Property Ratings at Harbor Cove
Apartment looks nice on the outside but you will face a lot of issues. Lived here for quite some time and I know the inside and outside of the apartment as well as the leasing staff from the past and present They basically try to charge you for anything and everything on move out. Don't get into trap that the rents are low. They are low only for unites on second and third floor. They are all carpeted and filthy. Images on website are from few upgraded apartments on ground floor. I will never recommend this apartment to anyone to rent. If you care for yourself, and your mental health, stay away. - No security at all. The doors of buildings are always open. The lock is broken or the door is stuck. Folks asking for donations will come upstairs too. Leasing staff will put the blame on residents who try to keep them open and In the end they will not help. - The apartment is not cleaned properly. I have changed two units in 5 years. They only use cleaning products to hide the stains and you will start to see them appear within a few days of starting to use them. They will charge you the amount needed to fix these problems during the move out. Attached are the photos of the second apartment handed to me. Cabinet paper peeling off. Broken light switches, shabby tub with stains. Last picture shows the bill they charged when I moved out after 2.5 years. - Tub Glazing is another way of making money for them. Charged $395 for the same. Look at the original condition of the apartment handed over to me.. Keep in mind if you move out Be prepared to bear these burdens. - Abusive utility bills.. For someone in 1B*1B apartment, the bill will be around 200 USD or more.. I was out of the country for almost two months but the bill was never less than the existing amount. The leasing agent will say divide it by the number of units in the building and blame a third party. In the end, they will be of no use!! - Had my car break in. Leasing staff did not even check in with me. On informing and asking if they have any information or can help. Answer was no. - Yes, the lease increases are disproportionate with market prices every year. They claim that they do not increase as much as the apartments in the near vicinity. But please keep in mind. You need to bear these increased utilities every month that covers their balance. Also on moving out they try to get as much money as they can to cover up.

I want to thank you for being a long-term resident with us and appreciate and value everyone here. i have been working here for past 7 year and i can say that we treat everyone fairly and equally. Upon move in we do a move in inspection, this is to give our resident a chance to tour the unit 100% and make sure there is no damages, upon completing your we had placed a work order and fixed all issues that you had mentioned and shared photos of. We do the move out inspection upon and compare both inspection, anything that is beyond wear and tear is at resident cost. The final disposition given to you was explained for the cost of cleaning, utility and tub reglazed. Photos and inspections were shown to you as proofs. The vendor we have been using for over 5 year who is a certified vendor to use and the invoice that we provided had the phone number that you can contact, I'm happy to share their email as well. regarding the renovation than majority of the units are renovated, the unit you had is a renovated with carpet which is the fewer style which usually runs cheaper then renovation. price is based on market and is different for every property just like you shop at store you won't find same value and price, i can say yes, we are very accommodating to our residents as far as increase and see that you stayed here for 5 years. I have been in contact with management regarding the ant infestation in my apartment for over two months. Not talking about a few ants, there are thousands. I have woken up in the middle of the night covered in ants. Had to throw out my new mattress and switch bedrooms. Tossed all dry food because I cant keep anything in the apartment. Found ants crawling all over my dog and biting him to the point he developed a rash and needed meds. I found them crawling on me AT WORK because they are in everything. Took off from work twice only for the exterminator to never show up. I did end up getting one treatment, which did nothing. Offered to hire a private exterminator and deduct it from my rent, was told that is not permitted. Let me be clear that my apartment is extremely clean. They are in the foundation of the building, I can see them coming in and out from small holes. At this point, I have suffered thousands of dollars in damages. The response from management is that “everyone in the area has this problem”. I don’t think everyone in foster city is waking up covered in ants. Management is negligent and unprofessional. zero concern or compassion. Aside from the ants, the pool is not heated and too cold to ever go in. I can hear everything from the apartments next to and above me because they used cheap materials. The hallways/stairways are dirty and smell like food.You are only able to get one parking spot and street parking is difficult to find. I recently got an email that people are knocking on doors asking for money. Cant say I recommend this place to anyone.

1) trash is always overflowing in parking lots. Rats ate my wiring and they did nothing. Refused to increase trash pickup or move my parking space. 2) are you looking for loud drunk people at your pool community pool? Look no further. 3) the downstairs hall was flooded with toilet water multiple times. 4) the apartment staff is nasty. They don’t answer the phone and the voicemail box is always full. 5) the hallways are scuffed and dirty. 6) all this and they raise your rent $100 each year. 7) the doors were constantly broken and refused to latch. The call box was broken and you could never buzz anyone in. 8) apartments are only allocated 1 parking space 9) thin walls 10) tiny kitchens with cabinets that are so shallow I had to keep a serving bowl in the oven. NOT WORTH IT. STAY AWAY.

Wall are so thin! I can hear footsteps from apartment above all day long. Got woken up at night plenty of times due to noise from apartment above. Hallways always have a bad odor. Management is not very helpful either. I agree with other reviewer, stay away!!

Stay away. Noise is a problem. Staff are too rude, they tell you they will help, but they do nothing. Bugs are problem. They renovated the some apts inside, but the whole building is so old, smells bad and so tacky - cheap. The worst experience ever.

Location is the only plus point. That is why you prefer this place over any other place in Foster City. Management is moody and always like to increase prices for everything. Hot water, trash , sewer -> everything goes up on a daily basis. Think well before moving here.
I do agree with the below review comments and have faced same situation. I would suggest to go for any other cove in Foster city but not HARVOR COVE! Else you have to suffer.
Reception representative attitude is not upto the mark specially Thomas. Poor maintenance service,you have to call 2/3 times to avail the service. Lifts are old designed,you can stuck any time, even inspected dates are experied. Swiming pool is not cleaned frequently. They will encourage for referral but once you refer someone and to get that referral amount you have to follow up so many times. The only reason to stay here is because of near to Visa office else NOT RECOMMENDED!!!!
Here are the reasons why you should avoid Harvor Cove - 1. Room rents are high without any good facilities/reason.All Rooms are old fashioned. There is no Rent control, they can ask any amount whatever they want. 2. Whole year they are doing Plumbing works So always there is noise,dust everywhere. Apartment inside roads are closed. Suddenly they stop water without any prior information So you will be messed up. In few occassions they inform that no water in between this time to that time But there will be always delay of 2/3 hours So you have to suffer. 3. Room maintenance service is poor. 4. Behavior of office representative is very bad.
Very roomy, with a beautiful water view. Close to freeways and shoppings, yet very quite.
Harbor Cove is a nice, quiet community which can be a great fit for families. It's on the water which is nice and has laundry and a pool. No good public transportation so a car is a must. It's not a happening place for young professionals, but can be a good fit for established families that drive to work. Very safe and close to a nice park.
Harbor Cove Apartments has been my home for ~ 3 weeks at this point, and I can say that this place is a joy. I feel at home, with a diverse set of neighbors, lots of kids running around, and a very "simple" vibe. The place isn't perfect.. The wait to get something fixed can be a bother, there isn't a hot tub, A/C, nor in-unit Washer Dryer. However, there is something comfortable about living here. Seeing kids outside actually playing Cricket, or smelling variations of food, or hearing lots of diverse languages all culminates in a great environment that feels safe, and welcoming. If you're not too persnickety, then this is the place for you.
This apartment has pros and cons. Pros: Great Location, Great City, Great View, Swimming Pool, 24 hour Gym Cons: Expensive, Noise from floor to floor as well as wall to wall, if you have more than 1 vehicle, the second vehicle needs to be street parked and there aren't that many parking space. Old building so there is a weird smell like rotten mud or soil. Also bugs.
