Property Ratings at Parc Bordeaux Apartments
As someone who has lived here (in a 1bd and 2bd) for 4 years now I would stay here before I ever go back to a different apartment. I plan on staying here until we buy a house. The maintenance actually fixes things in a timely manner(usually 24-48 hours). The apartments are spacious and updated, also has a lot of closet and storage space. The kitchen is a bit small but we bought a 5 tier metal shelf for extra space and we learned to live with it. The walls are pretty thick(I never hear any of my neighbors). A/C keeps things cool, Heat keeps it warm as it should. I just wanted to make this review to help with anyone looking for a good place to live as it can be quite hard when every place seems to be littered with bad reviews but, usually only the people with bad experiences will leave a review. This is a safe area, very low crime(from experience and also looking online at a crime map), there are multiple shopping centers and food just minutes away. Both interstates(465, and 65) are only minutes away.

Maintenance doesn't fix anything. My heat and hot water have been broken for more than 3 days. They have yet to fix it.
I think the title says it all...I live 4 hours away and I am looking for a new home in Indianapolis. I scheduled a tour date and time a WEEK in advice with Jill over the phone. When I showed up to the office, it was CLOSED. My boyfriend and I waited outside for 20 minutes, to at least give them a chance. I understand things happen, perhaps a flat tire? Slept in late? Whatever. As we are patiently waiting, a current resident also comes to the office and appears mad to see the office closed (as their offices hours were supposed to be open during that time). She comes over to us and asked if we were perspective renters. As we get to talking, she tells us horror stories and a million different reasons to not movie in. After our conversation, we instantly left. We will definitely not be renting with them. Written June 2019
Living here is absolute hell. I've lived here since 2014 and it has gotten progressively worse, especially since Birge and Held bought the property. I've lived in multiple buildings in the complex. Despite having renovations, all of the buildings still have the original windows and those need to be tightly covered in the winter to avoid an excessive heating bill. They grow black mold any time of year. The basement apartments flood when it rains too much. In the ground level apartments, they flood too, but for no good reason. There is something seriously wrong with the plumbing in these places. When the laundry room floods (which is at least once a week because there are 10 people in the apartment next door that do laundry constantly), so does my apartment. IT COMES THROUGH THE WALLS through a drain meant for the AC condensation drip (which also overflows when it gets too hot in the summer). When the laundry room floods, my next door neighbor's bathtub won't drain. Birge and Held refuses to have this properly fixed, so everything in my 3 closets gets wet and ruined constantly. I've had to lay down tarps to keep my things from getting ruined. That's not all. The lights regularly burn out and are not replaced, there is a stair that is broken and exists at a 45 degree angle that they haven't fixed for MONTHS. A woman living upstairs was pregnant and had the baby during the time it was broken- still not fixed. Now imagine that broken stair and all the outdoor light fixtures being out. They still struggle to fix the lights and yet to fix the stair. They changed the rent system so it generates how much rent should cost based on market value, so when you're renewing your lease agreement and they don't approve it on time, the numbers change and go up. My rent increased $8 a month because they didn't approve my renewal in time and the system didn't allow them to change it. They used to have water and sewage included in the price, but they changed that midway through the lease term because there was a water main break on the property and were tired of eating the costs. I had close to an $80 water/sewer bill for several months and they blamed it on the pool. There is no phone number to call Birge and Held and the people at the office are nice but are obviously not being given the funds to fix anything. My fence has been falling down and they have refused to fix it so I've had a ratchet strap holding it up. This is the worst place I have EVER lived

Back in May my A/C went out & I called every day to get it fixed. They kept putting Freon on to reboot it but that would only last a couple hours & they had an actual a/c professional come to look & he told me that the whole unit needed replaced. That’s 5 days after they had kept putting freon back on & this is the beginning of May. It was 90 degrees in my apartment for a month & a half. I had to call the board of health in JUNE to force them to fix it. In the meantime we had a window unit because it was not a living condition for anyone. I actually got sick from pollen getting in my system from the window being open for the window unit because they wouldn’t fix it & the unit got my apartment down to about 78-80 which was better than 90. This was when the old manager Michelle was here & she didn’t care how people lived. She ended up getting fired which was the best safety decision made by Birge & Held. Well at the same time, in April my water heater needed replaced & they replaced it but didn’t turn the water off in the apartment & it flooded. I still at this point have had no help with them replacing my $170 rug or even giving me some money for the electric bill from the window unit running it up. So I have paid $300 a month for IPL because of this & then come to find out my water heater needed replaced AGAIN (twice within a few months) & after it was replaced again, the water still wasn’t getting hot. This was back in August or so. Now back in November I had no hot water again. Come to find out I had TWO leaks in my water lines & that’s what was causing my water heater to constantly run which was keeping my IPL bill at $300 a month. Mind you I have a 1 bed 1 bath & have ALWAYS paid my rent on time. They have still not come to a conclusion on how to help me & it’s December. I will say Jenny (new manager) has been much more reliable & helpful in getting stuff done but it’s the upper management that won’t give her answers on how to help me. If you want to deal with these kind of bills & issues go for it but I don’t know who would. Poor poor hospitality in taking care of the people that pay their bills.

This place has gone steadily downhill for years now. Nothing ever gets fixed. Ground floor apartments flood all the time. You can feel the wind through the closed windows. The common areas are disgusting. I have found countless used condoms, used needles, and used diapers in the grass/parking lot while walking my dog. The people are just as trashy as the apartments. There are frequently cops outside, yelling, and car break ins. I have found cockroaches and mice in my apartment (despite keeping my apartment clean). I have had times where there was no AC for weeks during the summer, and I'm lucky it was only that long because several people I have talked to have been without it for months. My neighbor had standing water in her apartment for several days before they finally sent someone to deal with it. They changed the billing method for utilities from a flat fee to dividing it up by number of occupants and square feet mid-lease. They then had a water line break and waited months to fix it. Guess who has to pay for the water and sewage bill from that pouring out and flooding the apartment complex? The residents who had no control over it! This place is a nightmare. Avoid it at all costs.
