That changed in the late 1990s, when city leaders established a program to renovate the historic homes. By saving these structures, much of the neighborhood's historic integrity remains intact.

History

The history of East Russell is everywhere -- just walk down the street and admire the historic architecture. The area was first settled after the Civil War by freedmen, who soon opened schools, theaters, and nightclubs. The neighborhood was eventually named in honor of Harvey Clarence Russell, who served as the Dean of Kentucky State College (today's Kentucky State University), which opened in 1887. He was responsible for organizing the first Parent-Teacher Association in the state. A historic marker recognizing this early history was presented by the African American Heritage Foundation and is located on Ninth Street.

East Russell began to grow in the 1870s, when streetcar lines were extended to the area from downtown Louisville. The area thrived for decades until the lure of the suburbs drew many residents out of the neighborhood. In 1992, a progressive collaboration involving the University of Louisville, local businesses, federal, state and city governments, local unions, non-profit groups, and foundations began a revitalization project that has supported the construction or refurbishing of more than 600 homes and the construction of new commercial areas. Luckily, this initiative focused on preservation and many of the neighborhood's historic structures were saved.

Russell residents enjoy proximity to several world-class museums such as the Louisville Slugger Museum, the Muhammad Ali Center, and the Frazier History Museum. The arts and events sponsored by the University of Louisville also give locals plenty of cultural experiences. Be sure to visit the Western Branch of the Louisville Free Public Library after moving to East Russell -- this library was the first public library in the nation to be open to African-Americans. It opened in 1908.

Many casual and fast-food restaurants have locations in the Russell neighborhood, including locally-owned establishments such as Southern Express Soul Food and Chicago Steak and Lemonade. In addition to the casual eateries in the neighborhood, Russell residents have easy access to the dining district on Main Street. Regulars love Proof on Main for its delicious, farm-fresh food, upscale atmosphere, and great bourbon selection. If you can't decide what to order, go with the bison burger, which tops the local list of best burgers.

Asian-inspired Southern food attracts adventurous diners to MilkWood, another eatery just east of Russell on West Main Street. Regulars recommend the chicken and waffles appetizer and the octopus bacon. Try to make a reservation before heading to MilkWood because this popular spot tends to fill up quickly for dinner service.

Locals and visitors love the comfortable atmosphere and Southern home-cooking at Boomer's Cafe. The friendly staff always impresses with its attentive service. Try the tuna fish sandwich, tomato soup, and fresh-squeezed lemonade for a perfect lunch before visiting one of the nearby museums. Other favorites in the Main Street dining district include Hillbilly Tea, Wild Eggs, and Harvest Restaurant.

Downtown gives locals plenty of nightlife options, including Down One Bourbon Bar & Restaurant, the cocktail bar Meta, and the Bluegrass Brewing Company, a local brewpub. Another great nightlife option for Russell residents is 4th Street Live, a large entertainment complex in downtown Louisville that includes dining, shopping, and nightlife options such as Maker's Mark Bourbon House & Lounge, dueling piano bars at Howl at the Moon, and a dance club, the Marquee Bar.

The Transit Authority of River City serves East Russell with a number of buses, including Routes 12, 15, 22, 18, and 43. Residents can also walk and bike to downtown quickly because of East Russell's central location and safe sidewalks. Cyclists use the bike lane on Market Street or the Rivertrail to safely reach the city center.

While cabs are difficult to come by in East Russell, residents can easily call a local taxi company or contact Uber for a ride to other areas of town. Easy access to Interstate 64 makes traveling via car very common for East Russell residents. Public parking can be difficult to find on the far east end of Russell, next to downtown, but the rest of the neighborhood has more open spaces on residential streets, and businesses in Russell have ample parking for their patrons.

Waterfront Park, a large park on the Ohio River, is nearby in downtown Louisville. With plenty of play areas for kids, including a waterscape during hot days, Waterfront Park is perfect for families with children and pets looking for a fun day outdoors. Walking trails and bikes for rent on site make this an ideal park for exercise-centric locals as well. Special events, particularly music concerts, are often held in the large open space. In addition, annual holiday events such as Christmas Tree Lane and the Sweaty Sheep Merry Christmas Eggnog 5K bring community members together.

Because of its primarily residential character, Russell does not have a lot of shops or boutiques. Luckily for local residents the downtown area sits right next to Russell, so locals have plenty of opportunities for shopping nearby.

Block Party Handmade Boutique on Fourth Street attracts patrons with its jewelry, apparel, and gifts, many items handmade by local artists. For unusual, handcrafted furniture and home decor, check out Scout on East Market Street.

Though East Russell residents travel outside the neighborhood for specialty boutiques, they do not have to go as far for groceries as Kroger is located in the area. Several farmer's markets in the Louisville area are accessible to Russell residents, including the weekly New Albany market across the Ohio River and the Gray Street Farmer's Market downtown.
