My time with Parc Central was nothing short of awful. DO NOT MOVE HERE. I moved into Parc Central in 2018 on a deal that they had posted online. Initially, I knew the area wasn't great but the complex looked nice so I decided to move in. Shortly after moving in it was easy to tell that the remodel they talked about was don't very quickly as there was paint on the carpet and was even chipped in areas. I mentioned this on my move-in report. In my apartment, I constantly have a group of people that would gather, smoke, drink, and fight directly outside my apartment at night as well as strangers would wander the complex looking in people's windows. This caused me to constantly keep my blinds closed all the time. The managers and employees here are constantly revolving. Not that it matters as they are never any help. Parc Central has a rule in their lease that allows for them to add additional utilities at just a month notice. While I lived there they added Public Lighting costs, Pest Control, and Community Gas. When I asked about these payments and how they were determined I was told, “ Im sorry I just work here”. Was never given any explanation of these costs. What’s interesting is none of the apartments have gas. As well as the only community areas is a gym with broken workout equipment. So these cost are to cover the overhead of their office and party rental space which they make money off of. One morning I locked myself out of my apartment at 9am on a Saturday. Was told my only option was to call a locksmith. Which was $120 dollars. Additionally, when I tried to move out I was charged for the cost to remodel the apartment even though I was denied a walkthrough and the move out form was filled with lies that they would never account for. They stated my hallway needed deep carpet cleaning and it's all hardwood. As well as they had to repaint multiple rooms that had never been painted, had no scratches, and no hung photos. Basically brand new walls as they were repainted before I moved in. Even noting my move-in sheet gave no help. they offered no proof and then threated with saying I was saying I wouldn't pay to ding my credit but that was not true I did pay but wanted answers first to justify the charges. This was the worst apartment complex ever! Save yourself the time and hassle and find somewhere else to live!

I have had the apartment for about a month and the manager has not been helpful at all. I have been waiting a month for my mailbox key and every time I call the keys have “just arrived”. Which means she’s been lying the previous times she said they arrived. And somehow despite 5-6 attempts maintenance never quite manages to get the key to me. Who rents an apartment without the keys and then doesn’t have the common decency to tell the person there’s no key. And i would’ve been fine if they just owned up and said they wouldn’t get the key until July but this stringing me along week by week is stupid and rude and dishonest.

Parc Central is an average apartment complex. The front office is great, the maintenance team gets stuff done! The apartment is older but it's nice. The fitness center is not great whatsoever, and I think the Laundry facility could be better taken care of. Aside from that, the apartment community is nice and dog friendly!

The rent is high and the customer service is not helpful at all. Overcharged the final bill when I moved out because of the failure of their new website. I paid the utilities with the rent every month but the final bill told that I didn't pay utilities for 2 months instead of one. The customer service did not resolve it. Never recommend this to anyone.

The management is always changing. There is no consistency and clearly they do not respect or care for the residents and tenants living here. They are rude and insensitive. There is sense of security living here. Cars are frequently broken into. There are fights constantly in the parking lot. The cops are here at least once every 2 days. The late fee for rent is $200. You need approval on everything. No door mat or plants. You will receive extreme fees for everything. There is constant disturbance and walking at night is severely uncomfortable. The apartments themselves were quickly "refurbished" and all apartments have serious defects from quick and cheap work. When you need maintenance work, you will have to wait days and then call to remind them again. The price for these apartments are a joke. I highly suggest finding a different place to live. It is not worth the trouble.

Okay price, for okay units, with an okay location, and an okay staff. Basically, if you can't tell, this place is okay. It's functional for young professionals or students who need a somewhat temporary place to stay. The interior of the units are nice. The exterior and surroundings are less than ideal. The amenities vary. At times, things like the workout center is nice enough. However, it is rarely maintenanced and often is nearly unusable with no lighting and machines that do not work or are unsanitary. The immediate surrounding area (right on 4th plain), is not great. But it is relatively close to 1-5 (without being able to hear it), so it makes getting into Portland easy. Also, it's close to Clark College and downtown Vancouver. Staff rotates a lot. The newest staff is better and more attentive. However, that is only after over a year of a staff that was not particularly attentive to tenant needs. I lived here and would say it's not that bad, but not great.

The location is ok for collage but $1000 for a 2 Bedroom 1 Bathroom??? its small, loud and just way too over priced for where it is.
