Congressional Towers apartment is a beautiful place. I got to know about this apartment complex through a friend. The unit I got looked exactly like the pictures I saw online. The location is good, close to some stores, twinbrook train station. I love how organized the complex is. I recently became a resident here, having moved in early July this year, and I must say that I am thoroughly impressed by the sense of community. On one occasion, I reported a repair request for a slow drain in my bathroom and a malfunctioning toilet tank on a Sunday night. To my surprise, when I returned home on Monday evening, everything had been fixed with a speed that exceeded my expectations! I've also had the pleasure of using the fitness center, which I find to be excellent. The quality of the equipment is top-notch, and it's never overly crowded. I appreciate the convenience of being able to use most of the equipment whenever I go. I've heard from a friend that there are beautiful Sakura trees in the community, although, sadly, I'll have to move by the end of this year. All the leasing staff and maintenance staff I met here were friendly and helpful. Especially, I'd like to express my thanks to my leasing agent, Brandy. Being a foreign resident, she provided invaluable assistance throughout my stay, especially when I encountered an issue with delayed payment. Despite the short stay, my experience here is 100% enjoyable.

Not worth even a single star! Roaches, mice, rats, cigarette/marijuana smoke, robbery, noise... The walls and floors are so thin that even a small sound will be transmitted to the neighbor. The management is so rude, without trying to understand anything, will keep giving noise notices and finally will make your lease non-renewable. We can’t even walk in the apartment! When we rented the apartment we asked specifically about having kids and so some normal unavoidable children noise. The person who showed the apartment said kids playing during normal hours is fine, however, they should not disturb neighbors during quiet hours (10 pm to 7 am). They will try to trap you to rent and then will force your kids not to even move and act like kids. All apartments are full of roaches and sometimes you get mice and rats. They will frequently inspect and spray pesticides in your house even if your neighbors have roaches. You will smell cigarette/marijuana smoke all the time. I complained so many times but the management said smoking is prohibited in common areas but not inside the apartment. So people smoke inside their apartments and vent out the smoke from windows. People would smoke at the main entrance and you can't avoid their smoke at all. Be careful, this is so dangerous for your health , especially kids. People will steal your mail from the mail area in the building. I lost my laptop and a few mails. The management will not listen to your complaints at all. Water will be shut off several times in a month for few hours and sometimes whole day. Believe me, all good reviews are paid one. I would really not recommend these apartments especially if you have kids. The environment is really toxic for your health.

My wife and I moved in about a year ago and have no complaints. It is a quiet community, with a good number of families. Its location is perfect for us: multiple grocery stores within working/biking distance, a shopping center in walking distance, and a Metro stop in walking distance, a park with basketball and tennis courts in walking distance. Its location enables a car-free life if one chooses to live as such. The best thing about this complex is that the rent includes water, electricity, gas, etc. We only pay the monthly rent and WiFi. This is nice and allows us to not worry as much about how much water or heat we use. Our unit is recently renovated with vinyl flooring, stainless steel kitchen items, and nice countertops. A gas stove and a new refrigerator makes for a good cooking experience. One of the two issues we have encountered is that the front doors seem thin. If someone is talking in the hallway, we can hear them clearly. Thankfully, the shared walls seem thick and prevent a lot of neighbor noise from entering our unit, so it is only when someone is in the hall. The second issue we encountered is we had a mouse in the kitchen. The maintenance folks responded the day we submitted our ticket and fixed up potential issues. We found the mouse trapped in the next couple of days.
I have lived in congressional towers for five years. The apartment is perfect and very clean with an efficient management team. Very convenient for grocery and transportation. During spring, the cherry blossom looks very beautiful. High recommended!

The apartments are fine -- getting newly renovated, though the building I looked at was pretty worn. Package areas not locked and read reviews of packages being stolen. It's a good value for the area and location is nice. Business practices are questionable though, and while management/leasing staff are very nice, they are a bit disorganized. I wouldn't do business with this company, unfortunately.
Ive lived here for a year and I do not have many complaints. The only one would be the noise from neighbors but that is not the apartment's fault. I'm not sure if all the reviews are old or whatever but the leasing people have only been good to me. (albeit we havent interacted much) but whenever we do, they solve my inquiry. lots of families here so makes it pretty comfortable. plus its a good location, you can walk to different plazas and the metro and prob the cheapest apartment complex that has all utilities included in the area! honestly, a good bang for my buck, the only thing that I would like better is if there was in unit washer/dryer. other than that, everything is pretty good. parking is included. Oh, having an alternative wifi carrier would be nice - they only have xfinity. they clean often and yeah basically im having a fine time living here!
Infested with rats, spiders and flies. Every month i would see a rat in my apartment and in the shared laundry even the day after so called 'pest control'. New spiders and lots of them . Management is highly unprofessional and unethical in all aspects, especially Their property manager .
Do not come to live here: spend more money and live somewhere else. The place is infested with mice. We moved in 3 month ago and from the day we moved in there were mice droppings and we caught three mice with trap. Maintenance will come and say there is no hole in the house but we will find one and cover it. The management team tried to do everything to their capacity except put a coat around the apartment since it’s on the ground. Long story short they are releasing us from our lease agreement because it’s unlivable. We found an almost dead mice in the bathroom, imagine if you have kids and they saw that Now we are going to spend more money and energy to move Please save your money If I could I would have attached a picture
I had to deal with pests and had to have my apartment sprayed on a regular basis. There was never an actual solution to the problem. I had to throw out a ton of my personal items because of the issue. Also while living here the pipes were replaced in the middle of the holiday season, so I celebrated Christmas with a hole in my wall. During this construction period a picture hanging above my bed crashed and shattered glass. When I brought it up to management and included pictures they ignored the issue claiming they weren’t responsible. When voicing my concerns to the office many of them were ignored or rudely rebuffed and I was immediately and condescendingly reminded I signed a lease. I signed a lease for a safe and sanitary apartment, what I got was a pest infested construction zone. I’m moving out early and still having to pay out the rest of my lease. The extra 150 a month is worth it to live somewhere else.

Before you sign the contract, make sure you understand what will be happening if you are likely to break the lease. This is what happened to us. We had to move out earlier (break the lease in other words) because we bought a house. The leasing office told us that we have three options. Option 1: pay 2 month rent penalty. Option 2: find someone that is willing to take over. Option 3: move out but keep paying rent until the leasing office rent the apartment out. If you take option 3, then it is likely you will pay your rent all the way to the end of the lease (trust me it is highly likely). I tried option 2. I found someone who was very interested in my apartment. And that guy and I went to the office to discuss the paper work we need to do. The officer tried really hard to persuade that guy to not take my apartment. Anyway, that guy was scared away because the price he got was much higher than my current price. So the only option left is to pay 2 month penalty. Since I was the one who broke the lease, I had to pay the penalty. As requested, I went to my bank and paid $10 to get a cashier's check. And I went to the office to pay the money and return all keys. At that time I got to know, if you break the lease in the middle of month you will basically have to pay the rent for the full month plus two month penalty. They will not refund the money even if you move out at the beginning of the month. So here are the lessons I learned. They will try hard to make it impossible to rent the apartment out by yourself, and they will make you pay as much as they can. And if you have to break the lease (it might happen you never know) make sure you move out at the end of the month. Other wise you will have to pay rent for more than 2 months for nothing!!! Hope this helps.

Pros: Overall, good value for the area. Older building with thick walls so you cannot hear neighbors. Large balconies. Shared community center. Utilities and parking included. Well maintained. Walking distance to many shops and metro. Cons: Always under construction. Lived with a mouse for two years despite multiple maintenance notifications. Old fuse boxes with no breakers, was shocked changing a fuse. If you get home late you may not be able to find parking and will need to park on the street. Management really hit or miss - if you have an issue with anything they will not try to work with you. One example of this - they were doing major HVAC/plumbing work on all the apartments. It would take about one week in each apartment where construction workers were there during business hours. My boyfriend worked at night and was normally sleeping during the first part of the business day. They would not work with us on scheduling, said he could sleep in the meeting room, not exactly a great solution. He had to stay at a hotel for the whole week, they would not give us a credit or help in any way whatsoever. They will nickel and dime you on move out so I would recommend: a.) don't put any effort into the apartment on move out and forfeit deposit or, b.) make it look like it did the day you moved in if you want your deposit back. Our place was spotless upon move out, we even painted, not just primed, PAINTED - there were some faint marks on carpet in high traffic areas, nothing different than any other place we had moved out of previously and they charged us for carpet cleaning. Looking back, we had put so much effort into making sure the place was in good shape when we moved out - it wasn't worth our time considering that they didn't care anyway.
We were living there for 4 years. At first, the complex was really nice. However, things started changhing really fast. Construction work all the time. Management are non responsive; they tell you they will call back, but they don't. Furthermore, the maintenance staff are not the greatest. When they had to enter my apartment to change the air filters, I would ask them to put foot covers. However, they would say that they can't for safety concen ( which I understand). However, the shoes they were wearing were so dirty, that they left dirt marks all over the carpeting. I really didn't want to write this review, but this place is not the place it used to be, and future tenants should know this in order to make an informed decision.

I've lived here for 6 years. Although there has been construction, you cannot beat location. The apartments are newly renovated and the buildings are being upgraded. Maintenance crew is so friendly and helpful! They are the best thing about congressional!
The managment of the building is awful!!! Don't move, or be ready for not having electricity, water, elevator, ....every other day!!!! Totally unsatisfied!!!
This building is undergoing a never ending construction!!!! Poor management! They don't care about the residents' convenient!!! All the residents are moving to other places!!! We haven't had water, on and of for last 7-8 month and they don't care and do not consider it it the price! But if you pay your rent one day late, they will imminently send a late payment notice with $100 surcharge fee!!!!! NOT RECOMMENDED AT ALL.
You will never see the manager here EVER if you have an issue unless you continue to escalate it over and over and over again. The manager, including the rest of the leasing office staff, are rude, insensitive, and don’t know how to apologize for inconveniences endured by residents due to CONSTANT MAINTENANCE REPAIRS resulting in NO HEAT, NO AC, NO HOT WATER, AND RESTRICTED PARKING. The apartment buildings are old and outdated and there have been issues with roaches (in the unit as well as in the lobby areas), trash chute odors, stench in elevators and hallways, and overall poor ventilation and air flow in the apartments (you can smell other peoples’ cooking, cigarette smoke, etc. through the vents). Management here do not care about the well-being of their residents and can care less if you decide to complain/ move. It is disgusting here—place and management in all.
During last three years here it was permanent renovations, reconstructions, etc. From the first glance it could be good, but living in such conditions is annoying. 8 month with one working elevator for such building, nowhere to park couple weeks per year, workers permanently can get into your apartments for one or another reason. Right now there is no working air condition and windows are blocked from outside because of one of their "project". The temperature outside is about 95F and it is supposed to last about a week. It is unbearable.

Actually, It will be a little far from the Twinbrook Metro Station(15 mins walk). However, this apt look very quiet and clean. It is close to gym. Every floor has 20 apt. It would be very nice to live here.
parking became a big deal since the management started to restrict the spots. If you come late in the evening, you can not find a spot. need to search around and park far away from the building.
I subleased and moved in the congressional towers apartment on 6/1/2013. The original leasing period is from 1/1/2013 to 12/31/2013. I didn' receive my lease until November because they were slow on processing the new contract to reflect they received $250 deposit from me. At the beginning of Nov, I received the notice from leasing office to pick up my new lease, by that time, I notified them that I planned to move out at the end of Dec. But the leasing office didn't ask me to do anything. On Nov 15th, I got an email from previous tenant that asked me if I want to renew the lease. I immediately send her and the leasing office that I planned to move out on Dec since I already bought a house on Oct. I don't know why the leasing office never send me mails to my mailbox or email me, They just randomly put the notification in front of our door. Before I moved out, I cleaned the carpet, it was like new condition. After 3 months I moved out the apt I got a letter from the congressional towers that ask me to pay $1715 for carpet replacement and half month rent! The fact is that I only lived there for 5 and half months and the carpet is really really new!! I contacted them immediately and they said there are 4 spots that the color is a little bit off, and they replaced the carpet for the whole apartment and they indeed attached 4 photos as their "evidence". These marks are really hard to see any difference with normal sunlight. And it was already there before I moved in. I went back home and checked the Landlords and Tenants booklet and found that if the carpet was not scorched a large area or stained a large area, it can not be counted as "Damage". These light color marks are definitely due to normal wears. They just replace the whole carpet without consenting us. The whole experience is awful! This apartment is trying to make money from you in all possible ways.
I had about the apt details through my friend he said its some what good in rockville area that's why am planning to move this apt on May 2013.
