Property Ratings at Quality Hill Apartments
The property used to be miserable and dealing with management and maintenance was horrible! BUT- ever since Shannon took over as property manager everything has been great! The new maintenance guy (Rico?) is awesome and helpful and always explains things and gives updates on your situation. We had countless problems prior to the two of them joining the property but now we have problems resolved within 1 day if not the same day! Quality Hill apartments are VERY affordable, so of course there are a few things everyone could complain about... but for the cheapest rent downtown I would definitely recommend this place!
I DO NOT recommend living at 1005 Pennsylvania Avenue, or in any of the properties managed by this company for that matter. 1. They are super responsive when trying to get you to sign a lease, but then take days if not weeks to get back to you when you submit a maintenance request or have a general tenant question. 2. Their maintenance is essentially non existent. My toilet was leaking starting at 9pm one night. I submitted an emergency maintenance request immediately because of left unattended it would have completely flooded my apartment and the apartment below in a matter of hours. After multiple calls, emails, voicemails, etc with no response, I had no choice but to stay up all night to try and contain the leak until they finally arrived at 11 AM the next day. This could have had catastrophic consequences had I not contained the leak yet instead of realizing this they seemed almost annoyed that I had an issue in the first place. 3. Amenities are non-existent. For months we were told the pool would be open soon but it never was. 4. The parking lot is ALWAYS full. They lease units with the promise of a parking spot while knowing they have leased more spots than they have. 5. The building itself is never clean. 6. Their overturn for managers is the most ive ever seen since I moved in 14 months ago.
It’s not bad, but it’s not great. Couple things... their package system sucks. First thing, if you have a package delivered and it’s not delivered to your door or your mailbox, don’t count on them letting you know you have a package waiting in the office; because it won’t happen. Second thing, I have a call box in my apartment but was told the call box doesn’t work in my building. I’ve seen countless people enter the building using a call box number. Third, the elevator is always broken, I hope you like stairs! If you ever want to have friends over, plan a parking spot before hand or plan on paying for a garage a block or two away. That’s downtown for you though.
.Understaffed . Staff not trained properly, need better customer service skills. . Maintenance staff (2 ppl) don’t know how to fix things. . New managment is cheap and gossip all day. . Not good at resolving issues, only placing bandaids on problems. . No parking lot security visible. . They allow tenants to smoke. They have a policy on no smoking but as far as addressing/tackling the issue by going into tenant units when the smoke is traveling through air ducts, no they do not resolve it..thus allowing tenants to smoke. And they will lie through their teeth about handling the issue. . Managment team are walking lawsuits.

Our records indicate that all maintenance requests for your apartment were addressed within the specified time frame and have been completed, but please let the office know if this is incorrect. Smoking is strictly prohibited in all of our buildings, and smoking of any kind indoors is not tolerated. We have had multiple staff members check for smoke around your apartment while the issue was occurring, but we have been unable to locate a smell of any kind. Please let us know if you would like to move forward with any of the solutions proposed by our staff. We look forward to getting your issues resolved and making your time as a resident at Quality Hill great!
Don't rent from this place. They don't know the meaning of a contract. They'll let the local tow company into the ramp to tow cars against the terms of a binding contract between you and them. Nothing like going out to your car to go to work or wherever and seeing that your car's gone and you need to pay hundreds of dollars to get it back even though you paid to rent a spot there. The management can not be trusted. Lease from them at your own risk.

We regret that this is your opinion of Quality Hill Apartments. We know that the situation is unfavorable, but unfortunately to park in our garage, you must have a parking tag in your car and it must be visible at all times. If this is not the case, the towing company will act, as outlined in the lease, and as is the case in most parking garages.
They say you get discounts at places and you don't. They try to say you get a discount at the YMCA which is in the neighborhood, but the YMCA says this is not true and the leasing agent is lying. Beware of these people.

Unfortunately membership discounts at the YMCA are not provided to residents. We have tried in the past to get this as an added amenity, but it is not something that is included in rent.
