properly. If you notice anything that needs to be taken care of please let the office staff know and they will be happy to have it taken care of. We apologize that you are unhappy and felt that you could not come to the office to voice your concerns. Once again, we have an open door policy and love to hear any comments, concerns or suggestions that any resident has. We are here to make sure you love where you live, so please feel free to contact the office if there is anything we can do to help you love your home again! Thank you.
