my dog loves the pet park and free treats from the office!
I, like so many others, thought Monarch couldn’t be as bad as the stories I heard. And I was right, it’s worse than the stories. It smells like weed constantly. Waking up on the weekends you find vomit, poop, alcohol, glass and bottles in the hallways and in the grass. People have violent dogs they let off leash (one my best friends dog was violently attacked by the dog of another resident who was notorious for attacking dogs). There have been countless shootings and stabbings. There was actually a SWAT raid in my building last week. I had to report an incident to the police and when I told them where I lived they remarked “ya I used to work in that district and it was none stop calls”. Management is too incompetent to take the time to enact safety measures. Please for the love of God live literally anywhere else.

Responding to your awful review, please as I told your parents if you are going to give anyone a review, make sure you lived it or you are 100% sure, if you're unsure research it, do not post a review off of your friend or someone said, (Shootings ZERO since I have been here 05/2019, stabbings ZERO since I have been here 05/2019. People have violent dogs, well Mary I am sorry they did not have a leash, we work hard, and we cannot catch everyone, this is where you all come in and report it, work together if you see something, cannot help if you stay quiet. The swat raid was not in your building, it was in bd 3, and they did not find the person they were looking for, has not lived here in 4 years, and for Johnson city police they are awesome. Management/staff we are awesome and are very hardworking, we go above and beyond in anything you or anyone needs, and I am not just saying that it's the truth (if we know we can help) Well, you must wake up earlier than maintenance to see all that, isn't horrible we have to pick up after everyone, as you mention dog poop, vomit, bottles, your friends or not friends that come over to make a mess, you probably did not hang out with anyone of them, you would not know. I hope you happy all you had to you wanted to go home instead of posting 2 reviews, easily done right? We will miss seeing you at all the fun pool parties, coming up soon, I know for sure you had fun and were the first to show every time. THANK YOU I'll let maintenance know your good comment about them, they are the BEST we appreciate you!
There are a couple parties on the weekends but they have recently hired someone to control guests coming in and out. Staff has treated me well in helping with things I need or have problems with they’re very friendly. As long as you get paired with the right roommates you’ll like living here. Everyone really just minds there business in passing and I feel safe walking alone in the parking lot at night. It’s a good first starter place. Police do show up a lot but it’s usually for minor things.
Unsafe, poor management, maintenance entry without consent or warning, parties and constant police patrolling. Bad neighbors, unclean, smelly, won't make timely repairs. Stay away!
Internet goes out.. a lot. All of management and desk have been terrible, always have a smile but never helpful and say whatever they must to get you out the door. Each month my rent has increased. They wouldn’t help me get out of lease or help find a replacement. Halls and stairwells are dirty and smell. No phone number for night emergencies or noise complaints (from the parties). Sketchy residents, police have to patrol. I have also had on multiple occasions employees come in to the apartment and even my room without notifying or knocking. Don’t rent from here! The city needs to shut this place down.

The management is TERRIBLE! They don’t want to help you and will give you the run around and never solve your problems. Internet is out most of the time and they “can’t do anything to fix it” in the office and give you a number to call( Which doesn’t work). Claim electricity is included the bill, but is not and will charge you extra each month. It’s so bad police have to sit in the parking lots and have security at the entrance of the apartment complex. Parties constantly and fire alarms being pulled multiple times a night. Even had an alarm go off from about 12am to 8am because Monarch employees wouldn’t respond to JCFD to shut off alarms. Dog poop and puke in the stairs for multiple days at a time and even when notified said “We only have one cleaning lady”. This place is absolutely horrid and I would NEVER lease again. You should know it is bad when they give away stuff for residents to make a good review online. Do not give them your money!!!!!

This place is party central. It always smells like weed. The tenants don’t care about this place. They tear up the halls and the outside every weekend. The electric is too high. I live in a 4 bedroom and we each pay $60-80 in electric every month. We didn’t use lights and heat all of winter and there was no change in the cost. The office offered no help. Since I’ve moved here they’ve had 3 different managements. The WiFi barely works. This place isn’t worth the amount. It’s right by the train tracks and the train comes by blowing its horn all day and night. You can’t sleep at all. I can’t wait until my lease ends.

I totally agree with the other reviews. This place is terrible. Electric charge was added to the rent even though I was initially told it was included. I’m not even living there, but still have to pay electric charge for the other occupants?! It’s bad enough that they won’t work with me to get buy out the rent contract when I had no other choice than to move. I am having to pay rent at two places! They are vultures. Don’t rent there!
First of all, when I signed my lease I was told that electricity was included, then I was told it was only included to a certain point, then I come to find out it’s not included at all. So don’t expect the management to honor anything they tell you. The WiFi wasn’t working for about 2 months. Management kept blaming the issue on residents with personal routers, but it was actually a wiring issue. Additionally, the fire alarm in my building went off at 3am and kept going off for hours after the fire department came because they were unable to turn it off. I had to sleep in my car in the parking lot, because being inside the building was deafening. Other issues with the complex: residents who constantly party, the hallways always smell like weed (except the one day a week they get cleaned), half the workout equipment doesn’t work, etc. Living here has been more of a headache than the price is worth.
My daughter rented here when she went to ETSU. Trouble from the beginning!!!!!!!! There were weeks during the summer that they had no AC. They were told unless the Temp was above 105 it was not an emergency, therefore they would fix it when they could. This happened on three different occasions that I know of. Also the hallways were nasty. There were spots of spilled drinks in the halls that collected dirt for weeks and was not cleaned up. BE AWARE OF THEIR ELECTRICITY BILLING. When my daughters lease was ending they made her pay 3 months of electricity overages because THE APARTMENT ,NOT THE TENANT was behind 3 months!!!!! REALLY!!!!???? RUN FROM THIS NASTY MONEY TRAP!!!!!
