Hoover-Foster, known colloquially to residents as "Ghost Town," features a blend of community activism and a growing art scene. Art galleries and music studios line San Pablo Avenue while the Martin Luther King Jr. Cultural Corridor hosts some of the neighborhood’s vibrant murals. Hoover-Foster’s strong sense of community is reflected in spaces like the California Hotel. This historic hotel was a popular spot for jazz and blues legends like Billie Holliday and has transformed into a multi-use building for housing, live performances, and youth education programs. Locals also bond at special events like the West Oakland Grown Harvest Festival, an annual event celebrating healthy food. This diverse neighborhood is home to restaurants from every cuisine, but residents also appreciate Hoover-Foster’s proximity to Uptown’s trendy eateries and nightlife spots.
Hoover-Foster blends the old and new with a variety of architectural styles.

Property Ratings at Common MacArthur
On balance, Common is a pretty rad company to rent from. 5/5 Pros: flexibility with the payments, cleanliness in Common areas, integration of digital and physical, membership rules for safety/comfort/community. Cons: digital presence mostly. Suggestion for improvement: on-site security and key/entry assistance because lockouts are a serious pain point that could always use improvement, tho it's impressive how well they handle this with open communication multi- channels.
DON'T live here. This building is poorly managed and no matter how many times you try to contact management, they will do NOTHING to help you. I'm surprised this place is still allowed to rent. Not worth renting, given the condition of the rooms and the building itself.
I currently am a resident here…. This property isn’t managed well at all. Plumbing is a regular issue, cleaning staff are not the best, if you need something fixed it can and has taken weeks to do. For example half of the building didn’t have plumbing for 5 days there was every excuse under the sun that that was given on why we had to wait for a plumber. After 1 day a few of us called a plumber an was here with 1 hour. And the job was too big and the property management didn’t want to pay until they had their people come. This has happened a few times in the year I have lived here. Cleaning will come on their own days they choose and not the pre-approved days. They don’t give 24 hr notice all the time before showing units. When you call the emergency number for lock outs due to WiFi issues or battery issues on doors which we have often happen because the keyless access features, you will be locked out for hours until someone arrives or they get WiFi up and running again which recently happened and took almost 4 days we have gone longer with these issues in the past years on several of occasions. Drug dealers and users are less than a block away. We have had several of packages stolen from our “secure” location that has a code to get into several of times or simply people coming on to property and stealing near mail boxes. Property management apologizes but this issues are frequent. Noise control is hard to manage and people who have dogs here as pets/ service animals will bark all day and night sometimes. We have had a few owners let their dogs poop right outside the gate as well on property and leave it. There truly isn’t enough space for storage , bathrooms and rooms also are smaller when you see them in person. The only floor you don’t hear people walking above you is the top floor for obvious reasons out side of that if some walks normally you can hear it and we currently have a lot of heavy footers here. Washer and dryer are not the best quality they break down often and to get part of fix them can take up to 6 months they rarely replace them. The yard people will come at 8 or 9 am in the morning this may be an issue for the first floor because how loud they are with their leaf blowers. These are just a few issues they also lie don’t give good quality of dish detergent towel paper and washing detergents all low quality. Please think really hard on if it’s worth it.
wifi goes off frequently, flooding because of poor plumbing -- took a week to be fixed without being offered a alternate temporary housing options. My packages got stolen 2 times over the past 6 months.
