Property Ratings at Chartwell Townhouse Apartments
Management is terrible. When I first moved in they said that the unit was ready and it wasn’t. We had no vent covers, there was some wires exposed from a light, the railings were loose. They do not want to do repairs. They’ll give a date when maintenance will show up and then they don’t show up. Starting in February the dishwasher continuously flooded the kitchen and dining room. The did not replace it until June. Then the downstairs toilet was not working properly. It literally broke every month since August of 2020. Sometimes it would over flow other times just not flush. They did not do any meaningful repairs to fix the issue until February. The tub also doesn’t work properly. It doesn’t clog or drain properly. Maintenance stated that drainage system would need to be completely replaced. Still to this day it hasn’t been repaired. In June of 2021 the ceiling in both bedrooms started leaking. That did not get fixed until late August. Each month they send you a letter and charge you additional lawyer fees and don’t tell you about it. I moved in August of 2020 the only way repairs were made is if I withheld the rent. If you plan on moving here make sure you get everything they say in writing because anyway they can get extra money out of you they will do it. Please get everything the property managers say to you in writing they never do what they say they’re going to do. Every month there’s problem brace yourself!!!
Avoid this place and any complex owned by Mark IV at all costs!! There are a multitude of reasons why, but in short? The people that own and run these apartments DO NOT CARE about you!! My fiancé and I could not wait to leave at the end of our 2 year lease. I originally thought that the fact that the complex is small and the only road was a circle and everyone would drive one way would be great. In a perfect world, it would be, but nobody follows the one way rule. This creates dangerous situations. The road is only wide enough for one car, so if you are following the rules and driving the way you should, you could encounter not only a car coming at you, but possibly huge delivery trucks as well. And then you are stuck. These cars also come in very fast off of French Road and I have seen people walking in the complex get nearly hit. Next, the parking spots are insanely tiny. You can fit an average car in one, but then you have to squeeze out of your car and try not to hit the car next to you with your car door. And that’s only if the car next to yours is parked within the lines, which anyone rarely is. Needless to say, there is not enough parking for the amount of tenants either, which led many people to park in non-parking locations and block the roadway. It was a nightmare. This place makes you feel guilty for calling maintenance for any reason, big or small. They will try to “fix” the problem over the phone with you, if you can even get a mechanic on the phone to speak with. If you are lucky to get someone to come out within a week of calling, they do the bare minimum to fix the problem and will complain the whole time while doing it. And also ask you why you broke the item and why you thought that was a good idea. The maintenance people here never made me feel comfortable and I always hated having to call for them. The basements are basically unusable with how much they flood and get water damage to them. If you end up here, don’t leave ANYTHING of value down there. The complex was also constantly littered and full of garbage. The upkeep was awful. The snow removal is pitiful in the winter. We tried to address a lot of the above to our property managers and even higher-ups at Mark IV. The property managers were nice but they really don’t have much say or pull in any manner. The higher-ups gave us attitude and would hang up on us. Do yourself a favor and don’t rent at Chartwell or any Mark IV owned property.
The walls might as well be paper maché partitions. Some units not just mine have this funky smell. We sometimes debate whether or not there actually IS a maintenance crew. There is a reason why there are so many empty units here. Questionable business practices of the landlady. I have lived in seven apartments over the past 30 years in Rochester and I have only had conflicts and friction with the management and/or owners at this place.
Several months after I moved out, the management sent me a bill trying to charge me for services they did not perform. In my case, it was a hefty amount of cash for cleaning the stove and oven. They made no mention of this when I moved out during the inspection, nor of any other charge. And then, MONTHS after I had moved away, they tried to send me a bill for it. I had never used the oven or stove, not ONE SINGLE time in the four or so months I actually lived there. Look at the other reviews. I wish I had.
My husband and I have been living here for 18 months. We moved in sight unseen because we were relocating from Los Angeles and weren't able to afford an apartment-hunting trip back east. I didn't realize until I was here a while that our rent is a fair amount above market value (especially without covered/locked parking) and the additional pet "rent" charges feel very nickel-and-diming. Unit: the unit size and setup is a good fit for our needs (two adults and cats). The kitchen is tight, contrasted by the enormity of the finished basement, which is a great space; very unique and malleable. The bedroom closets are generous, and the master bedroom is sizable. The main bathroom is average, with decent fixtures. The half bath is quite small, but you get used to it. There is a great large coat closet near the front door that can also serve as a pantry or extra kitchen storage. The patio space and laundry room are average. I find the dining/living area easy to divide with furniture, and, while cozy, also very comfortable. I've lived in 3 apartments and 1 other townhouse, and this is by far my favorite layout. Grounds: The driveway could use a full repaving, but a recent sealing has helped a bit. Garbage disposal is an issue - unfortunately there simply aren't enough garbage and recycle cans for how many residents there are. Timing our garbage takeout is not the best; the complex needs another garbage building. The center lawn is a great place for kids to play and for people to walk their animals. I don't spend much time there but it looks clean and well-groomed. Plowing of the driveway (which is really a one-way street, I guess) is sometimes very early, and other times not so early, which can be an issue. It's always safe, quality plowing (ie: I'm not worried about my car being hit). Communication with the property manager is top-notch, though my impression is that most decisions are made by folks who do not spend much time on the property. All of the maintenance staff are friendly. Neighbors are kind, polite, and keep to themselves (which I prefer). Noise issues are rare. Location is EXCELLENT. It takes less than 10 minutes to get to any type of store you could possibly want, and takes 20 minutes to drive to Victor, the city, Gates; it's close to expressways and main thoroughfares. My husband and I have the best commutes of our lives (his is 7.5 miles to the east side of Pittsford; mine is 9.9 miles to Gates).
We signed a 15 month lease with Chartwell Estates thinking we were making the best decision for our family. We signed the lease the day before we moved in and everything seemed fine. The day of the move, our "finished basement" carpet was soaked. We checked inside the laundry room and there was water up to the step that had leaked throughout the carpet leading into the living area. After reporting the issue to maintenance and having them suction the water out two days later, we noticed the drywall in the laundry room was covered with black mold. We were horrified. We notified our landlord again and was told that maintenance would come to clean it up. They scrubbed the mold. They told us it was fine. They told us it wouldn't come back. We have never used the 'finished basement', although we pay our rent every month which includes access to this space. We have had multiple occurences of our basement carpet becoming soaked with water from the outside when it rains. The bandaid to this was a plastic cover over our outside gutter. We have since recently experienced the toilet pipes upstairs leaking into the ceiling, coming through the light fixture in the dining area and throughout the basement. The entire basement wall was covered with water. The hallway carpet was soaked. The basement carpet was soaked. And the mold? It has come back full force and has grown to reach the living area of the basement. We notified our landlord immediately. Maintenance was called. He asked if we could wait until Monday (this happened on Saturday). We said no because of the scare of electrical fire issues due to the water. They brought big fans to dry the carpet. When they came two days later, after drying the carpet up, we were told all thats left is paint. Paint..to cover the 7 water stains on the ceiling. Paint to cover the mold. What about the future tenants? What about our health? We were told Mark IV Enterprises never lets tenants out of their lease and they have had WORSE situations arise where tenants have asked to break the lease. We also have recordings of this conversation. We have pictures and recordings of everything. Please do yourself and children a favor. Don't rent from Mark IV. They own multiple properties and Chartwell Estates is just one of them.
Horrible place to live. The area is great but this is the worst community I have ever lived in. The basement is unusable due to the amount of mold that continues to appear down there. I am told it is fixed, by spraying and wiping it away, but it manages to return. The basement has flooded multiple times, with no meaningful repair done. Service requests take days to be completed and are patch jobs. I have reported a mold issue on Sunday morning, today is Wednesday and they still have yet to address mold growing in living spaces. If you care about your health or your family, do not come here.
What is promised is never delivered. Or you have to beg and remind repeatedly. Maintenance is severely lacking. Management gives excuses. A yeat later and my door is not painted, molding not painted, and they painted over a water leak on my dining room ceiling. The walls are paper thin and if your neighbors smoke, it will come into your unit. The patios are not private at all and kids trample through anything you plant. It was bad two years ago, it's worse now. The manager basically tells you that this is how it is. You end up shoveling your own parking spots and sidewalks if you expect to get out. Of course rent is due timely, but they never take care of you timely. Don't rent here. It's basically a money trap.
No good, will increase rent annually 20% per year. poor staff response, ownership is very unkind, managers are helpless. Charges for any issues, poor parking and lighting. Best to look elsewhere if you do want the headache. Managers will write a note of apology however nothing will change. Share review

I truly am sorry you feel this way. I have been working very diligently to help create a trusting relationship between management and the tenants. I can assure you we do not increase rent more than the standard 3% annual renewal rate and am uncertain where you came up with a 20% figure.
Beware...snow removal is poor, your rent will be increased by 20% year over year. They will not honor lease agreements. Deposits won’t be returned. Keep all paperwork. They will charge you for carpet replacement months after move out. High employee turnover. Parking is an issue.

Previous Renter, I would first like to apologize that you felt this way about your experience at Chartwell and would like to address the issues you brought up. Here at Chartwell and the majority or rental properties there is a standard 3% cost of living increase however I have worked with many renters to negotiated a rate they are comfortable with upon renewal. Upon move in all tenants are notified that there is a carpet cleaning fee paid at time of move out. This is due to the fact that we don't take a security deposit and helps to alleviate initial move in costs. When conducting a move out inspection I do remind all tenants of this. There has been some employee turnover in the last year however I have managed the property now since August. I have had a lot of positive feedback in regards to changes being made around the community and assistance with any parking issues that were. I have begun to formulate a plan of attack to combat snow removal issues in the coming months. Again I apologize you were unhappy with your experience and wish you the best of luck in the future.
The townhouses are ok, but the walls are thin so if you have noisy neighbors you will hear everything they do. The management really needs to improve. The maintenance staff is lazy and would only fix our sink after I complained about it 3 times. The first times he claimed to look at the sink and said it wasn't broken when it clearly was. They don't enforce any of the parking rules and there is constantly a lack of spots in certain areas along with people parking in places that are not parking spots. We attempted to sublet the last 2 months of our lease (which is allowed in the contract) but they went and rented our place out for the date at the end of our lease almost 3 months before the end of the lease making it impossible for us to sublet. Not recommended.

Our son lived at Chartwell Apartments after college with a roomie. It was a perfect area for him and his job..Very nice and manicured place. I highly recommend it.!
