Yes, it's called Capitol Hill -- but it isn't the capitol and there's no capitol building. So how did this Seattle neighborhood get its name? Back around 1900, a real estate developer renamed the burgeoning community from "Broadway Hill" to "Capitol Hill" because he wanted the capitol to be moved from Olympia to Seattle. That never happened, and the quirky neighborhood kept its new quirky name. Capitol Hill is the neighborhood for those who love nightlife. As Seattle's premier place to party, Capitol Hill is home to coffee houses, taverns, bars, nightclubs, and theaters.

Property Ratings at The Fifteen
Very unethical management. It has been three years since I lived at Stream Fifteen and I am now receiving spam calls from a collections company saying that we owe cleaning charges that were worth more than the deposit on our apartment from three years ago. When we moved out, money was taken out from our deposit for our cleaning. We cleared with management at the time that we did not owe any more money and we got almost our full deposit back. It doesn't make sense to give us our deposit back if charges were pending. We received no correspondence after move out from Stream 15 via our mailing addresses, emails, or phone numbers about further charges. I'm very disappointed in the way that this has been handled and the way Stream 15 management has given all of our information to a collections agency who is now contacting us three years after move out regarding charges that are not valid. They are extremely difficult to get ahold of and have made no effort to correct this situation. It seems like other tenants have had similar experiences.
Walls are paper thin. I can hear neighbors washing dishes and having low key conversations. Can't wait for my lease to end!!!
Don't EVER rent apt from Pacific Crest! The management told us not to worry about cleaning our unit because they will provide us a cleaning service for 120$. Couple weeks later I moved out from the unit they sent me "an itemized list of charges" charging me for unit painting and unit repairs and this was NEVER mentioned by the management!!! WORST experience EVER.
Unfortunately, another real estate company in Seattle that knows how to get the most profit off of their tenants. Save your money, try to find an independent landlord.
BEWARE OF THIS SHADY APARTMENT AND THIER UNCONSCIONABLE BUSINESS PRACTICES! I would strongly suggest AGAINST renting from this company!!! I viewed the apartment building while still in construction phase; then put a holding fee down to hold the unit I was interested in. The management harassed me to sign a pre lease but verbally told me that the lease would not be in effect until I handed over the deposit and received my keys. Ten days after signing and sixty days prior to move in my hours were cut at work. I then notified them immediately that I would no longer be able to afford the unit. They let me know that they would keep the holding fee. Now seven months later I'm shocked to find that streamfifteen is suing me for breach of contract. In the thriving rental market of Seattle they were able to fill the unit prior to the move in date. It's so very sad that a company would take advantage even though there was no loss to them. I imagine construction costs got too high and now they are trying to recover losses in anyway that they can.
