Property Ratings at On 7th Apartment Homes, 1012
3 years to fix heating, 4 years to fix kitchen faucet, never fixed bathroom (I actually replaced myself), car broken into, friend's car broken into, storage constantly broken into (stopped putting on locks after 3rd time), and now going on 3 weeks with a leaking roof...Never late on rent but can't get a hospitable apartment
Zero stars. Roaches outside, in laundry rooms, and inside apartment and shady management. On top of keeping my deposit, They charged me a floor, carpet, and paint fee when I moved out even though there was no damage to the apartment and they do this to many of the tenants. Frequent break ins and police activity. Not worth the headache
The management here is horrible. When I first moved in and for at least half of the years I’ve lived here, management was great. They were down to earth, respectful and friendly, very transparent, responsive, and dealt with issues quickly. None of these attributes exist anymore. You are lucky if you call the office and they answer the phone. When you do and leave a message, they usually do not return the call, but if they do, it happens several days later. This is embarrassing and shameful for them and me for still being here. They are now charging for utilities, and never notified me of this.
Horrible management, horrible plumbing, random water shut offs, carports broken into at anytime of the day, cars broken into or stolen, poor respond time to fix even the basic of problems, go anywhere but here!
Management is never around. You call the office and no one ever answers. They only start answering the phones at 11a, when they open at 8a. If u have something in ur place that needs fixing Bryana(manager) and Mathew(maintenance guy) never help to fix it. I wouldn’t recommend anyone living here.
I lived here for three years now and for the price it is perfect. The area has plenty of homeless, but that's why the price is decent. Cars in the back parking in the dark do get broken into occasionally, but that's why we have to have renters insurance (at a reasonable price). My roommate and my car never have anything visibility out and never had an issue. The very best part of my stay her has been Kim the office manager. She is a true sweet heart and her assistant is the cherry on the top. Any time I have needed maintinance on anything it was done in a timely manner. If you're window overlooks the freeway it's a bit loud in the summer with the window open in the bedroom. Besides that I would never complain FOR THE PRICE! The only reason I'm leaving is to start a family in a more family size home.

Thank you for your honest feedback and for your 3 year residency with us! We're happy to know that you were pleased with our management and that our maintenance staff was helpful to you. We wish you all the best in your next endeavors! Sincerely, Barlow Concord Apartments
The trash areas are open and homeless people take what they need ,leaving trash everywhere. Some cars have been broken into due to open parking. Not thinking of renewing lease.
My husband and I moved here about a year ago. My sister and two other friends lived here for several years and liked it so when we decided to downgrade our rent we decided to give it a try. Our rent is excellent for what we get and the layout of our place. We are in the Jr. One bedroom and we absolutely fell in love with its split level layout and vaulted ceiling in the living room on the ground floor level. It's cute and very roomy feeling for the small square footage. We really didn't want to go with a large complex after a bad experience at another complex, but since Barlow Concord is split into 3 separate buildings you don't have to battle for a spot in a massive parking lot, although if you have more than one car you do have to maybe street park or park behind the carport. But because it isn't a gated complex there tend to be a lot of homeless people and others rifling through the dumpsters at all hours of the day so its good and bad. Just invest in a shredder to protect sensitive information. When we first moved in there was one extremely rude and bossy office girl named Kristen, she would walk the complex at night since she lived here too and would give you grief if you broke any rules like smoking in the complex or in our case one of my guests standing in the doorway holding a beer because she was talking to me as I stood outside. But it was a one time thing for us since we aren't really a party couple. That girl has since been fired or left so the new office managers are much more polite and aren't so micromanagement types. Generally everyone that lives here are working family people who aren't really home during the day so its a very quiet relaxing environment and most tenants are friendly but not nosey. One really negative thing about here is the security. A few weeks ago we had our catalytic converter stolen off the bottom of our car that was parked in our carport in broad daylight, but they only have a guard at night and only one for the entire complex. It's not really the complexes fault since Upland PD told us that this a huge problem in Upland right now with cars being stolen from all over the city. The ladies in the office were very apologetic, but I really wish they had security cameras installed in the carport and parking areas. We just signed another lease for another year and have been happy here and recommend this complex to friends at family. BTW you can have pets but the deposit and pet rent is very high, also comes with a fridge.
I have been in my current apartment for 1 yr. Upsides: clean pool/laundry in each complex, no breed restrictions, doggie trash bags supplied, private secuirty. Downside: raised pet rent. And rent. Office employees need more training. Noise from freeway is audible in bedroom. Car brake ins are common.
