Embrace the small-town Pacific Northwest experience in Monmouth/Independence. Situated in the Willamette Valley, just 15 miles southwest of Salem, this large neighborhood contains the cities of Monmouth and Independence, as well as the surrounding rural areas.
A drive through Monmouth/Independence takes you past sleepy residential streets and well-preserved stone facades from the area's early days. Don't let the peace fool you — the community bursts with festivals and events. In the summer, check out Western Days and the Rivers Edge Summer Series, or sample locally-brewed beers at the Hop & Heritage Festival. When the snow falls, residents look forward to the tree-lighting at the Hometown Holiday Festival.
Stay close to the action with an apartment in downtown Monmouth or downtown Independence. Monmouth locals congregate for pesto chicken pizza and craft beer at Yeasty Beasty; in Independence, try the famous duck confit and bacon sandwich at the Three Legged Dog Public House.

Property Ratings at Legacy Oaks Apartments
I recently rented an apartment here and felt compelled to share my experience. The rent is outrageously high for a small town like Independence. The monthly rent here is comparable to what you'd expect in a much larger city with a vibrant job market and plenty of amenities, but that is far from the reality of this place. Adding to the disappointment is the condition of the dog park. While it's nice that the complex tried to improve it last year, the park remains a small, stinky corner of the property that is never cleaned. The residents do not take care of the space, making it a nasty, unpleasant place. My dog even got scabies from using the dog park, which is totally unacceptable. The apartment itself is nothing special. It's small, has basic amenities, and is not worth the premium price they're asking for. I strongly advise anyone considering this apartment to think twice. Unless there's a significant reduction in rent, it's just not worth it. Save your money and look elsewhere if you can. For the same price, you could get a top-tier apartment downtown, which doesn't even compare to this place.

Hello, We appreciate your honest review and want to apologize for the negative experience you have had here at Legacy Oaks. We are happy to address the issues you may have. Please contact the office, or stop by, and someone from the management team will be there to help. We look forward to hearing from you. Legacy Oaks Management
Very good, I love parking, and save place. And privacy.
Management is awful. They are unkind and do not care if there are problems. You have to make multiple complaints to have things addressed. Property is stolen feet from your door (which was locked) and the manager says if you want more security pay $125 a month for a garage. The walls are extremely thin and you here neighbors all day long. They don't follow the contracts/leases and ignore things when other neighbors violate the lease rules. There are aggressive dogs that live in the complex too. Bottom line, if you want to feel safe, secure and live in an apartment complex where management treats you with dignity and common courtesy go live somewhere else.
I have lived at Legacy Oaks for over two years now and have loved everything about it. In unit washer/dryer, enforced parking space, quiet community for how many people live there and great maintenance/office service! If something needs to be done in my unit, it has always been fixed by the next day, noise complaints are taken seriously, and the office staff is always helpful. The gym and layout of the apartment are nice too. I will be sad to leave this place.
I feel the management is to lax on the people overstaying their welcome parking is already limited but when people have their family staying with them that are not on the lease it takes parking from people that live there and this is Not the first time that these people have allowed other people to stay with them my wife and I live in these apartments are normally My Wife parks in the handicapped spot right out in front of our place because of medical issues she needs to be able to be closer to the front door but to no longer park there because one of the neighbors back you’re not the first time that these people have allowed other people to stay with them my wife and I live in these apartments normally my wife works in the handicap spot right out in front of our place because of medical issues she needs to be able to be closer to the front door but do you know longer park there because one of the neighbors Is allowing his mom and dad to stay with them until they find a new place to live I think this is ridiculous and I have reported it and they still allow it to happen it’s a shame when I come home from work by 6:30 7 o’clock and I can’t even find a parking spot because parking is limited as is I would gladly read them higher if they were to pay better attention to these scenarios so that they’re in a bunch of freeloaders staying with people
Apartments are nice but not worth the price. They nickle and dime you to death.
Lovely apartments, terrible morals. They keep your deposit even if you spitshine the place. Disappointing.
Talk to people who have moved from these apartments and they will universally tell you that the management goes to great lengths to keep your deposit. They go through a lot of managers because those who are decent, refuse to be dishonest in this way. It's too bad too, because the apartments are beautiful and well kept up.
I had my friend park in my spot late at night and when we went to leave at 6am it had been towed to SALEM! If I had not been able to drive her there to pick up her car it would have cost impound fees as well as the tow, which came to over 400 dollars! When we talked to the management they shrugged their shoulders and said we should not have let her park in our spot. Incredibly predatory towing practices.
I had heard from several people that the Legacy Oaks Apartments would make up fraudulent reasons to keep my deposit, but I liked the manager so much I didn't believe it. When I moved out, we left the place spotless and I took pictures just to be safe, because of the claims I had heard. Regardless of the fact that the place looked move-in ready, they kept $865 of my deposit and said the placed needed to be repainted, cleaned, and have the carpets shampooed. It just wasn't true. I am disappointed and ashamed of them for such practices. I had really not believed the people who told me that this would happen. I have filed a claim with the BBB to get my money back, but save yourself the trouble...just move somewhere else.
This apartment complex is outrageously high. The management says one thing but does another. I just recently moved out and got charged an outrageous $2400 in move out fees. However when doing a move out inspection the lady said my apartment was one of the better ones she's seen after someone lives there for over a year. So don't move here this place is the absolute worst.
Initially, we moved into the Legacy Oaks Apartment complex because we needed a place to stay while we looked for a house to buy. But it is so wonderful living here, we may never leave. After being here almost a year, our dishwasher was not working well, so I put in a maintenance request last night. By 10:30 am they had installed a brand new dishwasher in my unit that is beautiful and works great. The staff here are above exemplary. They are always cheerful, helpful, and wonderful. I am so glad we landed here :)
Legacy Oaks Apartments is a cozy place to live, despite it being one of the larger complexes in the Independence/Monmouth area. We've been living in a 2-bedroom unit for the past year, and we're switching to a 3-bedroom (which the office has been very accommodating of). The units here have open designs, which make great use of the space. The windows are big, adding to the open feel, and the units are comfy. I can only speak for our place, but it came clean, and with working appliances. Additional perks include a pet-friendly lease and having a washer and dryer in the unit. The parking is a little tight during the school year, but it's no worse than any other apartment I've lived in (and it's better than some). We've always found a parking spot (even if it's a little bit of a walk), even pretty late at night. There's a 24-hour limit on the unassigned spots, but that stops people from leaving their car in the "premium" spots for a couple weeks at a time (which happened before they started enforcing the time limit). The grounds are green and well-kept. Management obviously tries to keep the place looking nice; they've just planted several more trees around the property. Speaking of management, the front office has always been kind to us. They know us by name, and they always have a smile when they say hi. Same goes for the maintenance crew! Friendly guys, friendly smiles, and they call us by name (hey, it's the little things). We've only had to ask for small stuff when it comes to maintenance, but they've always been prompt. It's never taken them more than a day to respond to a call. Most importantly (at least for us), they've always been careful around our two indoor-only cats, making sure they don't sneak off outside when they're coming in and out of the front door. Lastly, neighbors are usually pretty friendly and considerate. Every apartment is a compromise compared to living in a house (parking, close-proximity neighbors, etc.). However, this is one of the better complexes I've lived in, and we plan on staying for a while longer. I recommend this apartment complex; if I had to make the choice over again, I wouldn't change my decision.
rent is a bit high, but it is worth it. management takes care of loud neighbors. beautifully maintained property.
The new management is terrible and is inconsistent with rules. It has been four months and we still have not receive our new lease. Until this new management leaves do not move here.
Has a great gym and nice clubhouse. Pets are welcome and great location. Not a bad place to live.
