Despite a similar name, St. Paul’s Lowertown is different from downtown in both location and character. While most residents know Downtown St. Paul as the entertainment hub of the city, Lowertown — its neighbor to the east — is developing a unique identity all its own.
Art galleries, restaurants, and local businesses are setting up shop in the warehouses and factories that put St. Paul on the map in the 20th century. Mears Park and the greenway along the Mississippi River provide much-need recreation space in this growing city. Property Ratings at The Cosmopolitan
It is an older building, which is why I chose this one, however, the rent price is higher than it should be for the type of building it is. You can tell everything in the apartment is older, especially the appliances and the paint they've selected to use. The windows are difficult to open etc. However, the environment is friendly and the staff are exceptional.
Very nice neighborhood (considering the homelessness, begging and crime that is expected in lower town). Building is quiet, spacious and has great staff.
Love the hardwood floors, maintenance is very nice and helpful. Great location!

Location is great when it comes to major roadways. Unfortunately there isn't as many things to do around us. The nearest grocery store is a hike, restaurants have been closing, and even though the immediate block feels safe now, venturing outside the immediate block is questionable. And for community amenities - I don't know, maybe there needs to be more grills or something.
More convenient for business professionals living in downtown without their own mode of transportation.
Lowertown is a growing neighborhood, and a lot of people will be moving into downtown. There are a lot of renovated buildings and brand new buildings, but it's the personnel in these buildings that are an integral part of you living experience. The staff at the Cosmo have immediately responded to many concerns and maintenance issues I've had over the years. Moreover, the staff responded brilliantly to an unprecedented pandemic and during civil unrest. Not once did I feel unsafe or my health was at risk.
The walls are really thin so you hear your neighbors. Not a big deal unless you end up with really bad neighbors on both sides of you. Woken up several times with loud music, slamming things, and fighting. Loved living downtown, by the farmers market, skyways, river, and the park.
Very friendly and efficient management and maintenance staff. Love that everyone loves my dog.
I would recommend this apartment because the interaction was professional, friendly, and very helpful. He spoke in a good manner and was very polite and easily identified and fixed the problem.
The Cosmopolitan is an awesome building that I have enjoyed living at thus far. I love the layout of our apartment, the tall ceilings and windows, and especially our view looking over Mears Park.
Honestly have no complaints at this time.

Love our apartment, just wish there was more visitor parking for when we have friends over. Also it' inconvenient that the heating and cooling are either on or off depending on the season. Our apartment gets hot in the spring before it switches over to air conditioning.
I think this is a great living environment that makes me feel safe, comfortable, and welcome.

If somebody wanted to live in Mears Park I always promote the cosmopolitan. My only concern about promoting the area is the crime in the warmer months. It was not just bad in 2020, it was pretty bad in 2018 and I had people threaten me in the park multiple times then.
I love cosmo. Staff is really friendly and maintenance is quick. Both times we've moved into cosmo there has been some stuff that wasn't perfect (ie paint on floor in last apartment, and blinds/ towel hangers in new one)

I would recommend. All the staff here are professional and courteous. Are they perfect in every respect. No, and there are no such professionals in the greater world out there. But the effort is there, the politeness is there, and they won’t give up on a reported problem until you say you’re satisfied. I like the staff here, all of them, because all of them to a person, give it their best effort, and are most pleasant in the doing.

I would very likely recommend living at The Cosmopolitan. Our apartment is wonderful. We adore our view. The amenities are great.
If I could give this place negative ten stars I would. If you value your hard earned money, do not waste your time here. First of all, the area is extremely sketchy. The parking garage is also extremely sketchy and not secure. For the STEEP parking charges, I would expect a clean, secure garage, and that is not the case. The building security in general is terrible. If someone were to sneak in through the open garage, there is no lock on the door that gets into the building. If someone snuck in through the garage, they would literally have access to the entire building. The apartment units themselves are full of cheap finishes. The rent should have been half of what they are charging. They don't fix up any of the scratches on the walls/floor, or holes in the wall from previous residents. Plus, the heating and AC are very outdated. It doesn't even show you what temperature your apartment is at, you have to guess. And in the summer even with the AC our unit was constantly damp. The blinds on the windows are actual garbage. They do not block ANY light. The washer and dryer also failed miserably. The dryer only dried properly if it had 2 small items at a time. We consistently had appliances break and maintenance would come and say everything was fine. In my opinion, a dishwasher that is leaking all over your floor is not fine. An in-sink disposal that sends muck up through the sink drain is not fine. Plus, you can hear people yelling in the park all night, even from a unit that is facing the courtyard, not the park. Another huge issue I had: neighbors smoking weed. I emailed management about ten times regarding this issue and they just told me to call the police. Yeah right. I'm not going to call the police on my neighbors. You are the manager. DO SOMETHING. So although this building says it is smoke free, don't count on it. My husband has a lung condition so smoke in the building was a huge hazard. Management really didn't seem too concerned though. Don't even get me started on the management at this place. They seriously are not educated on how to properly run an apartment building. They are not accommodating, and have revealed time after time that they value money over people. So please hear me out and do not waste your time here. Do not so much as come take a tour here. You will regret it. Do not support this place that values dollar signs over people. Bad management. Bad location. Low quality apartment units. Terrible security.

While it seems to me to be a little expensive, I definitely would recommend this apartment community. The bldg is very well taken care of, as are the residents. The office staff are friendly and capable, the apartments well designed and fitted and inviting.
If I had friends that wanted the downtown experience and had the cash for the place sure, but most of the people I know who would enjoy it would be easy to hear them next door

So far am enjoying living here. Expensive, but nice. I feel that I am getting what I pay for, essentially. Deborah was great through the viewing and move in process.
I have lived at The Cosmopolitan for going on eight (8) years. The staff has always been wonderful and made the place feel like home. Any issues that arise are always taken care of. Only have positive feelings and comments about living at The Cosmopolitan.

Deborah was wonderful and so helpful! She immediately made my husband and I feel welcomed. We dropped in for a tour and I was so happy that she was able to help us see the building that morning. Unfortunately, we found another building that better-suited our needs, but I'm glad we had the opportunity to see the Cosmopolitan.
