About an hour south of downtown LA between Hawthorne and Palos Verdes, Torrance combines the best elements of a relaxed coastal community, a classic American small town, and urban sophistication. The beach tends to attract people’s attention first. Generally left alone by tourists, Torrance Beach is a local favorite, creating a quieter and less crowded environment. The ocean is just the beginning of what makes this town so appealing.
From the swanky shopping at Del Amo Fashion Center (which is the third largest shopping mall in America) to the cozy charm of Old Town Torrance, this SoCal beach town gives renters tons of variety. Museums, city parks, and performing arts venues provide stimulating attractions for the locals. The mainly-suburban landscape, low crime rate, and excellent public schools have helped make the area highly attractive for Los Angeles area commuters raising families.

Property Ratings at Garnet Victoria Apartments
Living at Victoria Apartments feels absolutely wonderful! The management and staff are super attentive and always make sure the building is kept in tip-top shape and really peaceful. Whenever you have a concern, the on-site team is quick to help, so you really feel appreciated here. And let's not forget about the amazing amenities! With a gorgeous pool, relaxing jacuzzi, and a great gym, this place truly stands out as the best home sweet home!
New management and maintenance team have been awesome. There’s been great improvements these last few years with staff. They’re kind and always a sense of urgency for tenant needs. Great to see positive change!
there is no security, the cameras don't work and the management says they don't have time to help if you get robbed inside the property!!!!
Management here is terrible. Whether they're trying to get more of your money, or lazy when it comes to actual managerial duties. Very poor quality apartments. Many units see no sunlight because of the shaded hallways with levels and are connected to hard hallways where you can hear everyone walking every moment of the day. If you can get past that then goodluck getting past its incredibly thin ceilings, floors and walls. Have loud neighbors? You're in for a long lease.
I broke my lease in July 2022 to move to a new state. I had a verbal agreement with the management that they would excuse me from paying rent after someone signed a new lease and 2 weeks prior. Unfortunately for me, they was not in writing, but I trusted them as they were sympathetic to my situation. New management came in and would not honor this agreement. When I tried to show them that turning over the unit takes time and I should not be responsible for this time, they would not change their decision. Very disappointing. I would not recommend this property to prospective renters.
Everything especially structurally wise is terrible with this apartment. Management is terrible, floorboards are terrible, parking terrible. I would never encourage anyone to ever live here.
We wanted to apply for 1b/1b in this apartment complex, but we changed our mind after the experience with the manager when we came to apply. She is very unpleasant person, arrogant, lazy, with absolutely no customer service skills. Makes you feel unwelcome and that you bother her with your questions.
Stayed there for a year in 2012-2013. Application process was smooth, but horrible experience. 2 times my parked car was broken into (management recommended do not leave any valuables inside the car!!), a swimming pool people would be screaming out of until 11 am, a harassing neighbor(management mentioned he flirts with everyone including management staff but means no harm !!!!), deducted money from deposit for carpet replacement dispute a worn out carpet (> 3 years old)
THINK BEFORE YOU SIGN A LEASE!!!! Worst management the front office lady is really rude and barely listens to the issue. The appliances in this apartment are way back too old and consumes lot of power. If you want to still rent a unit in here then be prepared to pay minimum 180 $ for the electricity bill every month. The maintainence guy is really helpful but provided the above conditions he cannot help us much. Also I have to start taking D vitamin shots every now and then due to no nautral light and ventilation (this is the case for all the units).
Sadly, this place is not what the pictures (posted by owners/management) make it seem to be. Although I am thankful for the roof over my head, it doesn't change the fact that this old complex is in need of major repairs and remodeling!! Yes, they will patch! There are cracks (walls and floors) all over the complex, some are scarier than others. When I need to walk over cracked floors, I pray I don't go through them. If rent is a concern of yours, don't worry, management will take care of that. They will definitely raise it (at least-if not more) $100 a year- from what I've heard. Rent is NOT cheap here. But will you see improvements done to the building? Sadly, the answer is NO. I've lived here long enough to witness that. I'm sure this was a nice place when first built. It sucks that this complex being in a desirable part of Torrance is deteriorating. But, if you find it necessary to move here, do yourself a favor and purchase a toilet seat. Why?? Well, because most likely the one your apartment has, has been painted over to cover old stains. Gross!! I know!! You're welcome!
I am staying in this apartment from past 6 months with my husband and really disappointed with the management and services here. 1. Three times power outage with transformer blasting and leaving us with no option except with hours of wait and sufferings. 2. Two times with notice water shut down and today to our surprise no water supply out of the blue without informing the residents. 3. The elevator is out of service maximum service and also has a certificate of inspection that is already expired in 2014. 4. Due to heavy rains this year there was no alternative made to cover up the mail box area. All important documents got drenched and spoiled because there is no shed over the mail box area. 5. The laundry facility is rarely stocked up with the paper napkins for cleaning purposes. Even upon constant reminders management fail to do so. 6. Not just this, someone tried to break into our car parked in the dedicated parking lot of Garnet Victoria Apartment but as per management due to poor light conditions or not functioning CCTV camera there is no recording of that incident. Thankfully a responsible resident noticed the whole activity and left a note at our car. These issues were discussed with the management too but we were given all possible lame excuses. After all these issues, I am sure all residents must be wondering for what are we paying huge amount of rent. Is it really worth staying here? We would not recommend anyone to move to this property and would ourselves like to move out of here as soon as we get a good and better place.
This a perfect apartment complex for someone who wants to stay in and around Torrance. I have been satying here for past 7 months and my experience has been wonderful. The aparmemnt has got access from both Emerald and Garnet and is very close to Civic Center Library and Art Theatre. Aparment is equipped with well maintained, pool, cadio gym, jacuzzi, barebque, community room along with highly helpful staff. The residents have a good cultural mix from different parts of the world and are very friendly. It just feels AWESOME!! Schools, shopping malls, eat outs, hospitals, community centers, kids activity centers (just think of a place and are all stone's thow distance away) - one can just walk down to a place. "Just come and stay to experience it"
Snuggled in a family friendly area. A clean and well laid out apartment complex with all the extras you could need. Quite and clean. Good schools and a great park down the street. Close to stores and highways but tucked away in a quite street and safe neighborhood. Don't pass up this great place to call home.
