Property Ratings at The BLVD at White Springs
Ryan in the leasing office is simply amazing! From the tour he gave me to finishing the leasing process, he made this experience, enjoyable and eased concerns I had about leasing after 10 years. I appreciate the professionalism and knowledgeable approach he gave with each question. If living here is as pleasurable as the experience I had going through the process, I definitely made the right choice. Thank you Ryan for being so attentive.

I literally put in maintenance requests and half of them never get answered. I had an issue with my heat, and NO ONE came out. It's December! I had to freeze all night. DON'T MOVE HERE!

They utility room is mold infested, constantly leaking or flooding the water is running under the dryers into the meter room and tje ajoining apartments. They do not respond to noise complaints, it takes over a month for them to respond to a pest complaint. The drug use in the building's is ridiculous. They are only worried about the $$ they can collect.

The ceilings and walls are so bad it feels like your neighbors are literally in your house! Parking is horrible! If u have kids u have to get out of the car don’t even think about this place and they tow your car for anything! U can be parked at the mailboxes and a tow truck will try to connect your car with you right there. The apartments are often under new management and you have to do the screening process all over again. Smh wish I could have dodged this bullet

Been here a year. Leasing staff and corporate do not communicate so it feels as if you’re talking to 2 sets of people. Leasing staff have improved since I got here (new crew). Maintenance is shotty depending on which person is assigned to your request. Biggest issues is floors are very loud and you can hear every movement of your upstairs neighbor and whatever you do can be heard below. Neighbors vary person to person but my car has been dinged and scratched here more than ever.

Three things can sum up of why NOT to live here. 1. MICE IN THE APARTMENT! My boyfriend and I are current residents and happily awaiting move out day. Since living here we’ve seen 3 mice, we keep a very tidy apartment and maintenance does nothing to assist with the problem. There are huge holes everywhere. We have attempted to fill them but mice keep coming. 2. It constantly smells of weed and cigarettes and gets into your vents, it’s truly disgusting. 3. Overall the complex is trash. Literally trash. Garbage is rarely picked up so there’s trash everywhere no wonder they have mice filled apartments. Word to the wise, don’t live here. It’s a huge waste of money!!! Also, this place deserves zero stars but you’re forced to select at least one.

The blvd are the worst apartments! This was my first experience moving out on my own and it has been horrible. The management staff are all rude! Like really rude! The maintenance people never come when you put in work orders. I paid my rent on time never late for an entire year and requested to be transferred to a new unit due to very noisy neighbors and the staff gave me a very hard time. I couldn't find a house fast enough so I had to sign my lease in the same apartment for another year. Almost everybody in my building gets eviction notices taped to their door every month(including my noisy neighbors) but no one ever gets put out! They just want to embarrass people. Can't wait until my lease is up. And the grounds and buildings are filthy!

So glad to be turning in our 60 Days with this property management group. The staff are so unprofessional and uncaring about the tentant’s safety and well being. Consequently, it will become a recipe for lawsuits if it doesn’t change within, and truthfully this company won’t care until it happens. There are so many examples. They refused just to change a community light bulb in the hallway with urgency, and we couldn’t see our doors or the steps for weeks. My heat went out and they didn’t come until the following day. Also, just a few days ago the water main burst and trigger the fire alarm. Thank god I was home to call the fire department and got the tenants out. They had to shut off our power, so no one would get electrocuted. I had to get the fireman to call the office for me because they were ignoring ALL of our calls. Also, the smell of cigarettes and weed smoke coming through the vents is the worst. I would not recommend any of their properties to future tenants or businesses it will become costly for you.

If the apartment’s bedroom is facing the parking lot I highly recommend curtains for both the bedroom and the living room. The car headlights are irritating because they do shine right through the closed blinds. It’s like when the police is shining a very huge flash light into your eyes, and by the look of some of your neighbors this may be true them. So, securing your place and car is a priority here. Other fact is the walls are so thin that you can hear and smell what is going on next door. For example, I can hear a unhappy pooch somewhere in this complex; I can hear it whine and bark almost all night. So, picking up a great pair of headphones can drown out the sounds of dogs’ barking and car alarms constantly going off in the parking lot. For the cigarette and weed smoke that travels through the vents I don’t think anyone can get use to that smell, but when it happens I highly recommend hustling to the vents to close them. So, having a step stool for your vent in bedroom is a must unless you got some height like a Harlem GlobeTrotter. A lot of domestic disturbance in this community, and sometimes you have the urge to call your local sheriff department or bang on thier side of wall to tell them to calm down and go to bed immediately. That reminds me that there are a lot of tenants that never pay their rent on time or at all here. Hence a lot of your neighbors are constantly yelling at each other because they are unhappy here. I try to give out hugs everyday but my neighbors run from me. It’s true that the staff are unfriendly but I’m going to give them educational pamphlets on depression and PMMD. I would also highly recommend that they do consider some form of medication to control their emotional outbursts, which happens quite often when you bring up any issues. I did give my review two stars because you don’t have to ever buy furniture ever living here, because the amount of evictions the Property Management do here, it’s like going to free swap meet. I got two dressers, two red bean bags chairs, a doll house with children toys, a wheelchair, broken floor lamp, and fairly nice sofa. Lastly, there is a playground here the residents call it the devil’s playground because of how unsafe it is; your child may bust his or her head on the massive boulders of bricks. It’s a lawsuit waiting to happen for reals.

We were not impressed with the leasing office there at all. First off they were just snotty and the lease manager had a very angry-defensive tone in her voice while talking with us. It was unwelcoming and that is a selling point for us. We really should have looked at the reviews more carefully, because we could have saved a lot of our time looking here. So, inside the buildings are fallen apart for example the steps’ traction pads looked like they were chewed up by dogs, a big chew toy for them is highly likely. We have to agree with the reviews about the cigarette smoke being strong, smelt like greesy pork sandwich in a dirty ash tray . The apartments are not worth what they were asking for. We can find a better place to call home. No response necessary because we are pretty observant and can read your same replies to all.

Bringing up concerns are challenging because of the very unprofessional staff members, it’s a no where street with the office. They do have cheaply renovated apartments that they overcharge for and mark it up really high just for cheap laminate floors and a poorly painted apartment. The walls are really thin so the noise is just so disruptive I mean if you can hear your neighbors walking around you can hear everything. The cigarette and weed smoke is a huge problem just like cars being broken into constantly. I highly wouldn’t recommend this place not for the price they are asking for. There are better places in this area. After our lease is up we are running out of here. I do think you should walk the grounds on your own not part of the tour and go into the buildings around the property to see for yourself. Ask the people that live there. Really do your research so you know what you are getting into.

I have been here for over a year now and i have to say that i love the staff here they are all wonderful, polite and will come right out if you have any issues with your place also they will work with you which is rare these days, they really develop a friendship with you and that is something i really appericate in today's world. The apartments are nice, very spacious and reasonably priced for the area you live in which is the white marsh area no place is perfect i really wish the district was Perry Hall because i like the school system there but other than that i am very happy here especially happy with the staff and the way they treat you i highly recommond The Blvd, one of my fav places

Dogs barking throughout the night. The walls are so thin you can hear everything and I do mean EVERYTHING. I hate leaving a bad review but I really have exhausted all other options with no help from the lease office. With experience on the customer services end it needs improvement and something needs to change within this group. Having conservations with my neighbors that's the thing everyone has in common is being treated with no integrity, no respect, no decency. I'm seeing more and more tenants disregard the rules on the premises as a retaliation towards being disrespected and being ignored, it's becoming scary here. I smell cigarettes first thing in the morning through the vents. It's really really strong and gives me a headache. I had to stomp out a lit cigarette someone left in the hallway. There is this tenant that "cat-calls" me every time I walked to my mail box and hangs out in front of my building. When I brought these issues up I got a, "So, what do you want us to do about it" in a smart alec kind o tone like I disrupted them with my concerns. I am crushed I feel defeated here. This place needs a lot improvement here. I hope someone takes my review to heart and makes the correct changes. It just feels like that's not their goal but more of getting vacant apartments filled.

It's very discouraging while searching for apartments out of state and to come across properties that are charging an illegal amount for their application fee. The max for the application fee should be only $25 and not exceed that amount, especially in the state of Maryland, it's very confusing to us. So, when I called to ask about the fee I couldn't get a straight answer. This also throws up another red flag with this property and it should with anyone looking for home in Maryland. In my opinion they are dishonest and very misleading. We going with our deep gut feeling on this one. The reviews alone is alarming but after not getting a straight answer I think we will look more into the surrounding areas.

When we first drove up to the BLVD we both looked at each other and gulped, because there was graffiti on the stop sign, trash bins, advertisement board, and even on the buildings. My wife and I decided just to get out and walk around the property. It just got worst from there. There was dog poops and trash everywhere, the grounds are just disgusting. So, my wife and I thought maybe if we took a peek in one of the buildings it wouldn’t be as bad. As soon as we opened the door we got a good riff of a smelly skunk smell my wife said it was drugs and that someone is smoking it. My wife is pregnant and I don’t want my kid getting the second-hand high before he is even born. Knowing these type of buildings any smoke can travel through the vents. So, we were just curious and wanted to find out of much they were asking for 2 bedroom apartment. As soon as we walked in the office staff had their noses in the air, they didn't even see us walk in and sit down, so we just got up and walked out of there. What we can’t understand is why the staff were constantly complaining to each other about other tenants and how much they hate being there, we even felt unwelcomed just being there to inquire about the Property. Worst tour we had ever. Just be weary of this place and walk the grounds. You will see it.

There's weed and cigarette smoke every morning that comes through our vents, it really really does linger. I don't think that it can be healthy for our kids or anyone really. There is graffiti and there is trash all over. When we notify the management on any problems; they are soo unprofessional and just plain rude to you. Hey, they are really great sales people though I will give them that, but that's it from there because they really do treat you like you're the problem just for bringing up any concerns. We should have known during our tour but they kept a lot of the problems hidden pretty well, looking back on it now. We should have looked into more.

I highly don't recommend this place on that principal alone. They close the office down early everyday, so issues are never resolved. The communications to tenants is a letter hanging on your door. They have a superiorty complex, and they take out the home out of the place. Really not worth it to live here.

I started renting here awhile ago. The original owners sold to Quest management. Neither the old or the new will fix anything. They have pictures of all the new renovated apartments above, but those are less than 10% of the actual apartments there. The have to renovate because they let the places go for too long. They spent approximately $10k on updating the office. The old office made you feel at home, cozy, and was warm; the new is a dank, ugly, sterile environment. If they hired anyone to plow, it must have been a relative, because they came and plowed by the office and barely touched anywhere else. We were actually told by a maintenance worker that he was told not to replace the AC but patch it the best he could. It broke 4 times during the hottest days of summer and took almost 3-4 days each time for them to just show up, much less fix it. So, in closing, I say, DON'T DO IT!

Thank you so much for your feedback. We strive as a property and as a company to never compromise the integrity of our customer service. We make sure that work orders are resolved within a 24 to 48 hour window unless parts or items need to be ordered. We renovate several apartments each month, and as time goes on they will be the standard apartment for our property. We encourage our residents to reach out to us so that any issues can be addressed quickly and efficiently. Thank you for being a resident, we appreciate you. Management
I've lived here for a few years and just a few months ago I got to see the model. I liked the backsplash and the bathroom shower. I asked the office if I could have that in my home, and they set me up to transfer. Apparently it is a full renovation inside, so I had to transfer and that's ok. I love the new office staff, they're very nice and quick to respond if I email a question or something. My new apartment is amazing! It's like living in a condo not an apartment and now my friends want to live here too! Definitely happy!

This was my WORST rental experience EVER! Within the first two weeks of moving in, I called the rental office to let them know that there was something wrong with my heat, they found out that my hot water heater was days away from flooding my apartment. They replaced the hot water heater and left the old one in the closet and told me that they'd be back the next day to pick it up. It stayed there for 2 months. Then I called due to a leak in the bathroom. It took them two weeks to come look at it and then they cut out a piece of my carpet, left a fan in front of the spot and told me that they'd be back in a week. 3 months later my carpet was replaced. To add insult to injury, I then discovered a mouse running through my living room. The exterminator came and discovered that there were two HUGE holes behind my stove and an even bigger hole right next to the hot water heater. Mind you, my child is an infant so when I told them about this, they had the AUDACITY to attempt to deflect blame when they'd moved me into a faulty unit. I don't suggest that ANYONE move into these filthy places which is evident by the trash that is typically piled up for over a week in the dumpsters. Needless to say, I did not stay beyond my lease as they also had the nerve to try to charge me to move into a liveable unit. The rental office is horrible. All they're capable of doing is putting notices on your door mistakenly reminding you to pay rent that they've already received and letting you know days later that there was an "emergency" that caused them to shut your water off.
Since have been in USA have not seen apartment with so much space and peaceful. and is close to all kind of stores and malls and banks..The living room and bedrooms so big ..am impressed and happy with my apartment. .thanks apartments.com
I have lived here for three years and even with the new owners the community continues to thrive. They have pool parties, football parties, and resident night, so you get to know your neighbors. A well knit place to live. Even the dog owners pets get to meet each other on their daily walk.
When I first moved in, moving day wasn't as smooth as what I had hoped, but the property manager and her assistant were awesome. The property manager came out after hours to make sure things were to my satisfaction, she made sure that I was happy, and any mistakes were corrected immediately!
I have lived here for 6 years and just renewed for another year. I really like the location; it's a fairly central location to many places - grocery stores, malls, and not too far from the city. In comparison to other 1 br apartments, this apartment is more spacious. Luckily I've haven't had too many maintenance issues and for the most part they are pretty quick. I do not like that every year the rent increases by a lot ($40-$60; now they seem to be staying at about $40 but that seems to be because tenants are now responsible for water/sewer/trash/pest control). The water bill seems to be high in comparison to other places ($33 for one person per month). Overall, a good place to live!
I chose this apartment because the rent is cheap. The reason I gave it 3 stars is because the walls are thin, the outside looks a little ran down, and the pet owners here do a horrible job of cleaning up after their pets. The one bedroom is spacious, but no washer and dryer in the unit. The laundry facility is not big at all and the machines break often. Neighbors are nice and I haven't had any problems in that regards; nor any crime. Very convenient to Walmart and other shopping. Maintenance is quick to get the work done. I'm looking to move someplace closer to work when my lease is up.
I recently moved into this complex and the process has been very easy. All the staff has been extremely knowledgeable and helpful.
