Property Ratings at Legacy Bay Townhomes
I wouldn't waste your time even applying. The hoops you have to jump through and the amount of rules and qualifications you have to pass to even have your rental application accepted are nearly impossible. By the slim chance you do get approved, you have the option of paying $300 to be put on a waitlist if you'd like. I was drawn to this property due to its nice apartments with lower rent prices, but what's the point if you don't meet their rent-to-income ratio qualifications or debt-to-income ratio qualifications? Even if you have a great credit score and haven't missed a payment on anything if you have any loans or don't make enough money, then you don't have a shot at this place so don't waste your time. What's the point of offering low rent if the people who need it can't even get approved to live there? The office staff was friendly when they picked up the phone but they can't do anything to help you with the strict qualifications that are in place. This may just come off as a bitter person who got denied, but I hope to save someone else the time and effort down the road in this frustrating market of apartment hunting. Good luck.
I have had three animals (two chipmunks and one mouse) in my apartment running around my kitchen living here. The maintenance group just leaves traps and tries to plug holes in the piping. You are right next to the woods so animals start to come out when it gets warm, but maintenance doesn’t answer animals running around your kitchen as emergency. While this is out of the management’s control, the things that are under management’s control have been run smoothly and well and they are very accommodating for pets. Just beware of animals running around your kitchen here.
This is by far the worst apartment complex I have stayed in -- despite "new management" (although this new team is also incompetent). The management is insensitive, incompetent, and have failed on more than one occasion to respond within a reasonable time to both emergency and non-emergency situations. Not to mention the amount of bugs and insects that after cleaning your apartment several days a week, have resurfaced. There were huge cob webs on my door and granted, this is the woods; however, it does not justify the amount of insects and bugs found present in my complex. I should have known this move was not going to be a good experience when a current tenant was yelling at management for a completely unrelated issue about her own problems. Also, safety is clearly not their priority. It is relatively dark especially in the parking lot and a lot of the lights are burnt out. This is not luxury inspired apartments. When you view the apartment, the door knob is very cheap (along with the rest of the complex and does not justify the increased rent); furthermore, it gives you the unsettling impression that anyone can just break into your apartment. There are so many other alternative options in the Binghamton area and if you want a peace of mind, security, and an overall clean and habitable place to live in, LEGACY BAY TOWNHOMES is not your best option. I am glad I left and I know three other tenants have subsequently left upon the expiration of their lease. It's just not worth it.
I moved here from out of state. I was initially nervous about moving to this complex due to the negative reviews about management. I must have came after a new company took over. Management has been fine and speedy about work orders. They send notices if there will be roadwork as well. I will say that the neighborhood is "cozy." So, I regularly hear my neighbor fussing at her teenage boys to clean up, or my next door neighbor's music. This is not because they are overly loud, but more so because the apartments are so close together and the walls are thin. It is not to the point of annoyance, and it has never been at an unreasonable hour, but if you are someone who has a loud hobby like music or you have a rambunctious household this may not be the best fit for you.
Pros: Neighborhood is generally very quiet and relaxed. Grounds are well kept during all seasons. The apartment layout is unique and spacious. All the appliances work and function efficiently. The office staff have been helpful and friendly to me whenever I have an issue. Whenever I have had a maintenance issue, it was always taken care of the next day. It is one of the nicer places I have found to rent in this area of upstate NY. Cons: When I first signed my lease, I was promised one apartment but then I was moved to a less desirable one last minute. I felt very mislead by this. The apartment I got had squeaky floors, stained carpets, and the laminate flooring in the kitchen was peeling/bubbling up in several places. The sliding doors are extremely drafty and not energy efficient, which led to high energy costs. The bathroom tends to accumulate mold overtime but it can be cleaned easily. My mailbox was tampered with, either by intention or mistake. Advice: Pay attention to the fine details in your contract. I wish I did. You are required to pay a professional service to clean the carpets upon moving out, and If you plan on moving out early during your lease, expect to pay for the entire remaining lease period.
As a Binghamton local I remember how the old apartment community was before the new management took over several years ago. I have got to say they really turned this place around and made it a beautiful place to live. I plan to raise my family in our new home we found here at Legacy! Great job guys!
I have been living here for about 2 months. I read all the bad reviews mostly about management and the heat. But overall maintenance has been terrific, very Fast with repairs. It is true that the heat doesn't hold well in the kitchen. But personally I like it to be a little bit colder anyway. Have to remember this used to be ely park apartments, they have some age on them. But to legacy bays credit they have done a terrific job making these apartments nice. I was a little bit nervous being in townhomes surrounded by so many other people that it would feel crowded but its just the opposite. Its very quiet and cozy little neighborhood, the other tenants are kind and respectful so far. Noise level through the walls isn't as bad as I expected. Rarely do I hear anything from the neighbors. Occasional music playing but its only during the weekend at a reasonable time. Overall I am enjoying my time here, would suggest it to anyone who isn't ready to purchase a house but doesn't want to live in a duplex apartment in the city of Binghamton. You will be pleasantly surprised.
I have had a pleasant experience at Legacy Bay so far. The maintenance tech has been very helpful and management was accommodating for my move in. I had to change my move in date and they were very helpful. Love the washer/ dryer in the unit so I do not have to go to a laundry mat and risk my stuff getting stole... or worse!
I've been living here for about 6 months now, and I think its really great. I think that some of the older reviews represent old management or one or two problems that have since been solved. My unit is updated and is very nice. I live in the smallest of the options, so it is a bit small but even with two people it is very livable. The gym is very basic. I wouldn't call it "state of the art" at all. It has two treadmills, two ellipticals, one weight bench, and free weights. The main issue is that it gets ungodly hot in the tiny room. Since there's no temperature control and the windows are nailed shut its impossible to cool the place down enough to workout comfortably. Maintenance is very responsive and comes to fix things that I report usually within a day. This reliability is great. But that being said, maintenance could be improved on the outside of the buildings. Some are beginning to show wear, but I won't be surprised when maintenance tackles that in the summertime. There is also garbage strewn around the parking lots during the winter months. I'm not lowering my rating for that, although it is certainly annoying. The community itself is nice, but would be vastly improved with sidewalks. We thought the road would be a great place to run but it's actually quite unsafe to be on without sidewalks. Its a very quiet neighborhood. I rarely hear sound from adjacent apartments, so I very much appreciate the thick walls. I'd consider it rather safe- I never see any sketchy drifters wandering around. There is a city bus that runs through the development. You can pay your rent online, which I think is very convenient. Legacy Bay is pretty centrally located for most attractions in the area. Its very easy to get to the highway and downtown Binghamton. Overall, there's some things that could be improved on, but having lived in other "luxury" apartment complex and regular homes, I think this place is at the top of the list.
When we first started looking at apartments, we were a bit skeptical of this one because of some of the reviews. However, We have been living here a little over 2 months now and we have so many good things to say about our experiences at Legacy Bay Townhomes. It is important to note that the property has changed managers over the past year, and I am guessing things have gotten a lot better considering some of the past reviews. When we first moved in we did a thorough inspection with one of the renting agents. Anything we were uncertain about was recorded and a maintenance person was over the very next business day to fix whatever we wanted. Both the agent and the maintenance person were friendly and extremely helpful. The apartment was in great condition and looked a lot like the pictures. They aren't new apartments, so of course there is wear and tear, but honestly not much. They are doing a great job keeping the apartments up to date and well maintained. We had main tender come over one other time since moving in to replace a window and to realign a door. They were quick to respond to our maintenance request and completed everything on our list. As for maintenance walking into the apartment, we did not experience this at all. In fact, in the maintenance request form they asks you if you are okay with them coming in when you are not home. All in all, we are happy with our decision to live at Legacy Bay Townhomes.
I lived in legacy bay for 2 years and loved it! The area is very quiet and safe. I lived alone and never had to worry. The location is perfect-close to town but far enough away to enjoy a nice view. The girls in the office are great and the maintenance department is absolutely wonderful!! The grounds are always beautifully maintained, snow and sidewalks are plowed 1st thing in the morning before daylight and any maintenance request I had submitted was done the same day! The only thing I didn't love about the unit was in the winter it did get a little chilly but I hung curtains and that helped. Overall I would definitely recommend living here.
The location is convenient the facility is well maintained and I haven't had any real problems... The part that really bothers me is there's very little storage unless you have a unit with an outside storage area and the windows are AWFUL. During the winter, the upstairs window sill had frost on it. Lots of people have the same issue with the windows. If you walk about the complex one can see plastic on many people's windows in an attempt to stop all the heat/Air conditioning from flowing right outside (it doesn't work that well and it's a real pain to seal the top windows in the units). I paid about 90-100$ / month when I kept the place between 57 ish and 65 through the winter... I was cold all the time.
I have lived at Legacy Bay for 2 years now and could not be happier. When I first move to the area to start my new job at the university I thought we would buy a house. We had no luck and stumbled upon these gems. I like the location because it is safe and away from the city of Binghamton. It is also a very quiet neighborhood. I have never had a problem with the maintenance. They have even come to change a light bulb. I have never lived at a place where they will change light bulbs for you! The maintenance department also takes care of the grounds and the snow removal. After owning a house for a number of years it is nice to have someone else take care of this for you. The extra closet space in my apartment is also nice. I have a huge linen closet. I would completely suggest anyone new to the area to check out these apartments first.
This is the worst apartment complex I have ever lived in. The management is terrible. They do not respond to maintenance requests. They do not respect your privacy and come in/out of your apartment whenever they want. It is not a safe complex. There were break ins and shady people that lurked around the property. Utilities are extremely expensive due to poor insulation of the buildings. The apartments are infested with cockroaches, spiders, and wasps. Management does not care about your concerns or comfort in your home. They are rude, disrespectful, and so unprofessional. I strongly advise you not to move in here.
The problems came when winter came 2 years ago. The closets were structurally flawed and the snow was piled high on the rooftops. The heat from the apartments was melting the snow on the rooftops and leaking down into the closets. It was true for many of the other apartments all over the property and much of the things people had stored had water damage as a result. I knew this wasn't only a problem the first winter we were there because I had another friend that had leaking closets in previous years as well. She found black mold on her baby's mattress and on much of what had been stored in her child's closets. Another friend with a brand new baby found black mold in their apartment, as well. They suggest you get renters insurance, but they don't mention there isn't a normal amount of risk for your things to get damaged in their apartments. There was a very good chance because of the leaky closets that they knew about. Dishonest. Wedding dress (mine), pictures, keepsakes were among some of the things affected for many people. They came to "resolve" the leaks in our closets and they took the doors off of our closets (the doors were the only things keeping the cold out because the closets were not insulated very well at all.) We had to close the door to our room to not run up the heating bill for the rest of the house (no compensation was offered for that, either). Our bedroom was basically unusable space for 6 weeks though our bed was in there so we slept shivering in 55-60 degree room. We were cooperative as they built closets inside the room and closed up the other closets with drywall, though it ate into the space promised in the bedrooms. The water leaked through the floors, under the carpets and onto the padding and base floor, so I know they will continue to have black mold in their apartments as the leaks were never resolved. So if you move there, which I would discourage you from doing, check the inside floors by where the outside closets are. They will likely be wet in the winters and building up black mold. The office ladies tend to gang up when you go in to talk about issues. They did offer half off a month of rent for our troubles, for many people that didn't even touch the amount of damage that had been done to their property. There is a good chance all the closets are closed up now so they will tell you this is resolved. But they did NOT resolve the leaks, they just put a wall in front of them. FYI.
Everything works great inside the apartment. We have a washer, dryer, garbage disposal and a gym that we can access at anytime. Is is only 10 minutes from down town and located on the local bus route. Nothing ever breaks or goes wrong, but if it ever does there is 24 hour maintenance that is quick to respond and very helpful.
At first moving in it seems like a nice place but as you continue to live in it problems start to appear. Completely livable though and mostly not major things. The refrigerator leans toward the rear, walls have visible signs of repair, and some of the ceilings have cracks where it meets the walls. The central air during the summer is great, however, in the winter the heat only works in the top floor. My neighbor also has heating problems and also in his unit the pipes froze in the winter because they did not insulate the pipes in his building. The access road to the buildings is usually full of potholes and badly patched. At the end of they day I would say its okay to live here, but I think you could get better for the price elsewhere in town.
This apartment is absolutley beautiful. THE Only reason only gets less than a full five stars is because it tends to get real drafty during the winter. Very happy. Nice neighborhood and very nice management team. They were all very prompt with any problems I had.
