Steeped in history and unique culture, Baltimore is among America’s most culturally-rich cities. Centuries spent as a major port city have contributed to a diverse mix of influences, resulting in the eclectic range of food and art found in Baltimore today. The relatively compact layout of the city makes life a bit easier for pedestrians and cyclists — it also means that, even though the city is home to over 600,000 people, it retains the feel of a much smaller community. The city’s neighborhoods display a huge degree of variety, ranging from rowhouses to high-rise apartments to charming suburban subdivisions.
It’s an excellent city for sports fans, with the Orioles and the Ravens representing Baltimore in the big leagues. The arts community is quite active in Baltimore as well, largely thanks to the Maryland Institute College of Art and the huge Artscape festival that draws thousands every May.

Property Ratings at City Place on the Avenue
Beware this complex was Section 8 housing and the behavior of management is unacceptable! Laundry facilities are only open 9-5 Monday- Saturday when most people are at work. Stairwell lighting remains out for months at a time and the neighborhood is already dangerous. Homeless people and drug dealers loiter in the stairwells and there is no way to keep them out (this is not an exageration, I have been offered drugs by non-residents on numerous occasions, then had them come back and leave trash after being asked to leave). Car break-ins are frequent, and the authorized towing company uses predatory measures: management randomly changes the color of the parking tags even if the date is expired so your car could be wrongly towed at any time. Neighbors are unclean and leave trash and broken glass in the stairways. There is also a mouse problem because the walls are not properly sealed to the floors and residents are dirty. Living here is nothing but a headache and waste of money!
I have been living at Greenwillow for two years. I am only moving because I purchased a house. My apartment was renovated and I loved the kitchen and floors. There is sometimes a lot of traffic on Pennsylvania Avenue, but that is to be expected in Baltimore City. The office staff is friendly, and there is one maintenance person who has been around for years and does a good job fixing things when needed.
All though greenwillow manor wait until tenants to move out to renovate apartments, it doesn't change the fact that mice run through out the entire apartment unit. The leasing office sends out an exterminator, and all they do is throw small packs of poison around, which is not good because then you will be searching your apartment for the smell of dead mice. The maintenance men takes their time to come fix anything, and the majority of the time they do not know what they are doing. It took them 3 yrs to finally figure out that I needed a entire new ac unit after I constantly explained to them what the problem was on several occasions. Maintenance men can come into your home anytime unannounced. They have security guards that bother the tenants and children when sitting on the front instead of approaching the drug dealers that be on everyone front throughout the entire day. So not a good place to enjoy your home, that's why my family and I are out!!!!
I have live here and the place is to small for me and family they don't have no one really fix things .doing the winter i had no heat all winter.and i well have none this winter because they didn't get it fix.so that how I'm feeling about where i live
