As the capital of the first state and the second-largest city in Delaware, Dover is known for its historic significance. William Penn founded the city in 1683 as the official court town of Delaware, but the blueprints weren’t laid out until 1717. At that time, the famous center square, The Green, was created and was the site of many rallies, battles and patriotic events.

Over 15 area sites are listed on the National Register of Historic places, with The Green at the heart of Dover’s historic district. Dover didn’t actively expand its neighborhoods to the west until the 1970s. Many Village of Westover homes were built from 1970 to 1999, while 48 percent were built after 2000.

Many cyclists take advantage of the bike lanes that run all along N. DuPont Highway and throughout central Dover. The Village of Westover streets are paved and wide, making foot and bike travel easy.

Westover is conveniently located only 4 miles from N. DuPont Highway/Route 13 and Route 1 in east Dover. Both of these highways run north and south through Delaware. It takes less than an hour to get to Wilmington, and from there, it's 40 minutes to Philadelphia. While Dover is only a few minutes from the Atlantic Ocean, the closest beach town, Cape Henlopen, can be reached in less than an hour.
