I lived at the Fisher Mills Apartments from 2015 -2019. It was an excellent 3 years living there. Great management and staff. Maintenace of the property stellar. But, my last year there (year 4) was horrible, as I had the neighbors from hell that lived above me. It was constant fighting, stomping and running all through the night. Spoke to management a number of times regarding the problem. Nothing resolved. i even called Vancouver Police Department in regard to the disturbance that would occur every night. I was such a nervous wreck; I would spend the night elsewhere. I just wish management would have been proactive and enforced policies.

DO NOT LIVE HERE!!! THE MANAGEMENT HERE WILL NOT GO BY THE RULES IN THE LEASE. After living here for 19 years I have not seen any change in the way they handle complaints. They let people put anything on their patio, for example Chairs that belongs in your home. Also, they let people block their patio doors (Bikes and other stuff that should not be on your patio) where it can be a fire hazard. Kids run around and do not have respect for other residents. Cars coming into the complex with their radios blasting loud where you can hear it in your apartment. People parking where ever they want, blocking your garage or parking in the middle of the roadway. Even though Pot smoking is legal they let people do this on their patios. The smoke comes into your apartment when you have a window open. So with that said if you want to live at a place that dose not go by the LEASE rules this is the place for you, if you do want a place that will listen to your concerns this is NOT THE PLACE TO LIVE.
They're not perfect, neither is the world though. You're not a tree however. You can walk away whenever
We finally received our security deposit after delays by this property management company to resend this check due to wrong forwarding address in new location. We rented a two-bedroom, two-bath unit in the P building. We enjoyed living there as it was very convenient to my son's work site, shopping, medical offices, restaurants, movie theater and other businesses and services in that area of Vancouver. The local bus stops were also very conveniently located. My son and I spent many hours once we packed and loaded our belongings into a U-haul truck, which drove cross-country to the East coast. We finally received our security deposit check in the mail this morning. With all cleaning we did to ensure we would get all, if not, most of our original security deposit returned, this new property management company Quantum Residential, Inc. has allowed me to provide to you rental housing seekers, this very unsatisfactory review for this rental property. The former front office staff was great to work with and they were always helpful with a friendly smile, like being part of a family. Instead it's this management company who has failed in their customer service practices, by not providing a detailed letter explaining why we were refunded only the amount they arbitrarily decided would be sufficient for a security deposit refund. Be careful is my two words of caution to those seeking a convenient apartment housing such as Fisher's Mill Apartments in Vancouver, WA. You may get ripped-off in the end.
We have only been here a short time and are already impressed. All new appliances (Refrigerator, dishwasher, stove, washer & dryer), beautiful grounds, and a pleasant community. This complex is located smack in the middle of Vancouver with everything just a 10-15 minute WALK away let alone drive! We love it here and can't wait to grow our family and life in such a great community!
The staff is great and they have a lot of amenities. Inside apartments are average.
Let's start with the good, location is great. An easy walk to grocery stores, movie theaters, at least 20 restaurants and even department store shopping. For the 4 wheeled crowd, it is an easy and quick drive to Highway 14 or not too far from I-205 which will whisk you anywhere you need to go. The neighborhood is desirable and has recent construction on new stores. For the pet lovers, they allow small dogs and cats here with a deposit. The grounds are large enough take a decent walk without going out into the street and plenty of grassy areas. And we are located just a couple of miles from the dog park off 164th. Exercise, there is a great park with paved trails just up the street, an easy walk/jog on the sidewalk. There is an exercise room that is small and dank, but does have 2 treadmills, a stair stepper, a few weight machines and a couple of bikes. There is also an indoor half court basketball court. As well as a year round indoor pool in the clubhouse available 9am-9pm most days. An outdoor pool is open from memorial day to labor day, it is small and has a hot tub. The maintenance is slow to respond. However, I believe it is a problem in the office. The new management replaced the good, knowledgeable employees with inept workers who can't answer basic account information. The management requires tenants to sign a paper stating they are not liable for packages left with them. The post office only leaves packages with them, they do not deliver to the door. So when they lose packages, they say "oops". No apologies, no replacement. I no longer have packages shipped to my home. I send them to friends where they arrive safely. For a fee, tenants can pay rent online, but they do have to sign additional conditions and terms such as being aware of changes in rules at apartment and agree to comply. The units themselves are 26 years old. And have the original dishwasher and washer and dryer in my unit. They are dated with popcorn ceilings. And have very little storage space. And a tiny kitchen, which is sad for a chef like me. They do offer wood burning fireplaces, which I do not use. The neighbors fireplace back-drafts smoke into my apartment despite them fixing it. Parking is a HUGE issue here. Each unit gets one covered space. However, it may not be near your building. Or even where you can see it from your apartment. If you have guests, tell them to wear their hiking boots because they will likely have to park across the street at the theater.
The neighbors are not the best people. At least in our building. There are designated smoking spots which they never utilize. Management is not in control at all. Asked for help and we get nothing, multiple complaints because of asthma. Smoke coming in our apartment all the time. The actual apartment is good, comes with washer and dryer and alright appliances. The problems come when you need management for anything. Main manager is never here (leaves at 1pm and doesn't work weekends). Need to move now due to the smoking that was never taken care of because the neighbors refuse to smoke in the designated areas and management isn't stopping them from breaking lease.
I really love the layout of my apartment. The bedrooms aren't side by side. Major plus. Would LOVE to be in a 3 bedroom! And Love the plus of having 2 bathrooms and in apartment washer and dryer. Grounds and apartments are well maintained. They also have an indoor and outdoor pool/spa and many other amenities. This is truly a great place for apartment living. and it is within walking distance to work, shopping and parks. The staff is great to work with as well.
Only thing about these apartments that Its in a GREAT LOCATION! Noise levels especially on the weekends loud partying, Kids running around playing between buildings at 2-3AM!(hide and seek)Door knocking and running is a little annoying, Like REALLY? Office staff could be great if they would answer the PHONES and HELP you! If you moved here to take advantage of the pool (Like I did). You are only allowed Two guest per household literally so if you plan on having more than two kids (3) the Office staff will make you leave B/c its the Rules! If your a working single-mother wanting your babysitter to take your kiddos to the pool and get out of the house for an hour, even if your sitter is 18 years old you can't! Office staff will make you leave! Anybody accompanying your children at the pool has to be on the lease agreement! (Which is insane) I had to keep this short If I had to mention the conditions my apartment looked like when I moved in this would be a pretty long book! Everything I was promised to be done NEVER happened so unless your a handy person to fix your own appliances, have no use to the pool area your a perfect candidate if not I would look into another place and spend the extra buck for better service;) If you would like to move here B/c of the location and only location then Come on in! You most likely will NOT be HAPPY!

Staff is Lazy, so is maintenance. other than that, living here is okay.
I lived here for a year and a half, and looking to move back in. The Maintenance was awesome. The only problem I had was with the neighbors above me. but everything else was fantastic. The parking wasn't the best sometimes, but you always had your own spot, if nothing else. Couldn't have been happier with them. Except my neighbors.
