Property Ratings at Rose Estates
The new management is doing a great job. I have lived at the property for 5 years, and the new management is improving everything. Things just keep getting better. They have added security, painted the building and lobby, planted bushes, repaired all the fences, and they are now starting to renovate all the hallways and stairwells. Most importantly they have evicted the bad tenants and are being selective as to the new tenants they rent to. The apartments are big and the rent is still cheap. We're not moving and I would recommend the Property.
A disgusting, smelly, decrepit building. They attempt to dress it up on the outside by painting, putting up new signs, and planting bushes however once you approach the front entrance, there are already derelicts, drug addicts, and homeless people sitting outside on the steps chatting, drinking, and yelling all day long, all year long, whether it's hot or cold outside. As you pass them, they will either glare at you or ask you for money. If this building is attempting to attract a professional population, it is failing miserably as this is not what one of that demeanor would want to encounter before they even step inside of the building. For this building to be so close to downtown Hartford, it is more representative of unsafe areas in the south end, and actually changes the whole character of the immediate area from a professional location near courthouses and hospitals, to a loud, boisterous block full of unemployed people who roam around asking for money and blaring music 7 days per week, 365 days per year. This property should make more of an effort to keep a safer and calmer environment and it will attract more professional individuals who work downtown or at the hospital. The front entrance is not always secure, allowing homeless people to enter the building and ask people for money, follow them down the halls harassing them, urinate in the elevators, and sleep in the hallways and stairwells. If you choose to live here and decide to step out of your apartment late at night, you may be startled to find a homeless person sleeping in the stairwell, just 20 feet from your apartment that you pay so much money to live in. You may have to be careful while stepping over this individual, as you do not want them to grab at you or trip over them as you walk by. The hallways, stairwells, and elevators often smell like a cross between urine, cigarettes, mold, and other debris. The elevator also does not have a camera in order to catch those who urinate and spit blood filled mucus all over it (as they do on walls in the hallway as well). Speaking of cameras, the cameras outside in the parking lot are either poorly angled or blurry so that you cannot identify people on security footage. I've had my whole tire stolen off of my car (including the wheel, rim, lug nuts, etc...). A man climbed through a hole in the fence, went straight to the car, and removed my tire within 20 minutes at approximately 2:15am. This is extremely unsafe.
The Property was recently sold, and is now under New Management. They have made many improvements to the Property, and they do whatever they can to resolve any and all issues.
Being from Hartford I have seen my fair share of bad properties. I currently work at the hospital so living close to it is critical. Management is horrible when reporting issues with you apartment. I went three months with appliances ( stove and fridge) that barely worked. Trash bags filled with trash left in the hall ways. people sleeping in the main entrance of the building. I do not recommend it to anyone.
