This historic neighborhood on the southwest edge of DC sits amid the most famous and beloved landmarks of the nation’s capital, giving residents one of the most scenic urban environments in the United States.
With homes and apartments intertwined amid the federal office buildings and the George Washington University campus, both government workers and college students are able to get around easily on foot or by bicycle. It’s also an excellent location for medical personnel working at George Washington University Hospital, as well as university faculty and staff. I’ve been living at the Empire for about a year now. I frankly cannot complain about anything. The building is clean and always well kept (you can often run into the maintenance staff in the morning). The amenities are on par with the area. The rooftop is a fantastic quiet place to hang out during a nice day. The laundry room is efficient (though it could be slightly less expensive). The staff is absolutely delightful and helpful. The little touches - such as Keurig stations or donuts on cold morning - were surely appreciated. After living here for almost a year, I have absolutely no complaints.

I've been living in the Empire for over a year. I work around the area of Foggy Bottom and in the Empire I found just what I need for a place with a decent location and cheaper price for this area. The staff of the building is super-efficient and friendly, responding super quickly to any suggestion or request. The building is old but they look after it very well. They probably don’t have the largest gym or laundry area, but is does the job.

My roommate and I lived here for a year, six months of which were also spent living with carpet beetles in our unit that destroyed clothing and personal property; this was in addition to the cockroaches seen almost daily in the stairwells, trash rooms, and laundry room. Our unit was never treated, despite countless calls and emails to management, and we are glad to be moving out. The rent is cheap, but not worth the anxiety and health risks.
This apartment has central air and radiator heat. So if you don't like the temperature, you've got to just suck it up and deal with it. In my experience this means that it's going to be 80 degrees year round. (Not exaggerating, i have an indoor thermometer to keep track). And opening windows or using a fan does little to solve the problem as the units only have Windows on one side which does not allow for cross ventilation and the radiator (which you can't adjust) just compensates for the difference in the winter. If you decide to cook in the unit, you can add two or three degrees because the kitchens don't vent properly and your apartment smells like food the rest of the week. And while the management is very nice, and seemingly responsive, nothing gets done about the temperature, ever. Other things you may have to bug them for weeks to get done.
An older building but they do a great job with the upkeep. I have never seen a roach/mouse (which is a big deal in DC!). You'd think that living on the border of GWU would mean a lot of rowdy college kids but that's really not an issue! The new rooftop deck is very pleasant including brand new outdoor furniture with views of the Washington Monument. I also believe they are in the process of putting in a gym in the basement next to the laundry room. The only issue I have is that there is no 24hr concierge/official mailroom for packages. Instead they are left right inside the building where anyone can access them.
I have lived in the Empire since 2010, moving from a studio to a 1 bedroom apartment. Location can't be beat, great staff (miss you Charles!), and consistent place to live. Since living in the apartments I've seen great changes. The lobby was redone, the rooftop has been renovated, as well as the laundry room. They are always painting and touching up spots in the apartment. The common areas are kept clean and spotless. There used to be a HUGE bug issue as DC has the worst water bugs but management has really cleaned this up by throughout cleaning of the trash shoots, moving the garbage away from the building, and regularly having the exterminator come and spray. This building is a great find in the heart of downtown DC. This apartment rents for several hundred dollars less than comparable properties in the area, which was a red flag for me at first. However, the space is adequate, the facilities are well maintained even with the age, and the management is helpful and friendly. The building has a few of the quirks of an older building. You have no control over the thermostat, so bring a fan if you are hot natured or blankets if you are not. The parquet flooring and tile in the bathroom show their age with some cracking and gaps, but it is clean and typical of apartments in the area in this price range. The plaster walls are thick and residents are a mix of young and old professionals so noise is not an issue. An added bonus is that you are allowed to paint and do not need to worry about hanging photos or mounting televisions as long as the changes are minimal and easily reversible. It is also a zero maintenance and rent controlled apartment, meaning if any of the fixtures provided by the apartment break, repairs are no cost to you and your rent will not rise more than a set percentage from year to year so that you cannot be quickly priced out of your place. Also, all utilities other than cable and internet are provided. The building is set up for high speed cable from Comcast and RCN (a low cost cable/internet provider that I use and love) and Verizon DSL. (Sorry, no FiOS.) With this apartment what you're really paying for the location. It's three blocks from the White House, literally across the street from George Washington University and minutes from the metro, shops, restaurants and offices on Pennsylvania Avenue. It's also easy to bike to other parts of the city, with the Mall just to the south and the Mt Vernon Bike Trail easily accessible from the Kennedy Center. The building's rooftop deck overlooks much of GW's campus and you can spot the Washington monument too. It's great for people who don't want to deal with the hassle of a car, though there is great guest parking available nearby in GW's visitor garage. When you are requesting a unit, try to specify that you want as high a floor as possible and make sure that you tour the unit beforehand. The building has a variety of floor plans at the same price. Some units do not have good light and some are a bit more cramped than others. If you can get a good unit, its the best deal in the area.
If you plan on studying or working in Foggy Bottom and just need the "bare essence" of a place to sleep and decent location, this place is for you. It's usually resided by government employees, World Bank / IMF employees, and graduate students. With that being said, to date there are really no fancy amenities (like a common lounge, a gym, or a swimming pool). The rooftop has recently been opened for residents to use, and the view is OK.
