Valley Mills is a large neighborhood located about 12 miles southwest of Downtown Indianapolis. The neighborhood is six miles south of Indianapolis International Airport, which frequent travelers will appreciate. Property Ratings at Horizons Apartments
The property is Rundown. The front office people. They don't know what they're doing the maintenance people. They don't know what they're doing. For example, we weren't getting cold air upstairs. They came and duct tape our furnace.
We have lived here for going on 4 years and our rent has been increased multiple times to "keep with market value." These apartments are narrow and cramped with no storage unless you get one of the bigger units. Our apartment was due for an upgrade when we moved in and nothing has been fixed since. The price we pay is for an upgraded unit but that is not the case. The maintenance men are useless. They are only good at blocking traffic by parking in the middle of the road and driving around the lawns and creating ruts. The office gets made if anything is put in the lawn but somehow this is allowable. Their are notices of when the maintenance men should be in the apartment for a yearly inspection and a range of dates are given. We are also told to remove our pets during this time. Never once have the maintenance men shown up during the stated time and last year they broke the door to the closet and didn't even fix it. It had fallen back and hit the wall across from it. The only reason we know that they have shown up is that they move things and make a mess. Other than that they never leave a note saying they have "completed" their job. The office staff was great when we first moved in but it has changed since then and the staff running it now is only concerned with making money. They charge for everything and raise the rent constantly. They set up competitions for people to make the outside of the apartments pretty when in reality they are the ones who should be taking care of the grounds. They went with a cheaper mowing crew who do substandard work. There are dog restrictions but they are not upheld so any and all breeds are around who's owners don't use leashes so walking around our little dog is a bit scary at times. The apartment complex has now been taken over by the kids because no adult controls them. They play and walk in the middle of the roads constantly and the people who get in trouble are the drivers. The pool is always closed during holidays or when we would want to use it so the pool is pointless. This place has gone downhill fast and there are no more redeeming features. Cheap and restrictive more so than it's worth.
I lived at Horizon Apartments from 2002 threw part of 2004. I was drawn to it because, of how quite the community seemed. plus, with the park, trail, and tolerance for pets was a big deal to me. life took many different places. fall of 2013 I purchased my first home. when I realized my backyard shared a fence line with Horizon. I thought things had come full circle. Many changes threw the years. But, Horizon isn't just aparment complex. They are homes and part of a community. A gentleman from the Horizon community caught someone in the act of a crime. followed him to my back yard. called police. then told me that there was a suspect in my yard maybe my home. He and The maintenance staff did not stop searching till the suspect was found. They wasn't just worried about the safety for the apartments. But, every single hard working person in the community. They did everything they could to see justice being served. If you are looking for a HOME and being a home owner just isn't a right fit. then there is no better place to call home. Home is a community of loving people who look out for each other. Who Call the police when they witness a crime. who become angry and hurt when they see a neighbor being victimized. Together we are strong! Thank you staff and residents for being good neighbors!
I have lived in my 2 bedroom townhome for 4 years. In the past year the staff has worked very hard to improve the community! The ladies in the office are always nice and welcoming anytime i come in or call! The new maintenance crew is amazing! I know it has not always been the best but I have to say this past year has been the best! Thank you Horizons Staff I will not be moving anytime soon!
There isn't a lot of square footage they could be bigger and no matter how many bedrooms you have there is only one bathroom. No washer and dryer hook up unless you rent a three bedroom or a four. A lot of stray animals and they carry fleas. They are working on getting rid of the stray animals. There are no screens on the back windows and some of them wont close. They are working on fixing them up, they are older apartments-townhomes.
The complex is in a decent area, but the staff here are awful. At least the maintenance men seem competent, but they struggle under disorganized and disinterested office staff: sometimes your leaky sink gets fixed right away and sometimes it takes them weeks to come and take care of your problem. The office staff are rude and again, disinterested, taking days to return phone calls if they bother at all and never even attempting to be friendly. There's only one girl there who's ever even smiled at me. They also have very little in the way of sense of propriety. They recently had some staffing issues in maintenance, and the staff told us all about it--and we heard them talking about in at length to another tenant, as well. The laundry facilities just got an update, and they're still pretty pathetic. One row of about 8 washers and 10 dryers, and if more than one person is trying to do laundry, at least one of them are trapped. You won't get to see this before you rent the apartment. The pool (for the short time it's open in the summer) appears to be policed by a tenant who has been given tags she can just hand out to let people in and a list. She and her friends are always there with their whole gaggle of children. On the upside, our neighbors have been very friendly.
