Yes, it's called Capitol Hill -- but it isn't the capitol and there's no capitol building. So how did this Seattle neighborhood get its name? Back around 1900, a real estate developer renamed the burgeoning community from "Broadway Hill" to "Capitol Hill" because he wanted the capitol to be moved from Olympia to Seattle. That never happened, and the quirky neighborhood kept its new quirky name. Capitol Hill is the neighborhood for those who love nightlife. As Seattle's premier place to party, Capitol Hill is home to coffee houses, taverns, bars, nightclubs, and theaters.

Property Ratings at Evolve Apartments
It's a decent building but the amenities are minimal, to the point you ask yourself, what am I paying for. The water bills are overpriced and not transparent. The most common response to an maintenance is..... "Just deal with it". I want to love this building but they don't care about anything except the money they cansqueeze from you
The building managers are very nice. But this building has lots of problems. Tooo many problems! 1. The whole building smells like boiling pork! Very disgusting! Because there is a ramen shop on the first floor, and the venting system pop the air to my apartment, NOT only the building, IN my apartment! I woke up in the middle of the night because of the stinky dead pig smell! 2. The walls are really thin, the window is not sound proof. I can hear my neighbor's TV and video game, as well as all the bars and night clubs around. The worst part is I can also hear the drunk people sing karaoke at 3am, and the homeless people play drums on the street after midnight! 3. Fire alarm drill every month in the middle of the night, like 2-3am, how fun! Management said someone keep pulling the fire alarm in the middle of the night, but can't catch who did it. Well, as a resident here, you got to meet all of your neighbors once a month while the fire alarm goes off in the middle of the night, what a wonderful opportunity to meet your neighbors. 4. Elevator and front door is constantly broken. I mean constantly! 5. Bill cost is high, I was traveling the whole month in July, my apartment was empty the whole time. I still got over $130 water bill. And the water bill is from the management company, they said each unit has it's own meter, so I am wondering where is the $130 come from if no one lives there at all?!
AVOID THIS APARTMENT AT ALL COSTS! Water leaked through my roof repeatedly, repair requests are never completed, the walls have 0 insulation, management does not care about your complaints, and they will take your entire security deposit.
My BIGGEST issue that I'm dealing with out the move out charges. After 20 months of living there, and without any major damage to the unit and general cleaning to do, I was hit with a $1471 bill for overall painting and cleaning. They will claim that the whole unit has to be repainted for minor scuffs. I've never repainted or damaged the walls and they want over $1400 for cleaning and painting. Please do be careful. I'm in the process of disputing these charges with the management company. Their method of calculation is not broken down at all and they want to give you a lump sum amount of $1471 for cleaning and painting charges. It's absolutely ludicrous and highway robbery if you ask me. Provide me a receipt of all services performed and a breakdown of what was done and evidence that it was done, and I'd be happy to review and pay a fair and customary amount. $1471 to paint and clean a 550 sq ft apartment is ridiculous. After weeks of trying to get receipts for work completed from the manager, I had to escalate to regional manager. The RM looked at the photos of my apartment and saw that it was in the "filthy" condition that the manager said it was in. The RM, professionally reviewed the move out bill and saw that it was unfairly charged. She said that she will work with the manager and make sure that she is properly trained. I have left several messages to corporate without any response until I got a hold of the RM. The RM and I came to an agreement on the bill and I have paid it to get them to disappear from my life altogether. The RM did remediate the situation without it escalating even further but still a high bill. Since then, I have heard from several other tenants who have moved out or in the process of moving out that is running in to the same issue with the manager grossly overcharging for move out charges. She is still charging for normal wear and tear. She is still not providing itemized receipts for work done. Corporate's procedures have changed since this manager came in to manage the building. She is not honest in our move out assessment. Corporate needs to step in and review the process before someone has had enough and takes them to court. Be careful with the Evolve. It's a poorly run management for a decent building. Good people have left and now it's mismanaged. It's shady and they will squeeze out every dollar out of you. There are much better places for your money on the Hill. It's not worth it to deal with the manager and Suhrco.

Hi there, As the new manager here, I want to start off by saying thank you so much for choosing Evolve as your home. We loved having you as a resident here and we were sad to see you go! Having lived here for 20 months, we considered the apartment painting to be normal wear and tear. As the new manager, I was unaware of this and we adjusted those charges. Unfortunately, there are certain charges we cannot not charge you for (i.e. utilities/damages/cleaning). For the apartment cleaning, we hire a professional cleaning company and carpet cleaning company to get the apartments ready and looking brand new for new residents, just like it was for you. Everyone’s clean is different, so charges vary from apartment to apartment. Damages to the walls are not considered normal wear and tear and so we charged you for those. We did the best we could to resolve this for you and got your charges down to as low we possibly could. I apologize for any issues you may still have.
