This is BY FAR the WORST place we’ve ever lived in! The people in the office are so rude and nasty! And lack any kind of empathy! Only thing you’ll get from this place is a headache! Nothing ever works here! We’ve gone a week without hot water and also a week without power! And now not only does the laundry card machine in the office not work but neither do any of the 3 washing machines in building!!! They never apologize for anything here! Just rude with attitude like they are so disgusting here! I am here to warn you, STAY AWAY FROM THIS PLACE!!

My Husband and I have lived here for 3 years and are now leaving YAY!!. The reason we stayed for so long isn't because we loved it, or even liked it but it was because of the location and the cost of leaving. Our complacence was a product of things going very wrong and then being ok for a longer period of time. but every time we would sign a Roaches: Upon moving in we would see a cockroach her and there but it was only gotten worse at time moved forward. I know that this is a reality of apartment living but seeing them on a daily bases is too much. Though they spray once a month-ish it is not enough to deal with the issue its just enough to make people feel like they are doing something. Maintenance: In our 3 years of living here our experience with maintenance leaves a lot to be desired. I know that the pandemic had its own effect of how they did business but when our AC started leaking in our utility closet it was outrageous. Our closet and hallway carpet was constantly wet for an extended period of time. Sure they paid for the carpet to be cleaned but we were on a first name bases with the cleaner because we saw him so often he eventually left us a 5 gallon bucket to catch the water dripping from the unit. 5 Months went by before it was "fixed" instead of fixing it in (the unit is so old that it needs to be replaced) they mounted a water heater platter under the unit and after a 3 or 4 adjustments we now pay twice the amount to run the AC because it is so inefficient. lately our requests have been small but they have been good about it. Overall experience: The main office is Zero help unless you go to the manager. The Buildings are old and there is only so much maintenance can due. The Company who rents will not update the buildings in any helpful way. Loyalty means nothing when you leave. If you are in a pickle and you need a cheep option here is fine, just know, you get what you pay for.

I moved in over a year ago . Place has went down hill I want able to see apartment before I signed a lease should of realized it then . Floors are with tacky paper not tile , appliances are very old don't work . No updates on apartments but raised the rent , broke down cars in parking lot , haven't moved since spring last year garbage thrown all over . Cleaning out cars leaving trash in parking space, garbage thrown outside of dumpster instead of inside it . Ice from storms bad on sidewalks someone could be hurt don't bother to salt or take care of . Manager has no clue what there doing . Place not worth what they ask building beds repair outside but over look for cheaper way looks tacky , owners only out for the money . Laundry rooms are backed up with water sewer clogged smells bad , mold growing on walls cover up with paint . My lease up soon out I go . Too many other nice places for this price not with monarch as a owner .

Smelly hallways, ghetto apartment..poor management. Bad customer service. They promise you they would take care of stuff..but they never do. When you ask them they be like we are very sorry..bla bla bla

First of all they only advertise only one building complex to make you think these are some new apartments actually these are some run down old apartments that need major update outside and inside for the price they charger per month, second of you tell management about some of things that need to be fix and maintiance take there own time to come and so repairs, third the bedrooms do not have any light fixture it is some many things so wrong with this apartment complex I wish that I could have look more before coming to this place. Once my lease is up next yr I'm getting away from here. I advise anyone do not do a virtual tour do a on site tour to see for yourself!

Save yourself money and frustration and literally move anywhere else.It’s awful and the complex staff is very inept and rude.The Highlands were purchased by Monarch during the time I lived there.As unbelievable as it sounds,they took a mediocre complex and made it worse.The office staff never answers the phone, replies to emails, or answers any questions without being condescending.On several occasions office staff gave me and my roommate conflicting and incorrect information starting with how to register in their system to pay rent, move out procedures, and how to schedule a move out walk through.We were charged for carpet cleaning and to repaint; of which should be done with new residents moving in.As for maintenance requests,they go unanswered, or written off.The complex itself is older and definitely showing the wear and tear of inconsiderate residents.The parking lot is always full of trash or children who are unsupervised and use it as a playground-enjoy scratches and dents on your car.Or in my case, children who physically hit your car while you’re in it (don’t worry if you report it-the office won’t do anything).that’s just if you’re lucky enough to get a parking spot.The lot is constantly full and if you arrive home after 5pm you’ll have to park in another lot.The lot is full of mattresses and dirty furniture that people try to put in the dumpster and just end up staying there for months.There were 8 apartments in our building and some miserably inconsiderate neighbors. From the constant smell of weed, screaming children, slamming doors, and children playing in the bushes outside your window or trying to break in, it’s not the peaceful escape you’re hoping for.The laundry room is disgusting.There were 3 washers and dryers for 23 apartments in the building that other buildings will come use. Washers and dryers are constantly out of service.Several times overloaded washers and dryers have smoked and set of smoke alarms. If you’re thinking about using the fire extinguisher to stop the laundry room dryer fire-don’t bother.The children have already taken it &were playing with it in the parking lot.People will also stop your wash or dry, remove your clothes & put theirs in touching your unmentionables along the way.Don’t bother complaining to the office,they will do nothing.When given notice of the $100+ increase in rent, I asked what improvements were being done to justify the increase.I was told it was “market price.”the amenities are not as pictured.

If you’re looking for a complex with overpriced rent, minimal parking, annoying neighbors, and inept office staff, then the Highlands is just right for you. The new ownership group, Monarch, does not know how to answer the phone or emails. The groundskeepers don't know how to keep the areas clean. There is constantly tons of furniture and trash all around the dumpster.Parking is practically nonexistent. If you have the audacity to get home after 7 pm, good luck finding parking anywhere close to your building. It's a long walk across a dark and dirty parking lot for you. There are so few washers and driers per building that you're better off going to a laundromat. Our building had 3 units of each for 23 apartments, and they were always broken. The laundry rooms are filthy and disgusting. Strangers WILL move your stuff out of there and touch all of your laundry like it's their own. Kids will run around the parking lot like it's a playground. Kids punched my roommate's car while she was in it. These same kids tried to break into my window. Other tenants had issues with mold from constant water damage that was never resolved. Monarch is the worst ownership group I've ever had to deal with. They nickel-and-dime EVERYTHING. Everyone at the office had the nastiest attitude in the world, consistently acting like any question we had was the biggest inconvenience of their life. They are incredibly nasty and rude. During our move out inspection, where we were told, and I quote, that it was "one of the cleanest move out inspections they'd ever seen," they still kept almost half of our security deposit for paint and carpet cleaning - two things they're legally required to do before new tenants move in. What a ripoff. Everyone in the office has a terrible attitude, and dealing with them was one of the worst parts about living there. This is not an office staff that cares about the quality of life of their tenants. TL;DR: Basically, as long as you never have to talk to the office staff or neighbors and as long as you don’t ever want to move your car, you’ll be fine.
Let me tell you a little about the management. I have lived here for over 2 years and always just kept my mouth shut with all the nonsense that goes on with this place. I had to go out of state to take care of my father who is in the hospital and in very bad shape. I come home to find a note on my door saying, in all caps, "YOU ARE BEING ASKED TO LEAVE THE PREMISES DUE TO NON-PAYMENT OF RENT, IF YOU DO NOT LEAVE, EVICTION ACTIONS WILL BE INITIATED AGAINST YOU". Now let me just tell you, I was LESS THAN A WEEK late with payment, which I fully intended on paying when I arrived home with whatever late fee was tagged on ($75), since this "new management" took over this month, they erased all our pre-saved bank accounts and credit cards, etc.. on the site that allows us to pay our rent. Not having my bank account and routing numbers memorized, I was somewhat forced to wait a few days until I was able to get home and update everything. I find it funny coming from a bunch of people that fix NOTHING. Bugs crawling all through your apartments day and night, MY shower backs up with NEIGHBORS water when they shower and it's been reported multiple times with no fix. Yet, they threaten to kick me out over a few days late payment, when they completely neglect their responsibility as management to fix and maintain this trash complex. Trash is PILED up outside by our dumpsters, trash has blown all over the parking areas with no urgency to clean it or make it look presentable. Don't count on the washer/dryer rooms to dry your clothing properly either, I can't tell you how many times I've had to pay 2-3 times just to dry some clothing because they are all broken but they'll take your money. I've been promised new screens for the last 2 years since I can't open any window or the sliding door because every bug will come right in and make itself at home. I wish WE, as tenants, could penalize THEM for being terrible and not doing their duty as owners of the complex, but yet NOTHING happens to them, no rent deduction, nothing, but they just throw you out without even a phone call, email, or even a letter BEFORE the "get out or else" letter. I paid them the minute I got home, but you can best believe, I am searching for a new housing unit and I will tell everyone never come to this complex. Do yourselves and your family a favor, pay a 100-200 more a month and get yourself a nice apartment with management that actually gives a crap about their tenants and not just money.
As someone stated before, the heat is garbage. I have two small children and most nights in the winter your apartment will not even hit 67 degrees. As I'm writing this, my thermostat is set to 70 and its 62. Windows are terrible, very thin and insulation is hardly present it seems. At night you can feel the air coming through all windows and sliding door, god forbid its windy out side... you might as well just get in a sleeping bag and hunker down. If you like 9 layers of painted walls, (I'm guessing this is how they "clean" the walls when tenants leave) this'll be your place for sure! I just like to think of it as the rings on a tree trunk, I can count how many people have lived in my apartment before me! Just a fun activity. Lighting is an ABSOLUTE joke, you get ONE extremely comically small ceiling fan with two tiny little bulbs in it to light your entire living room. No bedroom lights AT ALL. I don't know what apartments have the kitchens displayed in the pictures here.. but let me tell you MY kitchen looks nothing like that and I have a 2 bedroom. I have a 12 inch area to do EVERYTHING needed to cook dinner. There is no space to cook, prep, even doing dishes is a pain if you have more than 2 people worth of dirty dishes. I will say that maintenance does show up rather quickly 1-2 days. Will they fix the issue the first time? meh.. 50/50 shot. I had to call them back 3 times for the same issue, which was resolved the third time around. I personally like the maintenance guys and the office crew, but that's just my opinion. Bugs are a HUGE issue also.. If you don't like insects living with you, don't even bother. I can't even tell you how many bugs come into my apartment from the windows, vents, random patch jobs on the walls, or under my front door (considering the 1/4 inch gap in the door, you can see light straight from the hallway) It's always nice to have a centipede looking creature crawl across your pillow when you're half asleep, or a nice spider to come dangling down from the ceiling onto your shoulder or face while you're minding your business. I've lived in worse places, (granted I grew up very poor) but for the area, I would consider it the "slums" of West Chester. There are much nicer places that are upkept much nicer than here. You will pay a little more, but after being here for awhile I will most likely be moving myself once my lease is up. P.S. Thin walls/Ceiling ........... cheapest carpet around
So I moved in into this complex in Ocotober this year is the worse every day something is not working with the heat system.The worse of all is the maintenance guy called Scott that there is nothing for him to do when we are in December and I have been without for 3 nights. Please don't even think of coming to this apartment complex is the worse of my entire life.
This is a great community for a young professional or young couple. The apartment is a nice size, with a good amount of space for 1 or 2 people. I love that the apartment is carpeted as I have a cat and it makes fur management much easier than hardwood. Everything seems well managed, in that maintenance responds quickly. My only real compliant is that the kitchen is rather small. I've solved this issue by simply doing most of my prep on my table in the living room. However, if you like spacious kitchens, I might consider another location. Overall, I'm very pleased with my apartment.
