Property Ratings at Dominion Heights
Dominion Heights is a fine apartment. Good location in Fresno. Pool broke and has yet to be fixed. Because of the pool having issues, we were restricted workout room access to only during office hours. My biggest complain about the apartment itself was no ceiling lights in the bedroom or living room. Only source of light was plugging in a lamp. Wasn’t a big deal but it was inconvenient. Photos are animated and don’t match the actual apartment so make sure you visit. Also, be prepared to be hit with many fees at signing that aren’t advertised (Ex. Pool fee, workout room fee, landscaping fee, etc). MAKE SURE YOU READ ALL THE FINE PRINT!!! They won’t lie to you, but they don’t emphasize certain details that should definitely be emphasized. They have several ways they get you so make sure you are reading everything closely. They will not make any sort of effort to alert you or remind you of important details, instead they just hope you missed it so they get more money. Everything they do is sleazy. They aren’t liars, but they have many small details and “catches” that will cost you thousands if you aren’t paying attention. Overall, it’s a fine apartment if you are constantly and consciously paying attention to all of their tedious letters and details. They lack serious focus on customer satisfaction. It is clear money and filling vacancies is their focus and priority.
I went to apply here and was met with ridiculous fees and extra charges. Don’t believe the listing price. They will bump up the rate however they please depending on the location of the unit. Then there is a monthly pet fee, monthly “amenities” charge ($88!), utilities fees, etc. Whatever the lowest listed price is, be prepared to pay at least $150-200 more per month.
Current resident here. Trying to do a service for all future tenants, DO NOT LIVE HERE. Do not be fooled by the fancy renovations. It is over priced, and there is not enough transparency to where all the charges are coming from. You do not get what you pay for, not even close. Its advertised as gated, but the gates are always open, and no security cameras anywhere inside the complex. There is lack of transparency, lack of response once you sign the lease and lack of simple human compassion. They really are there to take all the money they can from you and have borderline business practices. Kate, the manager, can be an extremely unpleasant person to interact with, and if you bring up any complaints, you leave the conversation more frustrated. I am afraid to even post my real name for fear of retaliation, as there appears to have been in the past toward tenants from management. Please, avoid this place.
After moving out we recently received in the mail charges in excess of $1,183. We had pre-inspection two weeks in and final walk out inspection when turning our keys in. We wanted to be aware of any serious issues and fix any problems. We left the apartment in good conditions, nothing beyond normal wear and tear. We cleaned best we could. The apartment had multiple opportunity during two inspections to raise any major issues but didn't . I have a feeling management is trying to retaliate against my family for raising concerns about other issues during our tenancy. -Firstly, they charged me for rent and utility that I already paid for. Told them several times. It is in my bank statements and forms I signed -charged for carpet replacement. We already noted the carpet was damaged and old when we moved in 2years ago to old management. This is not our responsibility but yours. -They charged us for heavy paint. charged. This is not beyond normal wear and tear. Again this is not our responsibility. - they charged for ozone treatment for food odor?? How ridiculous, I have never heard of such things. We cook family dinners use ventilator and open window. No pets and no smokers there. They never mentioned any issues about odor before we left. They had not one but two opportunities during inspection. Instead they mail something completely different. I could go on.... Future residents BEWARE!!!!! This is frustrating. Kate I am still waiting for your email response. I will update what happens with this process but for now I am still waiting...

AVOID. AVOID. AVOID. I cannot stress this enough. I have lived in this area for 1.5 years, and was happy with the area until JRK took over management. They are unprofessional and do not care about their residents; all they care about is money. all the residents have seen increases in rent of $100 , and the management is horrible to deal with. they do are not receptive to any feedback, and discussions with them return a lot of attitude. Cars have been broken into, and my neighbor got their apartment broken into. The management responded to their ailments with an attitude of "not our problem". there are no security cameras, and if you think it will be safe because it is a gated community, you are wrong. it is easily accessible, with minimal patrolling. management is seriously frustrating to talk to because they respond to you with such attitude and almost aggression. It's like talking to a brick wall that blames you for when things go wrong. if you are looking for an apartment complex with decent humans as management, this is not the place. To break lease will cost nearly $4000. any place that charges this much or makes it this difficult to leave is a huge red flag. there are definitely other nicer, cheaper places to rent in the area. They also like to have extra charges for no reason and with minimal notice hoping you won't notice, and when you bring it up, they will revoke, but it reoccurs throughout the year. Avoid dominion heights and JRK managed properties.
I am a current resident and recently renewed my contract. My payments have been on an automatic payment and I was given notice that I was missing $17 difference between the new/old contract. This I paid but the front desk folks failed to let me know that the automatic payments did not continue and since I didn't realize that the new payments didn't automatically continue they left a lovely letter threatening to take possession of the apartment. Since I have been on automatic payments, I have never been late on a payment, and I would have appreciated a heads up or a call, but obviously the folks here are too busy to bother. I also note that this seem not to be the only noticed handed out today leaving me to speculate that this is a not an uncommon occurrence. A proactive office I would think would let the renter know of this when they are renewing or when they are collecting the differences in rent, thereby saving everyone the hassle of printing and sending out these notices. But I can only speculate that either a lack of effort or perhaps getting the late fee is an incentive to let that slip their minds when I was in the rental office. I will not be renewing next time, so it won't be a problem for me, however if you are going to rent and renew here, be aware of this. Also online payment portal is rather slow.
There's a sinister element involved in the application process at Dominion Heights. The company forces applicants to pay $525 deposit online, now, (apparently this is new) along with a $33 fee per adult before the applicant knows if he or she will be approved. Other rental properties in the area require an application fee (only) of $25 online before requesting a deposit. Dominion Heights will then tell the applicant that he or she will need to wait two weeks or more to get his or her deposit of $525 back if the application is not approved. So they will hold on to the applicant's $525 for two weeks or more before returning the funds, which may be a hindrance for that person to move forward with another rental given the fact that that that person likely will need the money to move forward with another place. In my case, I had my bank stop payment. It's more than unreasonable and unfair to have to pay a $525 deposit upfront without knowing if you will be approved then have to wait until they decide to return the money. I guess the only upside to this experience is I was inadvertently reminded to stay alert to my credit report from the three credit reporting agencies and the fact that I was able to correct inaccuracies on them. I wasn't aware of the errors but was able to upload my "paid in full" receipts to Dominion Heights' website, as requested, but the woman there called me and said I was approved with the condition that I pay them another $525. They wanted double the deposit, even after I provided the requested corrections to the credit report. This seems a bit "extortioney" to me. They thought they found a desperate victim who was willing to pay any price to a greedy corporate operation. I told the woman who had been in contact with me from that company to cancel the application. I emailed her the "cancel application" and mentioned my thoughts about the process, as well as the fact that I had read some of the reviews from residents and prospective residents prior to going through the process and decided to see for myself and now I see. It seems that alerted them to the fact that consumers have rights if they decide to use them and can fight back using the same online process Dominion uses to siphon funds from the public because I started receiving a steady flow of emails from the company wanting me to give them a review.
