Extending north from the Navy Yard between Capitol Street and Pennsylvania Avenue, Capitol Riverfront is one of DC's fastest-growing neighborhoods. Property Ratings at Harlow Navy Yard
Been living here for 9 months and been requesting management to have more urgency behind several security concerns (several severe domestic violence incidents in shared spaces inside the complex, and the most recent one occurring on 03/31/2024 ending in a HOMICIDE), but all to no avail with responses such as "security is not a guarantee". No 24/7 concierge and the most recent implementation of overnight security is a single person who shares responsibilities with another building located 3 blocks away (additionally I have never seen security once). The maintenance team and the location of this complex are the only pros here, the rest is a giant liability to your safety. Please avoid this place at all cost!
It’s ok to live here if you like the police at your front door at least 4 times a month, hostile neighbors, non-responsive management, ZERO security and questionable characters SLEEPING in the common areas at all hours of the night (no hyperbole). Otherwise, RUN and don’t look back.
Do not move here! Nonexistent security, unresponsive management, neighbors who blast music all night and smoke in the hallways and their units. Multiple security threats including a shooting directly outside the front door - with no promise of additional security from the building. Rocks thrown through the front door presumably by a dangerous resident. Would not recommend to anyone - absolutely not a safe building to live in, for anyone.
Stay Away! Haven’t had heat in my unit in two weeks and they don’t seem to care besides providing a small desk space heater. Had someone walk into my apartment today without prior notice or authorization, even though the lease states that you are to be given 24 hour notice before anyone walks into your apartment. Heat is still not fixed, the only way the apartment heats is through auxiliary heat even if it’s 50 degrees outside. Last months bill was $130 for a one bedroom, roughly twice as much as I paid for a two bedroom house. Called maintenance to get an air filter and water filter replaced which didn’t actually get replaced the first time. Only noticed when the second maintenance person came in and found a filthy air filter not even a full month later. Can’t get a break down of monthly fees even after talking to management. The concierge is no longer 24 hours so packages sometimes sit in the vestibule for anyone off the street to grab. Walked into the lobby one morning to find a man sleeping in there. The people in the leasing office aren’t always there during their websites posted hours. It’s hit or miss if they can actually help you anyway. The walls are paper thin, I can constantly hear the neighbor across the hall. The trash chute regularly gets backed up so trash is often left on the floor of the trash room (even when not backed up). I’ve been told the recycling chute works but nothing ever happens so I’m very skeptical. Save yourself the headache and don’t move here!
The apartments and area are incredible. That's about all positive I can say about my experience here. Before the managing company was acquired they had a 24/7 person at the desk. Now you're lucky if you see anyone there at any point of the day. Communication with anyone in the leasing office is a coinflip whether they'll respond or not. A lot of emphasis seems to be placed on calling the office directly instead of getting someone to respond to an email, but if you work nights then you are out of luck. Staff seems to change every few months and makes you wonder why that is.
Management is awful. The garage door was broken for 7 months with no updates to residents. A thief broke into multiple cars on multiple occasions and the management didn’t even inform its residents. Biggest mistake in dc was moving here!

The property has been without a Manager for several months. The leasing office employees they do have split their time between their sister property up the street (Bixby) and Harlow and are very hard to get a hold of. Emails are not timely responded to, if at all. The front desk concierges are very nice and try to be helpful but they aren’t able to perform management of the property and often times take the brunt of tenant’s frustration that should be directed at the lack of management from the leasing office. The leasing office is also cutting costs and reducing the concierge’s hours from 24/7 and replacing them with a “mobile doorman” application that doesn’t perform the same functions. This property is going downhill fast. If you are going to take a tour, do yourself a favor and ask any Tenants you see if they like living here. The location is unbeatable if you are okay with not having anyone manage the building.

Issues: - Residents and some staff don't wear masks - Garage door has been broken even though there are security issues happening in the neighborhood - Parties on the rooftop during the pandemic that are allowed to continue - Windows don't open past a few inches - Recyclables have to be taken to the garage (and the bin is often overflowing) - Garage sometimes runs out of parking spaces (probably because people are parking there who don't belong since the door is broken) - Cops at the building a lot Pros: - Pest free - Nice layout - Affordable - Tall ceilings - Great storage space - Maintenence fixed a small issue very quickly

Apartments themselves are mediocre. Clean, pest free, but you are guaranteed to hear your neighbors, which us less than ideal for what you pay. Real problem is the communal areas; trash in garage/halls, slow elevators, people not wearing masks, dog pee in stairwells. Maintenance is okay. They fix what they can do easily, but large problems, verdict is still out. The garage door has been broken since Nov. Real problem, management doesn't care so residents don't care either and they treat the place accordingly.
