Property Ratings at Concord Plaza
Very poorly maintained, rotting and decaying apartments. The landlady is manic and is convinced that she can DIY every maintenance issue. The result is cheap shoddy work such as painting over mold, or replacing a broken 18 year old smoke detector with a somewhat working 16 year old one. After years of this, the apartments are in a state of decay. And I was in a "renovated unit." The renovations consist of retiling the floors and countertops (badly done-uneven, unsealed, sharp edges) with a cheap white tile that will force you to mop almost daily. The kitchen cupboards were so water damaged they were literally rotting (soft to the touch in some places) and really smelled foul. Instead of replacing them, they retiled the countertops (clearly planning on keeping them for quite a while). The day I moved in, a very drunk neighbor said "welcome to the nightmare." Most of the tenants hate the place but are too poor/elderly/disabled to have much choice. One tenant has lived there since she was a child; she says it was once a decent place but the current landlady was turning the place into a slum. She also gouges you on the security deposit. She charged me $200 for a crack in a tile less than the size of a pencil eraser. She even said she was going to charge me for excessive cleaning due to the muddy footprints on the floor, until I turned on the video camera to document that they were her own muddy footprints. A few months earlier, we were discussing a badly broken door in the apartment with graffiti on it. She told me they had charged the last tenant for it; when I asked her why she didn't use that money to replace it, she told me she didn't have to. All of these damages pile up and lead to health and safety issues.
