Located about seven miles southeast of Downtown Washington, DC, Congress Heights is a historic neighborhood experiencing revitalization. The neighborhood is home to the historic Saint Elizabeth’s Hospital and the US Coast Guard headquarters. Congress Heights is emerging as a hub for leisure and sports thanks to the newly built Entertainment and Sports Arena and Gateway DC, a green space used for festivals, farmers markets, and other community events. As far as rentals, Congress Heights is one of the most affordable places to live in the capital with condos, apartments, houses, and 20th-century townhomes available for rent.
Although the neighborhood has garnered more attention recently for its newer additions, Congress Heights is known for its tight-knit community and rich culture. Block parties are common and locals gather at community spaces like the Town Hall Education Arts Recreation Campus and the Congress Heights Arts and Culture Center.

Property Ratings at Wingate Gardens
Whatever you do do not come to the gardens. This place has the worst office team and maintenance team in the world! If you have a problem in your apartment you’re better off getting on YouTube and fixing it yourself. Security rarely do their rounds and there is always something going on around the complex where DC police have to get involved.
I’ve lived here for almost 7 years. The latest issue is the fact that we can’t get a hot shower every morning, despite calling maintenance. Their answer to the problem is to tell us to wait for the hot water heater to heat up the water again before use. This has been happening for too long. A good property management team would see the maintenance requests, and call in for a new water heater since the one here is obviously not cutting it anymore. It baffles me to see that they expect you to go to work late, just to wait for the hot water to come back on, EVERY MORNING!! Oh, and the cherry on top: I had my new SUV stolen from their “secure gated community”, and my motorcycle was taken, and found at a dumpster around the corner with the engine missing. Constant gun shots at night lull you to sleep. Neighbors throwing trash in hallways, groups of teens gathering to smoke in hallways, washer and dryer has no hot water to hook up to, so you can only wash with cold water, and that’s when the whole neighborhood isn’t using the machines (they need replacements for each building because everyone comes to ours to wash), and the list goes on. When I had my car stolen, they also stole my apartment keys. luckily the office gave us a replacement copy (hence the 1 star). But now, they are harassing us for a copy of the apartment key, because they realized that they didn’t do their job and make a copy of the key before giving it to me :( That’s their mistake, yet they constantly send reminders to have me go to the office to make a copy of the key.... so I have to take time out of my day to fix their mistake). And they tell me they can’t fix issues in my apartment when they don’t have the key.... wow! Highly recommend paying a little more to live elsewhere that is safe and comfortable. Cuz this place is not it!
Property Manager at Wingate Gardens, Responded To This Review
Thank you for your review. The management team of the Gardens at Wingate takes pride in providing our residents and their guests with great service. Our goal is for our Maintenance Technicians to complete service in a timely manner, including response to any need for extermination services weekly, all of which has no cost to the leaseholder. We encourage all of our residents to bring specific concerns to the Community Manager so that they can be promptly and thoroughly addressed. We appreciate all of our residents and work hard to ensure that you are comfortable in your apartment home.
As a single mother of three and a military husband that recently transformed - it was my good fortune to have found the Gardens apartment at 118 Galveston Street. There is a daycare for my youngest child across the street from the apartment. There is a highly rated school in the same neighborhood for my other two children. This is true happiness. Another thing, there is a pool for the children and another one for the adults. The grounds are professionally manicured. Metro is most convenient to the places I must go.
I have been here at least 8 yrs. and it has been the same since I got here...no what it has gotten worst.Water has been getting cut off every other day due to something going wrong with the water pipe. Things get broken and never fixed. There is no rent control, no maintenance, and the adminstration sucks!
I've been living at the Gardens for 9 months now. The apartments are quite nice, but the service is terrifying. I understand that the property is under new management, but there's no excuse. My roommate had put in a few work orders when we first moved here (which was in April of 2014). Maintenance finally came to fix 2 of the 4 issues in our apartment in the end of June. We are still waiting for our fire detector that is in our living room to still be replaced. We told them we have a rodent issue and we are still waiting for that to be taken care of.
