Savage is situated off of I-95 and Maryland Route 32, between Baltimore and Washington D.C. This former mill town features a variety of amenities, including upscale dining and shopping destinations, nature trails, plus easy access to nearby golf courses, casinos, and the Baltimore/Washington International Thurgood Marshall Airport.
Its history began in 1820, when Amos Williams and his brothers founded a textile business on Little Patuxent River, using investment money from good friend John Savage. The river helped power the mill’s machines which produced mostly canvas for boat sails, except during the Civil War and World Wars when it also manufactured uniforms, tents, and canon covers. The mill was in operation for more than a century, and in 1984 was transformed into a marketplace with distinct specialty shops, art galleries, jewelry stores, and restaurants – now recognized as the Savage Mill Historic District.

Property Ratings at The Flats at River Mill
This place is listed as "luxury" apartments. Trust me, they aren't. Is there a pool? Nope. There USED to be a pool, but they filled it in and made it into a lawn (aka doggie poo pit). A few of the neighbors are nice, but management here is the worst! There are constant problems with noisy neighbors, disabled cars in the parking lot, dumpsters overflowing, and a growing herd of feral cats that breed and overrun the parking areas. And roaches. It doesn't matter how clean you keep your place - there are roaches. Your "renovated" apartment will include a "washer/dryer" all in one unit that takes 6 hours to run one load of wash. You will pay a lot of money, and you will get not much in return. Take your money and go someplace else. That's what I did.

Savage is a nice area. However this community doesn’t have a pool or gym. There are no amenities. Apartments are old. Walking distance from bus stop.

My fiance and I lived in River Front Apartments for 2 years. We moved in because it's the cheapest apartment complex in Howard County. Therefore, it's super basic with no gym and pretty bare minimum everything else. The place was built in the 70's so it's not completely up to date, but if something broke they fixed it for us and maintenance was pretty responsive. We always made maintenance requests via the online portal in which you could also make payments and get community updates. My biggest complaint was that the pool was out of service for the two years that we lived in the apartment. I opened for a week the second year and that was all we got. The gates were also broken multiple times and then pretty much permanently about 5 months into us living there. They installed cameras on every building and told us that the cameras would allow them to find out who keeps breaking the gates. The office had birthday month celebrations and holiday celebrations. Loved that they thought about those kinds of things. Neighbors were the usual grab-bag of people you find in apartment complexes. A few families, a lone quiet person here or there, the one across the hall who ALWAYS played his music loud enough to jostle our pots and pans, and then the drunk who lived with her husband above us. I also loved that it was walking distance to a lot of stuff (convenience store, Savage Mill, Weis, the library). It was also close to a lot of bus stops. When we moved out, we vacuumed, steam-cleaned the carpet, filled all the holes in the walls, and scrubbed down everything. We got our deposit back (almost) in full. There was maybe one thing that they had to fix and it was due to our cats. Overall, it wasn't fine living, but it was a good place for my fiance and I to start our lives together.
For the past 18 years I have being in the management community and I moved here about a year ago they just start replacing the sliding doors and from a left- swing they change it to a right swing which it minimize the space in the living room and the dining room the reason that the management give us is that the doors that were installed before we're wrong if it was wrong how could it pass the blueprint inspection when this place was built I have not only be in management but I am also a certified instructor and I am a certified camt which is a certified apartment maintenance technician which I have to study for that and I have to have my Community College classes in that field now we have a living room or dining room that we don't have enough space also when you open the door is right at the HVAC unit and that will cause the unit to pull outside air faster. Their answer was that the original door was placed wrong so I asked a question ,how did the blueprint got approved and passed inspection. The office workers look at your face and think that they are better than you because they in the office and hold a title and you're just a simple person renting, here or that you are completely ignorant and that you should be subjected to just accept anything that they throw into the air. I'm up set because they don't have any respect for the residents. Ps the pool was off the entire summer
Do not...and I mean do not make be here unless it’s your last resort. We moved in with ZERO furniture and went to buy very expensive furniture for my kids my need room and living room. Once delivered (no more than a week later) we found roaches in our kitchen. We called the management immediately it took them two weeks to come out. The problem still wasn’t solved. We have had about 50 different types of communication with the management about our big issuF e over the year, before ncluding calling Howard County health department. They sent someone to do an extensive treatment once we contacted a lawyer and the health department. management refused to move us to a new unit. It has been awful and the worse part is I spent over $5000 on brand new furniture that I now have to throw away because everything is infested.
Community is nice and quite, However, the management have poor professionalism and is highly obnoxious. Maybe it can improve if customer service training are provided. You cannot speak to individuals however you please based on your title. Treat people with respect

2 things I like about this property. 1- the price is cheapest in the area. 2- complex is rather quiet overall. However- YOU GET LESS THAN YOU PAY FOR!! I have never lived anywhere with a roach issue. They keep sending exterminators and the next month you see another one. Although they have done some upgrading of the units, do not be fooled! It LOOKS nicer, but the units are VERY OLD and the complex does quick/ easy repairs. The steps to the building are cracked and crooked, the flooring inside my unit is lopsided/ sloped In areas. There is actually about a centimeter thick crack between the floor and front door, so bugs come as they please. The bathtub is pealing and gets worse with each shower. It is hard to find parking after 9p. The worst part? I moved there to save money! And have not. Utilities are to be paid with your rent, but water, heat and trash average about $100, although I was told the norm is $40. Overall, I have NOT had a good experience.
