Property Ratings at Carastone
Roaches ? Broken Pool ? Management Company that Doesn’t Care About Fixing these Problems ??? If desire these atrocious conditions Horizon Steele Creek is the place for you!!! Take the advice of the many many reviews below and do your family and yourself a favor and live elsewhere. My partner and I are trapped here until our lease is us. We live in an inhabitant apartment due to roaches. In addition, it’s almost the middle of summer and we would love to relax in the pool we pay for, but due to their incompetence, we cannot. Not to mention the lack communication from Horizon and their managing company The Carroll Companies. Please keep healthy and don’t subject yourself to the torture of living here. My partner and I have thrown away $100’s in food and spent hours cleaning this apartment of roaches. They finally got an exterminator out here which did not fix the issue. No accountability, no communication, and no assistance from leadership.

To start off, the application process was long and tedious which took about one month to finish. Our application was pushed between three different people who never communicated with each other so we had to email the SAME documents over and over again. In the middle of our application process, management was changed and we basically started from scratch. After we finally got approved and moved in, everything was jolly until it wasn’t. For majority of the time, the gate was ALWAYS broken. Even after the shooting, the gate was fixed for less than two weeks and then broken again. So much for a gated community. Because of this I never felt safe walking my dog even in the middle of the day. So if safety is a concern for you, look somewhere else. We could barely enjoy any of the amenities offered. Gym was closed when the office was closed (around 6pm) and so was the pool. This made no sense because a lot of people came home from work after 6pm. They changed that policy towards the end of our lease but I’m not sure if they kept it. They never had the doggy station trash bags stocked so there was poop everywhere. We paid for valet trash but there were multiple days where they didn’t take the trash. I also put in a maintenance request to change our microwave and light bulbs but they switched over our portal system so they had no record of me ever putting in the request. The bulbs and microwave basically didn’t get fixed until one week before our move out which was four months after our initial request. And management was absolute garbage. I would call the office during office hours MULTIPLE times and no one would ever pick up but if I pulled up in person, they would casually be sitting at their desks. Even after we moved out to call about our security deposit, they never answered the phone. Emails were never answered, calls were never returned. So good luck trying to reach them. If I tried to go to the manager about an issue, she would give me an attitude and would cut me off before I could finish explaining my situation. She does not have welcoming behavior. It made the living situation worse when your management team does not care about you. Please save your time, it’s not worth it being here.

We want to assure you that we care very deeply about the residents we serve and regret if there were any disconnects regarding maintenance requests. Please contact us at info@recarrollmanagement.com so we may discuss your experience further and address any pending concerns you may have. Thank you.
I would never rent from this apartment complex. I understand the requirement to ask for income verification, but they ask for 3 months of unedited bank statements prior to a lease agreement. There is absolutely no reason that an apartment complex should ever need your private banking information in order to rent to you. They have no right to know what money goes in and out of my bank. They are already running a background check and credit check on me. Absolutely HORRIBLE business practice

DONT RENT HERE!!!!!!!! This property is poorly ran. The office staff changes like the days of the week - like time ticks. The property Mean-agerTangy is petty and unprofessional. While out of town, mY home security camera caught someone entering my apartment, with a key. I am trying to get out of the lease right NOW. I don’t feel safe as I should in my on apartment . The property gates are always open, and vehicles are left unsecured. There are constant vehicle break-ins. Security guards have been promised for the last two years I have been here, and I have yet to see anyone patrol. I feel held hostage with my lease and the decaying ambiance of what I knew when I first moved in.father lesson about this review is DO NOT RENT HERE.

We take your report seriously, and we would like to speak with you to gather more information and determine our best course of action. In order to assist with our investigation, please contact us at your earliest convenience at info@recarrollmanagement.com. We look forward to restoring your peace of mind.
Disgusting community apartment! People allow their dogs to poop everywhere & don’t pick it up, the dumpsters are disgusting. You will be able to hear your neighbors sing through the paper thin walls all through the night. The management is a disaster, every single time you walk in- they are NEW.. that should speak for itself on how chaotic this place is “managed” & how no “manager” can resolve the issues because they weren’t here prior. We have emailed and called the higher management countless times to resolve issues & we receive no help from the manager- Rachel, what so ever. If that doesn’t show you how unprofessional this place is, not sure what will. We should be reimbursed for the issues we constantly face & the lack of help received. The fact that we pay for valet trash/ the amendments is a JOKE. Everything is inop, ( the gym equipment), the pools are closed and have been for a long time. If you have any maintenance issues good luck with that! Bob the builder could do better What is it that we are paying for again? The apartment LOOKS pretty, but is made out of the dollar store appliances it seems. Everything breaks easily/ is cheaply assembled. I truly feel bad for the people just moving into this terrible apartment & the management should feel ashamed for allowing such a beautiful property to go to waste and not accommodating their tenants.

Let me start off by saying the apartments are nice for luxury apartments. After Matthew left the management team has gone downhill. Spent 30 minutes trying to get in touch with someone at the office that I never got to talk to anyone. The amenities are a lie, from the treadmills always being down, to us having to buy our own propane tank to use the gas grill, the pool being dirty and used by other people who do don’t live in apartment complex, the parking lots are so small that your cars will get scratched and hit, the movie theater is always down due to technical issues, they finished the car wash recently but it was a broken water hose not even a pressure washer, the pet friendly spa is so loud it scares the pets, the sauna was just finished also and has been down already. The apartment quality like the brass nickel finish is so cheap that the handles fall off at least once a month, the crown molding and floor molding is was down by novice, the fridge has a problem with leaks, the walls are paper thin so be ready to hear everything around when you sleep, the gated community is never gated they are always open, and my biggest complaint was the maintenance team came in our apartment without a notice or even a knock on the door while my wife was half-naked and left the apartment in a rush saying sorry. We tried to complain about it to the office but no further actions were taken. We still haven’t received our $150 deposit even though we left the apartment exactly the way we received it.

We are disheartened to read your feedback which doesn't reflect our typical quality. Thank you for outlining the areas of our community that may need enhancing, and we regret that your experience didn't live up to your expectations. Horizons at Steele Creek a Carroll Management Company area appears to be a great place for a single female and her son to move into. The community is gated, the school district is great, the amenities are nice, and the apartments themselves are new. Although they are a bit pricy, I decided to move there when I transitioned to Charlotte, NC. I lived here for almost a year before the trouble started. There must have been a shift in management because only 1 of the 10-15 staff members at the leasing office still remain from when I signed my lease. During this transition I have been a victim of my valet trash service not working (I pay $25 extra a month for this service), emergency maintenance not coming to let me in my apartment when I was locked out (my son and I were homeless for a night s/o to my friends for allowing us to seek refuge), coming home to a crime scene on July 4th, my 12 year old niece and her friends being harassed at the pool by the staff, the grill at the pool being out of service for an extended period of time, not having access to the amenities (fenced in patio & movie theatre) because of the July 4th incident, being harassed for an ID when I pick up MY package with MY name on it because a STAFF member gave 2 packages to the wrong resident (which was a newly implemented rule that STILL hasn’t been communicated in writing),and finally NOT being notified of my responsibilities as a leasee when my month to month lease expired. I am being financially obligated to an extra 6 days on my lease because I wasn’t notified of the apartments “written notice” rule. The were quick to drop a 1 year release renewal on my door step (which I advised months ago that I was not interested in) but failed to provide one of the beautiful “written notice” forms in that lease package that I was trying to be tricked into signing. I still have not been given a month to month lease to sign! They have all my money for September though. Overall my initial experience was pleasant but recently this place has been a nightmare. If you are looking for places to live in Charlotte, NC beware and steer clear of Horizons at Steele Creek. Don’t let the fancy amenities fool you. The manager of the leasing office is not helpful at all and she will try to talk to you as if you have a 3rd grade education. Little did she know she was barking up the wrong tree. I hope to splatter this review of my experience where ever I can to WARN people of this place. Ashley Arrington
These apartments looks good on the outside and inside. However,, the walls are extremely thin. You can hear the neighbors below and above you. These apartments are not worth the money!! The pet policy is crazy!!!, they allow anyone with any type of dogs. Some people have 2 pitbulls in there apartment, one person even has a Master Pitbull. The leasing office does not even check what kind of dogs people have. They stated at move in that these dogs were not allowed. I checked with the leasing office and they state, there is nothing they can do. There is no dog park area. The dogs are using the the bathroom all over the grass area, where there. The leasing office also, changed the policy with the gym area and also, the TV area to sit and relax. In order to get to the gym area you have to walk through a building to get to the gym. If you go at night, it is very dark and unsafe. Don't waste your time and don't be fooled because its a new complex!

Many of the advertised amenities are not available and it's unknown when they will be available. 1st: we were told the pool was open (even a Facebook post with a picture saying "pool time"), but it turns out residents can't use the pool because it has not passed health department inspection. 2nd: we were shown a dog grooming station and told it was about to open (even a FB post showing the grooming room) and we were told it was now open. After we moved in, I went to see it. The locks did not work on the door (not secure), and the water never got warm. When I asked, I was told that there were problems and there is no date known when it would be useable. 3rd: listed as being gated, but it has not been closed since we moved in early April. We were under the impression that the complex was fenced like their other properties. It is not and there does not seem to be any plans to. Next, there is all sorts of literature online and in the lease regarding dog restrictions and policies (cleaning up waste and keeping dogs leashed when not in the dog park (which is also not existing as of May) and weight and breed restrictions). We must be the ONLY dog owners who clean up after our dogs. Twice, there has been dog poo on the sidewalks and the grassy area are becoming more and more littered with crap. We can barely walk in the grassy areas to clean up our dogs' mess without stepping in dog poo. These are not cheap apartments so we expected something better. We have seen cars parked that have no license plates as well as a an undriveable, trashed old car with smashed out windows. The comp!ex made them park it along the back side of the building so that potential renters can't see it. They lure you in by telling you about all the amenities and wow you with new finishes, but don't be fooled, it is the cheapest. The air conditioning units are so loud we can hear them through the exterior wall. The dishwasher is louder than one my parents had 30 yrs ago. Our neighbors fight and we can hear them clearly, making our dogs nervous and we have not had a full night sleep since we moved in. Complaints brought to the office are not taken seriously and we do no get callbacks as promised. This is just a partial list of complaints and promises unfulfilled. Stay away and learn from our mistake!
