Property Ratings at Parliaments
I moved in 3 months ago in this property, 2 days after I moved in the plumping had issues in my kitchen and it flooded. Overall, everything is old and neglected. I 've seen mice, spiders and millipedes even though I keep the apartment very clean. The worst of all is the noise due to the total lack of soundproofing. Unfortunately, I can't get any peace and quite in the apartment, I wake up every time the baby from upstairs cries , it is like I have it in my room. Make yourself a favor and don't move here. It is horrible.
The management staffs at the office are uninviting, unprofessional and extremely hard to work with. They do not care what kind of conditions you live in (Eugene at the resident services and Karen, one of the managers, are extremely rude, fake, and difficult. It will only make your living experience worse simply by getting in touch with them). That says a lot about the living quality here. You will constantly hear your neighbors because the walls are so thin and hear your neighbor's every footsteps because the floors make cracking noise every time you walk. In addition, the Air Conditioning is not on until it is maintained in the 80 degrees for at least more than a week. Even when the Air Conditioning is on, it frequently shuts down or it just blows air. This means average of 85degrees inside your apartment homes. Oh, and don't bother getting your own AC unit, even the portable ones. They will track you down by the windows and force you to remove them because it's "All utilities included". No one should be living under conditions like this for the price you pay. They will increase your rent every year by a lot. Please do not live here and save yourself time and money.
The plumbing is very old, the third day I moved in my kitchen fled. The worst thing is the noise. You can't get any peace and quiet in your home because there is no soundproofing and you can hear everything.
The only good thing about this place is the cleaning service for the common areas. Otherwise everything else is horrible. 1. This place is over-priced for what is offers. 2. Tenets are allowed to smoke in their apartments. Smoke goes up to the upper floors. 3. Management is inefficient and missed place rent payment, don't enforce the rental policies and give you the run around when you need something address. 4. Parking is a big problem. Your only allowed to get a parking permit for driver licence. 5. People use their balconies as dog areas. Thus you have dogs barking all day long and night. 6. The gym is useless. Too many people go and no one obeys the rules to use the gym. Also the token for the gym works sometimes but not most of the time. Simply this is my worst experience living in a rental property. Also management lies all the time in order to cover their incompetence. There is not way that this a 4 star place to live. I would give it a fat 0 if I could. DON"T MOVE HERE. IT IS SIMPLY HORRIBLE.
This is not a good place to rent. When I first moved it the AC unit was broke. Management change the unit after I told them I was going to have by own technician look at it. They will misplaced your rent and have it go to someone else without any apology. Parking is problem. If you own two cares you will only get one parking permit. Their rule is one parking permit per license. The rent is expensive and the place in noisy. Pets are allow and people have them in their balconies mostly in the afternoons and weekends. So you can hear them bark all the time. The management office will put all the blame of you and held your responsible for their mistakes. I can't wait for me lease to be over. I don't recommend this place.
Overall, this is a great building. I do not hear much noise from neighbors (maybe an occasional barking dog or loud child in the hallway). I really like the fact that utilities are included in my payment and that they allow us to have pets. It has a nice pool and the staff are nice. Downsides: Kitchen is dated, only AC or heating depending on the season.
I have been living in The Parliaments for almost a year now. These apartments are so spacious and have enourmous amount of closet space. The closets are bigger than most closets and the rooms are bigger than most standard sized rooms. I have not had an bugs, which is always my biggest concern! They have great ameneties as well, such as the pool, gym, and community room. The best part of the gym is its open 24 hours. Neighborhood is always clean because I see the maintaence crew cleaning up everyday, which I havent seen in many other apartment complexes. Neighbors are also nice and friendly. Staff is great and very responsive, if you have a request they get to it fairly quickly, they even have a seperate number for if you have emergencies afterhours. Overall my expirence here has been great!
The apartments are located in good location, centrally located to most places in the dc metro; can be accessed via bus/ metro to dc. The maintenance staff is good, they will take care of the the problems/complaints promptly. The apartments look and feel old, but for the money, they are priced reasonably.
JUST WHEN ITS READY FOR WINTER THEY ARE SO LATE TO TURN ON THE HEATER AND ITS TOO COLD ALREAY AND WHEN ITS SUMMER THEY ARE ALSO LATE IN TURNING ON THE A/C WHICH THEY DIDNT MENTION TO US WHEN WE SIGNED THE CONTRACT. THATS IT AND NOTHING MORE... EVERYTHING IS DOING GOOD SO FAR....
I recommend this place to everyone, the Parliaments staff are incredibly wonderful, maintenance is always on point, I feel really safe living here, the rent is pretty reasonable considering all utilities are included plus free access to a nearby pool and gym, and a laundry unit in every building. Living here at the Parliaments is a true blessing, and I don't think I could be any happier anywhere else!
I've been living here for almost a year. I can only speak to what it's like living in a studio in the Hi-Rise building, but living at the Parliaments has been a great experience so far. I wouldn't say it's a perfect complex, but my only complaints are minor. Pros: -Utilities included in the rent, no parking fees, no amenity fees... it's great not being surprised by costs and paying exactly the price it says online. If you have a pet, there's also the monthly pet rent, which isn't as high as I've seen some places. -Big rooms (even the studio feels huge) -Giant windows (no balconies on the studios, sadly) that let in a ton of light, at least on our side -Tons of space, even in our studio -Fitness center is convenient and does the job. Although it seems small for a complex so large, it's not usually too crowded. -The pool is large -Maintenance is responsive and emergencies are dealt with quickly -Haven't seen a single cockroach and only a few unidentified insects -I never have an issue parking, even late at night. Usually it takes me less than 30 sec to get from my car to the door of my apartment (I don't need the elevator). -Safeway is a 30 sec walk from the Hi-Rise -This summer they provided free lunches for kids and gave out free school supplies -I almost never hear noise from other apartments. I can sometimes hear running water or a muffled alarm, but in general the building is insulated very well. Cons: -We had an invasion of tiny ants near the window this spring. They showed up on a Friday evening, so the apartment couldn't do anything until Monday. They were completely gone by Tuesday, though, and I haven't seen another since. This was the only significant pest issue we've had, and the response was timely. -Because of the way utilities work here, they aren't able to provide heat and a/c at the same time. The law requires that heat be available for so long into the spring, which can lead to some discomfort on those random spring days when the temperature spikes. -Although the equipment in the fitness center seems to work as *fitness equipment* all the time there are often issues with the attached tv screens. Even after they get fixed, they go right back to how they were. -Lack of outdoor areas. There are playgrounds, paths, and plenty of trees, but as someone without a balcony, I'd love if there were some picnic tables or benches or something. All in all, I'm planning to move only because I'd like to be closer to metro and in a more walkable area.
Overall, the Parliaments is a great place to live. I have been living there for almost a year now and think it is awesome. The pros definitely outweigh the cons, and the price cannot be beat! The Pros: -Price: My $1300 for a studio in the High Rise is all inclusive. All utilities are paid, there are no hidden fees/costs. The leasing agent is upfront about rent (including usual annual increases). My rent is increasing less than $20. -Size: My studio is over 700 sq. ft, with a WALK-IN closest! -Maintenance: Anytime I've called maintenance (a total of maybe 3 times), they have knocked on my door and resolved the problem within 2 hours time. They have a 24-hour response guarantee, and have 24 hour emergency maintenance. -Noise: The only noise complaint I've ever had was an exterior door below my apartment that slammed shut. I called maintenance (on a Saturday night) and it was resolved by Sunday afternoon. -Safety: I have always felt safe, even late at night. The Parliaments has security and off duty police patrol the area. -Management: My move-in date didn't quite work with the date the apartment was available. Management actually worked with 2 other future tenants who had more flexible move in dates to ensure that we were all able to move in. What other apartment would do that? -Cleanliness: The building is always immaculate and the grounds taken care of (even working tirelessly to shovel snow). Not to mention the fact that the staff is extremely friendly! The Cons: -Distance to metro station. It's a bit difficult to get to the metro, particularly into DC. The nearest station is about a 12 minute drive away, making a night out on the town difficult. -There's not necessarily a whole lot to do. There are a few karaoke bars and restaurants, but the area is in Koreatown so there can sometimes be a bit of a culture barrier if you don't have that background. -The move-in elevator is not particularly large. This makes moving things like couches cumbersome and frustrating, but not impossible.
Apartments are huge. Utilities are included. Staff is helpful.
The apartment is located in a very nice area. Service is done within the same day.
