The Highlands/Perkins neighborhood of Baton Rouge is located just south of downtown, nestled into the curves of the Mississippi River. A relatively upscale area, Highlands/Perkins offers a range of mid-rise apartments and single-family homes that showcase the best the Bayou State has to offer. A convenient location just across Interstate 10 from Downtown Baton Rouge means residents will always be close to the action. The neighborhood is also home to Louisiana State University, and there’s a welcome youthful energy courtesy of the campus and its students. There are diverse cuisines to explore including Cajun and Creole foods near the university and just off the interstate. Breweries have sprung up near the river and there are well-maintained parks to explore both near the water and closer to Downtown Baton Rouge.

Property Ratings at The Legacy at Baton Rouge
First off the issues everyone faces: below average wi-fi, you never know which entrance/exit gate works, and you hear about a car-break-in every week. Individually, our AC has gone out twice and hasn’t been the same since, our TV stopped working during usage and has not been replaced after FIVE FULL MONTHS, and my carpet is currently soaked due to a leak for at least the fourth time in my two years here. It’s honestly impressive that a place can have so many problems. There’s mold in the bathrooms and near/on the ceilings and maintenance literally told us we need to “go buy some spray bleach and wipe it down” which seems like a maintenance duty if I’m not mistaken. Stuff WILL be broken upon move-in day so make sure your camera is ready.
- Property manager needs improvement in respectfulness in their communication - Slow maintenance response, often exceeding months for fixing anything from fridge to the roof (GOD forbid something breaks) - Internet reliability issues during rain, problematic for Louisiana's climate - Excellent amenities and high-quality buildings
My unit's A/C and internet was out for a solid month where we couldn't even live here because it was always in the mid to high 80s at all times. We couldn't do our class/homework and three of us left to go to our parents' houses. I called and went up to the front desk several times, but they did not help us until later when the part came in. Eventually it got installed, but when I called because my roommates and I wanted to try and get a reimbursement for the time we weren't there, they started ignoring me. They told me to send them an email and I sure did, but never got a response. I called several times and went in person, but the property manager was no where to be found when I would go up there. I left messages and notes for the person, but they did not care at all and never even bothered to give me a call back. So we were cheated out of our rent for time where we couldn't even stay here and they refuse to communicate with you for anything fund related unless its them wanting your money. The people at the front desk are very nice and helpful, but the manager is absolutely horrid. Do NOT expect to get any sensible reimbursement for error on the property's fault. We had to wait weeks for the part to get shipped and for the internet to be functioning. You would think they'd have backup machinery on stock and at least give you reimbursement to make up for the time you suffered under their care. They simply don't care is my point.
Management here sucks. Unsafe situations and they claim they cant do anything about it when there are no cameras around the property. If you have a problem they arent going to help you. Go live anywhere else. If i could break my lease I would. I feel so unsafe living in my apartment.
Jan 2021: My son moved in this horrible place in August. He moved out in November and refuses to go back. He was placed in an apartment with two adult males who work in fast food restaurants. Their hours are night shift so they are home all day playing video games abd shouting at the screen. They do not clean up after themselves so the house is full of trash, old containers of food, and drinks. They don’t clean their own dishes, they take his when they run out and leave his dirty and all over the house. They take his food, leave the pots and pans dirty so he has nowhere to cook or eat. They won’t listen when he tells them to keep it down because he has to study, or to take out the trash or to clean up after themselves. The managers are awful, telling him the only thing they can do is move him somewhere else with random roommates who may or may not be LSU students. He moved out more than a month ago and the only thing the managers there can offer is for him to sublease it himself or to pay them an additional $700 for them to put him on a list just in case someone calls for a room. They also told me they don’t advertise for it themselves, so the list doesn’t really help unless some poor sap is looking for one room and calls them himself. They also said that the list is long so don’t hold your breath about them finding someone for you because they won’t let you out of the lease; you’ll be stuck paying to live with horrible roommates who are not even students. BEWARE!!!

Simply put, the leasing manager is completely unprofessional and cannot ever be bothered to try to tend to a resident’s problem. She spends her days hiding from inquiries, phone calls, and emails. You’ll get the run around from the rest of the staff until you give up on your issue because she doesn’t want to have to deal with it.

The management is terrible, I counted down the days until I moved out. The robberies and break-ins are incessant and they refuse to even get cameras. Majority of our units were FILTHY upon move-in, and they will charge you ridiculous fees when you move out (charging "cleaning fees" even though I had my place bleached spotless before I moved out despite receiving it dirty, charging upward of $300 to replace carpet that was stained when we got there, and much more). The office will not return your calls. The leasing agents are all so very nice but so very clueless, and will give you the runarounds because the manager Ms. Nguyen doesn't care to be bothered. You couldn't pay me to live here again.

The rooms are very homey and the bathroom is very comfortable. However, the rooms and the bathroom aren't very lit, meaning the lights are super dim. Also, the office staff at The Exchange are incompetent. They don't pick up the phone, which means you have to go to there in person. If you put a work order in it literally take three weeks before they do it. They are the slowest complex in Baton Rouge when it comes to work orders. I honestly would not recommend living here because if anything breaks it'll be forever before it gets fixed. The competition amongst apartments are too stiff for The Exchange to be lacking in maintenance. Do yourself a favor and ask The Excvhange about their bug problem and poor maintenance before you stay here.

I have lived at the Exchange for 2 years now. The first year I had ladybugs covering my apartment all over for at least three months and recurring wasp nest in my stairwell. The second year I found a BLACK WIDOW on my front door along with the occasional spider running up my walls inside. Even if you call the Exchange to have an exterminator come out, they will tell you he is coming next week but he never does. In addition to the bugs everywhere, I receive emails about car robberies too frequently. It even happened during October and November of 2016 that I received two emails in three weeks about crimes here. The only perk about the Exchange is that they have very cheap rent. The workers at the Exchange are very nice but extremely incompetent in their job. I do not recommend the Exchange to anybody.

UNSAFE !!! CRIME CRIME CRIME !!!! chronic break-ins throughout 2016-17. Property office and PEAK CAMPUS are doing nothing ! No 24/7 safety presence, no cameras at gates, no nothing. Find another place to live unless you like assault, armed robbery, broken car windows (6 different cars in June alone). YOU HAVE BEEN WARNED. The office will tell you "We are actively working with Baton Rouge PD and they are following leads, blah blah blah". They send out emails and hold town hall meetings but DO NOTHING. They are incompetent idiots. This was AFTER a friend woke up to find someone had broken into her 1-bedroom apt. Imagine that ! Someone will be raped or shot....will it be you ? How about putting cameras at the gate ? How about putting on-site CONSTANT security presence while you continue to drag your feet to fix the issues ?

The complex as a whole is very modern and offers a lot of amenities, though the landscaping could use a little work near the road(not a big deal). The one bedroom is so nice and the price is more reasonable than some of the other newer complexes. I haven't had any problems so far. The leasing consultants were nothing but nice and helpful. I haven't had any ants in my apartment like I've read from other reviews. I'm glad I chose to live here!
The Exchange is close to transit, food, and shopping and on the LSU bus system. The main campus is about a mile away. The rent on a four person student apartment is substantially less than the surrounding complexes and the student amenities (printing, computer room, study rooms, and free, bless you, free coffee) are certainly a perk. And my power bill is only $25 in the summer, less in the winter. Maintenance has always been really good, and the office managers are very friendly and helpful. Overall, I'm very satisfied with the price and value. As a student returning to school after a long absence, I'm watching my budget and need something convenient, and this place does it all.
This is my final year at LSU, and being able to live at The Exchange has only enhanced this time thus far. I love the amenities and the staff couldn't be more helpful. The look of my apartment and the entire property is modern and stunning.
