Occupying the heart of the West San Fernando Valley, Reseda has sat modestly as a pro-typical suburb of Los Angeles for over 100 years. Like most valley neighborhoods, its growth stemmed from the post-World War II boom and the proliferation of the car, bringing a culture of shopping malls and wide boulevards.
Reseda Boulevard acts as the neighborhood’s thoroughfare, running north to south. This urban community is brimming with local restaurants, close to Interstate 405. Locals enjoy the relaxing atmosphere at the Anthony C. Beilenson Park and its recreational facilities. In addition to access to the interstate, residents are in close proximity to the Northridge Metro Station.

Property Ratings at Monarch
The headline sums it up perfectly. The complex is roach infested, to the point where you can see the roaches in the laundry room. Speaking of laundry rooms, there's only two machines per floor and they hardly work. Since the machines are a third party management does nothing if your clothes aren't washed or dried properly. In the two years I lived in the complex there were no repairs done and it was common for the residents to avoid a specific dryer because it is known to not work. The parking in the back of the building is hazardous, and nothing is done outside of management hours which is when it gets bad. There will easily be 6 cars parked in the back alley, which makes it both difficult and dangerous to enter and exit the only entrance to the parking garage. If you are parked in the back, even while obviously moving large items, you will be given a tow sticker and it will be placed precariously in a spot that obscures your vision while driving. If you have a problem within your apartment, you're better off fixing it yourself. There is rarely an actual person inside the management office, so anytime a work order is placed it takes at least 2 weeks to get any response, if you get one at all. If there is a problem outside of your control the bare minimum will be done to fix it and then you will be charged for the remaining damages that they did not properly handle. For example, the upstairs neighbors dishwasher line broke and flooded my ceiling. There was stagnant water between the paint and ceiling for two days, the two days it took for management to respond (even though it was submitted as an urgent request). I had to buy buckets so my floors wouldn't get damaged as well. After "fixing" the leak, management wasn't bothered to paint over or finish repairing it. This came out of our security deposit, despite the fact that we requested they take care of it multiple times. Their system to pay rent is faulty, we were incorrectly charged on more than one occasion and our money was never reimbursed or refunded. I wish I did more research before signing such a long lease with this management. I will be telling friends and family in the area to avoid Monarch and avoid the management handling the property as well.
This place is a real gem except management treats you like you are in prison, kind of like a micro-manager boss that no one likes. They put tow-away notes on your car if your registration is expired, have inspections at least 4 times a year and enter your apartment, there is no rent control so they keep hiking up rent once in the amount of $300 in ONE increase, and are rude & immature. You are just a number to them. Keep driving!
