Property Ratings at Jefferson at Westtown
At first glance - looks like a great place. Red Flag #1 - We scheduled a tour online and received multiple confirmations and reminders about it. On the day of the tour they completely ghosted us. Red flag #2- they charge a $500 non-refundable fee just to apply and whether or not you decide to live there, your application gets accepted, rejected, etc., you do not get it back. Red Flag #3- Despite being ghosted and the fee, we put an application in anyway. We did not hear anything from them for four days. I called and they told us we needed to submit materials we had already submitted in the application. We attempted to attach this information in a response email and kept getting an automated response saying delivery failed. Red Flag #4 - I tried to call to amend this and kept getting placed on hold time and time again. At this point, we decided to cancel our application. Red Flag #5 - We let them know we were no longer interested and shortly after getting off the phone with them, they sent an email saying we had been rejected from the apartment, even though we had actually cancelled the application ourselves. I dove deeper into reviews online and feel SO RELIEVED we did not go through with our application. Dodged a HUGE bullet!!
All I have been trying to do is inquire about an apartment. I currently live out of state and I have called multiple times and was told “someone will get back to me” I’m done trying to give them MY business. How hard is it to help someone out?
Moved into Jefferson two years ago and just signed another renewal. I was hesitant at first based off the old management but now seeing familiar faces on a daily basis and knowing that Liz and Ron have the office under control and Earl and Dave are rock stars of maintenance. Looking forward to another year of good living and peace of mind knowing they will do the best job.
It’s a shame the staff is such a problem to deal with because the apartments are beautiful. They nickel and dime you for everything they can. There were MULTIPLE occasions where I had sent in the rent and they “never received the check” translation they lost it and then had the audacity to charge me a late fee.
I was in search of professional living environment in West Chester to compliment my commute to North Wilmington. I read a handful of horrendous reviews from years past dealing with old management here and almost turned my nose up at it, I'm elated that I did not. After meeting with Marissa and Liz I could not have been happier with the experience of moving in and getting the first month squared away. I had very small issues with mechanical things in the apt and commented on a door lock for the balcony while on my tour. Marissa had the issue squared away BY THE TIME I ever moved in, brilliant. We had a relatively severe snowstorm the 2nd week I lived here, boom, premises was plowed in a timely manner the next day. I had to have my bathroom looked at, my washing machine, as well as my mailbox key. Just to fix a few little things here and there. I put in a work order and BOOM, all my problems were solved in less than two business days. Perfect, everything works perfectly. I will say that sometimes early in the morning I can hear the pipes in my wall making some noise, its mostly a dull roar. Eh, ill get over it. Since everything is in perfect working order. The gym facility is clean and quality enough. The premises is always clean. I'm excited to see the pool area in full bloom soon, I sure it will compliment the high quality clubhouse. Jefferson at Westtown may have struggled with previous management in the past, however this is no longer the case, nor is that new managements issue. This new management has stepped up to the plate and makes it easy for me to digest what I pay for while delivering a high quality living space. This was also the only place that allowed a 7 month lease for my co-worker and I. Everywhere else we visited in the area made me feel like I was getting swindled while buying a used car. This place has class, quality employees, and adequate facilities to price. I'm sure it will stay this way while Marissa and Liz are here.
Numerous unresolved issues, i.g. poor to non-existent communication between office and tenants, lost leases, changes in policies without informing residents, blatant lack of appropriate actions in response to legitimate issues, lease violations rampant, passing the buck and other unprofessional management behavior. Frustration levels through the roof for majority of us caused by broken promises, yet rental office staff feel sorry for one another. Just this morning as I again tried to get appropriate resolution to ongoing (7 weeks and counting) issue with inconsistent trash service, the rental mgr. repeatedly ignored what I was saying, interrupted and talked over me, then hung up on me without giving me contact info for the guy with the beat up pickup truck who swings by and picks up trash, with no rhyme or reason as to whose. "I've done all I can." was her response. We're still being charged monthly, no reimbursements for lack of service although she promised we'd have them last month! Other ongoing issues with water leakage and resulting damages, lease violations, mind boggling lack of accountability. The only thing JRK's done right since taking over two years ago was to finally fire the incompetent maintenance people they hired. The Bizarro World of luxury living for residents, although JRK did spend thousands to put the staff into a completely renovated office with a floor to ceiling wall of wine (really?) while the apartments themselves rot. What, let them eat cake? JRK - just say 'nay nay'!!!
Wow. If I had to sum up my experience at Jefferson at Westtown in one word it would be "hellish." We actually mentioned the negative online reviews to Christie, the young lady who works in the office, and she brushed it off. She said only angry, dissatisfied customers leave those reviews! Look...nearly every tenant is angry and dissatisfied. And if they're not, they're not paying attention to their immediate surroundings and are clearly just as incompetent as the office management here. I'm actually not sure what the office workers do all day besides ride their golfcarts around the community and ignore complaints. My guess is that any positive reviews you will read online are written by the actual office workers themselves. I haven't met one satisfied tenant. Here are the main concerns among me and my fellow (regretful) tenants: 1.) Dirty, dusty, moldy apartments that were not actually cleaned after the previous tenant. Broken lightbulb sockets, broken electrical outlets...without covers! I'm talking bare electrical sockets with wires. Safe for children and pets. (: Broken bathroom towel racks, broken toilets (ceramic was cracked and sharp), water leakage onto the carpet, terrible paint job. 2.) Broken appliances/AC that are a true hassle to get fixed, even in 90 degree heat. Most of the time, complaints go completely unnoticed. Even if your refrigerator is leaking inside itself and soaking all of your food. Doesn't matter! 3.) Hidden/imaginary fees. They pull them out of thin air and spring them on you. For example: leaving a pizza box next to your trash can? FEE! You must take all extra trash down to the dumpster if it is bigger than a smaller-than-average-sized trash bag. So, essentially, you might as well just take all your trash down while you're at it. What's the point in charging for trash valet if I have a pile of "extra" trash building up inside that I must personally go dispose of? 4.) Parking...you're on your own. If you aren't home every day by 8 PM then good luck finding a parking spot! 5.) Rude, irresponsible, unqualified office workers. Enough said. You know who you are! It feels like this entire experience has been a practical joke. Keep in mind, I could not see an actual unit until hours before I moved in. Up until then, I was looking at the model which is of course in pristine condition and not at all indicative of the actual conditions you'll be living in. Next!

Thank you for your rating and taking the time to leave us a review. We strive to ensure that our guests and residents receive exceptional customer service and we value your feedback. I want to take this opportunity to extend my sincere apology for your experience. I understand your frustration and would like to speak with you directly to discuss this in more detail. Please contact me at your earliest convenience and I look forward to hearing from you soon.
I strongly recommend you avoid this property if you are not super patient. 1- I have received the apartment super dirty and return it clean and paid over $200 for cleaning. 2- My car was towed on the first day. 3- I did not receive support for apartment issues. For example, my security alarm wakes me up at midnight and it has never fixed. They asked for the key to fix it! 4- Every six mount you will see fresh employes that are not familiar with the property. You can ask people that how long they are working there to realize that. 5- You will never hear sorry but will hear rude words. 6- I made all of the payments and extra payment on time but received notification from a collection agency. 7- Gym was closed for four-five months during the winter. 8- Snow removal was poor and my car has stoked. There are much more like heating, cooling, hot water but I do not like to keep writing.

Management is the worse, and very rude. Tiffany is no help for anything, rude rude rude! Maintenance changes every other month, and have no clue ! Stay away from renting here!
When we moved in, our air conditioner didn't work and dishwasher wasn't installed, had to put in work orders for those. It's been 3MONTHS and our air conditioner still doesn't work. A few days later, I noticed there was a leak that was seeping through the wall. Put in an "emergency" work order.... Called every single day for a week for them to come and fix it. A maintenance man came ONE WEEK after the original work order and scolded us for not calling the emergency line.... After he fixed the leak he said someone would come later that day to clean up the water. No one came for 3 WEEKS and we were calling the maintenance line every single day complaining. Our apartment smelled extremely bad and the paint was peeling off the wall. When the maintenance man finally showed up he replaced the molding and left.... Then we had mushrooms growing out of our carpet so we put in another work order and they came in and just pulled the mushrooms out without replacing the carpet! DISGUSTING. They finally came and put in a small window unit in for our entire apartment and said "it's too hot outside and they're still ordering a part." It doesn't take 3 months to order an air conditioning part. We've had multiple extra charges to our rent for no reason, and wasn't notified until they were threatening to evict us: Horrible communication. My online portal has not worked since I moved in and have called multiple times for them to fix it but, of course, they have not. When we moved out, I gave them my forwarding address for the security deposit. After 30 days, (max allowed by law for list and remaining deposit) I called them to ask where the list was. They said they had mailed it on the 5th, the last day on our lease (a clear lie). They said they had mailed it about a month ago and we were now overdue. A day later, we got a call from their collection agency and we had accrued interest. Even though this was the first time I was hearing that we owed them anything. They had never sent me, nor my roommate, a bill. We now owe more than we did because they lied and said they mailed out the list when they had clearly forgotten. This isn’t the first time this has happened and I requested that they send all mail certified… another request ignored. Do not rent from here, you will lose so much money and be screwed over more times than you can imagine. DO NOT WASTE YOUR MONEY AT THIS COMPLEX!!!!

Thank you for your review. I am sorry to hear about all your concerns at your move in. I cannot speak to the length that it took to fix your air conditioner as I was not here during that time. I can tell you regarding your deposit that it was mailed out to the address provided at move out. We only send out one letter to one roommate so could it be possible that your roommates received it and never told you - unfortunately we do see this happen quite a bit. We do take the 30 day time frame very seriously and know how important it is to receive your money back in a timely manner. I am sorry you had such a bad experience here and I wish you nothing but the best in your new home. - Tiffany
This place has terrible management. They consistently tell you that you have to pay for things that are not in the lease contract. You have to pay extra for a valet trash service and the hall ways are always filthy. Even worse, their management is terrible. They lose checks and payments frequently and are very poor at explaining different situations. They will not send you anything via email and it's all on paper that's stuck in the crack on your door, so if your notice is lost, oh well! Their apartments are overpriced for what they are and the apartment that I specifically had, had water damage and mold. They painted over it so you couldn't tell when you first moved in. Filthy place. There is no parking anywhere between 9:30pm and 7am. Their renovation took place the entire winter that I lived there and I didn't have access to the gym, that I paid an amenity fee for, because they were redoing their whole office. No reimbursement for the gym that I couldn't use, and paid for. Work orders took as long as 5 days to even get a response back. 10/10 would NOT recommend. Terrible place, terrible people.
They can never get their billing right and they will try to screw every way possible
Problems with Jefferson started one Day 1. In less than a year , our hot water heater broke , dryer broke and they brought us another broken one. In the winter sometimes we couldn't get our unit above 60 degrees. Their 2 month gym took 6 months and they couldn't even get the pool open in time either .
Property Manager at Jefferson at Westtown, Responded To This Review
As you can expect, sometimes there are delays when making renovations (due to weather, etc). Please know that the pool is now open and the fitness center actually opened ahead of schedule. We assure you maintenance needs are attended to promptly when informed. Thank you.
Beware of this place! Last year we got hit with a snowstorm which trapped most residents indoors for over a week and a half. Basically abandoned the residents so we had to shovel ourselves out of the apartment building, sidewalks and parking lot. The lower apartments have a flooding problem and on multiple occasions we saw infestation control vans parked out front 3 different buildings. Also, we paid for amenities such as the gym and office every month as part of our rent, however, these facilities were closed for 10 months. Each month there were issues with billing (i.e. charging past due on utilities, yet all bills were paid timely). The second year they tried to increase our rent by 20%, but after tons of correspondence we were able to get it down to a 10% hike. This is still super high for a year over year change - its not like my job started paying me an extra 10% every year. I strongly suggest you do your homework with other places - you're paying downtown Philadelphia prices for sub-average living. So many residents here complain about this place and its management. Just be sure to ask some of the people walking around how they feel about this place - you'll find out pretty quick. Also, I heard from another resident who just moved that if you try to move out they will charge you at LEAST $1000!! A $500 for carpet, $400 for painting, $100 for blinds - crazy!
Worst management i have ever seen. Water has leaked through the wall and was wet on the one side of the bedroom (master) and spoiled the carpet and the Mattress Al though we complained earlier, they did not attempt to clean or respond to us to bring back the room to normal condition for survival. The Property Supervisor (Tiffany) was rude at me, while I was complaining on the Wet Wall Issue & Water Leak . So myself and my friend walked into her office to give a written complain on Apr 19th. Again she was rude and came back with another person to look in to the apartment which was after 7 days after when I called to log a complaint. So I complained to Property Manager and left voice messages , none of them were responded. I was very much in tension situation to discharge my husband from the hospital who surpassed a massive heart attack. But She was very rude and said my husband cannot be in this room while the room is treated and suggested him to be in another bedroom. I was also worried, because he had a massive heart attack, along with lung infection, so I took my friends help to accommodate my husband in her house for 3 days. I need to mention a special note, This 10 days ( Apr 9th – Apr 19th) was very hard days for me . On Aug 9th I had a guest coming, so my husband started cleaning the bedroom (which was infected) , while cleaning he noticed this wall leak and felt the carpet was wet and tried to clean behind the bed and suddenly had a suffocation, by that time guests were arrived and he went to receive them. With in few minutes he felt dizziness and sweating and went to the rest room thinking low sugar and asked me to bring some sugary juice. I gave him the drink and he threw up. So I made him to rest for sometimes and with the help of our friend he was taken to Emergency Room to the near by Chester county hospital by around 6.00 pm due to some tightness in his chest and they found he had an massive heart attack. I was in a wilderness with my only kid who is 6 years old. Tiffany Mentioned below points. 1, if they have to change unit, Management cannot help in moving and they want us to pay for the move. 2, They checked with the corporate attorney on this case, if we are trying to litigate this issue, we have to vacate in 24 hrs. 3, if we agree to stay on another unit, we have to sign the settle agreement stating no future health claims cannot be claimed through this condition.
We put up our grandson and his mom the past year at JW and couldn't be happier about the experience. The living accommodations are first rate, and when little maintenance things come up they are quick to respond and provide a fix. One of the reasons we moved them over to JW is because it's a safe environment with security system. The previous apartment we had them in did not have a security system in fact there was a break-in while they were occupying the apartment! Keeping them safe is our number one priority so JW fit the bill. It's super convenient right off of 202 and close to West Chester downtown whether you're going to the University of West Chester or interested in the night life of a thriving college town. Recently the office staff changed over and we noticed an even more tenant friendly attitude. I give these guys 5 stars.
Horrible management. Rent does not include water and sewer fees or parking fees. You also have to pay ridiculous 65 dollar valet trash fee on top of rent fees! Hallways are filthy. No community events and rent increases yearly!
This is a terrible place to live! I've even worked at a leasing office before and have seen many other properties and NEVER have I experienced one this bad. The maintenance and staff are incompetent. Staff do not know answers to simple questions, for example, I once asked if there were protocols for signing for times for the gas grills they have throughout the property to which I got a reply of "WAIT we have grills?" from two workers. Maintenance workers have to come back at least three times to do the same job over again because they do not know what they're doing. On top of all that, there is no organization. Checks get misplaced, leases allay across couches and in book selves and no one on staff ever knows where anything is. Corporate nor management care about customer complaints either. I wish I had been warned before signing my lease about what a disaster it is. So here's your warning, don't be fooled by its outward appearance, do not live here it is a MESS!
I moved in last year moved form another state with two kids. It started off with great, efficient communications back & forth before I arrived, feeling very comfortable we were all on the same page! My apartment is 3rd floor w/ nice sunlight and views. I can honesty say I hear NO one ever, no noise, no riff-raff. The amenities - gym, clubhouse, business center & pool have been super helpful and used often. Once again, NEVER crowded or hectic at any time. Amanda the Prop. Mngr and her staff are super efficient, good response times to any issue /questions I may have. The grounds are always very clean, people really keep to themselves. The trash gets picked up outside your door!!! This complex has served itself very well as our home this past year, I recommend it to anyone.
It's a nice place, quiet, most of the residents are a little older, not all college kids. Lots of good areas to walk if you have pets, and the grounds are quite nice. The apartments are well maintained, and ours had recently had the kitchen renovated with granite counter tops. Location is very convenient to downtown West Chester with easy access to shopping and other areas On the downside, the front facing apartments can get a little hot in the summer and parking can be an issue later at night.
We live 1.5 miles out of downtown West Chester and could not be any happier. Keeps us far away from the constant busy town with a transit company taking us in and out of town (roundtrip) for $10. Perfect for entertaining and taking everyone in and out of town safely. The complex is solid across the board. Good pool, gym, parking, kitchens and a good maintenance staff.
We found this apartment out of the blue after exhaustive search and it's definitely worth our effort. It has got everything you are looking for with right sized rooms, enough storage spaces, amenities and pool. The community is kept well and clean in and out. If you have babies or kids or teens or college grads you have have all type of schools with high ratings that's reachable in less than 5 minutes in the historic West Chester town. It give you a perfect suburban life style with a modern touch and easy access to Wilmington, King Of Prussia and Philadelphia.
Located near the University so there are a fair amount of over-privileged college students. They are quite noisy. Parking is sometimes a problem, especially if you come home late and you don't pay extra for reserved parking. The facilities are lovely and the maintenance staff is great. Overall, i love my apartment but I wish my young neighbors were more considerate.
Living at Jefferson at Westtown has been a mostly positive experience. The apartments are spacious and the community is a friendly atmosphere. The grounds are well kept and maintenance is quick to respond to issues. Some downsides are the efficiency of the air/heat - I find one room is freezing and one is burning up. Also, the office staff is friendly but not particularly helpful if you need them. They are a bit hands off with problems and I often find the office opening a bit late or closing a bit early making it challenging for 9-5 people to stop by during office hours! Overall, I would recommend if you want a nicer apartment for the area.
Really nice apartments, love my attached garage, and my pup loves the dog park. The greenery around the community is beautiful.
