Property Ratings at Eastbank Apartments
I have lived here for less than a year and am counting down the days until I can leave. The property is old and falling apart. The AC units cannot keep up so be prepared to purchase your own additional AC unit just to survive the summer, and I mean barely survive, it took both the in unit AC and the additional new on to keep our apartment under 80 degrees. The ant problem is relentless and unstoppable so keep your apartment stocked with pest killers. The parking is minimal and guests will have to fight for a spot after registering their vehicle or they WILL be towed. Oh and the covered parking structures for paying residents... they routinely collapse during storms, atleast three have fallen onto parked cars since I've lived here including my own. The property managers don't really care and it's on you to fix any damage and then hope and pray it doesn't fall down again after the guy they hired comes with his 2 sons(?) and uses old bricks and 2x4s to jack up the structure, then proceeds to spray paint over all the rust damage on the metal poles...really reassuring... The amenities are minimal and also don't work half the time. Currently there is one working laundry room for the entire complex and there is no time frame for the other one to be fixed so you can take all your laundry on a nice walk across the complex and hope there is something available to use. The "dog park" is unkempt and filthy, the gates don't even close anymore so if you have a small dog they will escape, and while the property claims to have dog breed restrictions, they are not enforced like most of the other rules. Residents are allowed to smoke on their balconies or patios which is essentially just as bad as smoking inside, which I know happens because othe residents make complaints constantly and the response is an email that kindly reminds us all of the rules.... super helpful. And currently I still have no hot water after 2 days of it being off and on, they said it's on but I beg to differ. Save yourself the stress and problems.. go literally anywhere else.

Man this is as E A S Y as it gets ! I called and Trisha answered the phone right away. She asked a few detailed questions about my needs and then invited me into her office. By the time I arrived at her office she already had some ideas for me. She showed me pricing, pictures and floor plans they all looked Great. We went out and viewed three units and I really liked the 1st one she showed so we went back and leased it.

I really like this apartment tucked away from all the hussle of the city but yet everything you need within a 5 mile radius. The staff is so friendly and helpful, Trish the manager helped me and was so sweet!

When my wife and I moved into Pebblebrook it was nice enough, the area is nice here in Rockwall and the neighbors are courteous and quite. These points remain true till this day, but there are some drawbacks here. First of all there are foundation shifts that lead to new cracks in the walls every so often and cause certain doors to no longer close, which the front office assures me is not dangerous and has just patched over them. This strikes me as a temporary solution that does not address the underlying problem. A brick fell from our building and smashed into the walkway for goodness sake. Secondly, the rent no longer has the water bill included so the rent has effectively increased. Also, the covered parking is very narrow, larger vehicles will have trouble fitting. When my wife and I moved in the basic floor plan was $750 a month including water. I can not recommend paying more than this considering this floor plan has no washer/dryer hook ups and foundational issues. At least the neighborhood and people are generally a plus.
Been living at Pebblebrook for over 2 years now. The neighborhood is nice and quiet. The apartment buildings themselves are outdated and showing their age. Inside is okay. In my opinion, the rent is a little high for the quality of the apartment - but I like the location. Appliances are outdated and only one floorplan offers washer/dryer hookups. The office staff is nice. Maintenance is okay. Most of the time, if you have a work order, they don't notify you if they're coming to your apartment - they just kind of show up whenever. Doesn't bother me THAT much but it would be nice if I got notice ahead of time - since I would like to know when people are gonna be entering my home. Overall, this place is nice if you're just moving out/having a first apartment. Like I said, the neighborhood is nice. It's close to the shopping centers and the high school.
General review: The apartments are a little older and slightly rundown, but it's still a great place to live. I rarely have problems with neighbors and they look nice for an aging apartment complex. The girls in the office have been there for a while and are extremely helpful. My only true complaint about the place is the traffic in the area, but it's not a huge deal. It's a "little" pricey for what it is, but Rockwall is an amazing place to live. You pay for location. I would recommend this place for people who are just starting out together Side note: There is a Braums that's within walking distance which has a small grocery (It's ridiculously convenient, plus the ice cream is nice).

Our apartments were built in the 80's. They are spacious. Close to schools they have covered parking. Right across from the beautiful Library, the New City Courthouse and the High school. Close to the malls and grocery stores. And restaurants. The office staff is great, the maintenance men are friendly and the price is good for the size of our unit! Deirdre W, Rockwall TX
