The Hill Farms-University area is located on Madison’s west side, about ten minutes from the Wisconsin State Capitol Building. Its close proximity to the beautiful University of Wisconsin campus makes it a desirable residential area and on a clear day you may even be able to catch a glimpse of Lake Mendota from across the grounds of the Blackhawk Country Club on the neighborhood’s northern border. This mostly residential neighborhood was developed as a self-contained community with schools, parks and shopping outlets all located within walking distance from its peaceful residential streets.

Property Ratings at The Normandy Apartments
This complex was built in the 70s and has never left. The previous review (Cheap and Cheap) is spot on. The staff are rude--they make promises and then when you confirm or follow up, they deny they ever said what they said. They will brag that floors and walls are incredibly sound proof--LIE LIE LIE. I am pretty sure the people above me wear cinderblock sandals all day long and rehearse their STOMP performances nightly. Be prepared to wait several minutes for hot water from any tap unless you can time it with your upstairs neighbor flushing their toilet--then you will get a surge of hot water. I have had to make multiple repairs to things because maintenance is unreliable (thank gawd I married a general contractor). The garage flooded in August 2018 and the entry carpets and common areas got soaked with 1-2 inches of water and when it rescinded, it left a disgusting mess behind that took months to address--even though they say that cleaners come through weekly. Its laughable that they think just laying down new laminate that looks like wood suddenly makes it all better! Its dark and dank and they have raised the rent without raising amenities or the aesthetics of the place. Their attention to detail (or lack there of) is clearly evident in their ad above--it is wrought with spelling and grammar errors--seriously--they couldn't take a few extra minutes to review it before hitting the send button? That should be enough to tell you--keep looking.
This apartment is located on two bus stops, 15/56/57 routes which takes you to campus quickly and 2/10 which takes you there a bit longer. And the apartments are both big and cheap however, they is crappy from the inside. Everything is OLD. But I mean, you get used to it. My big problem is with the landlord. Pam, at start, was very friendly and helpful, but ended up charging us 400$ for absolutely nothing. When I first signed the lease and saw the apartment, she pointed out that there were burn marks on kitchen tiles, and she said that she has acknowledged it and that it isn't even necessary to note it on the sheet she gives you. Anyways, after I left the apartment she charged us 200$ for the tiles, and although I have emailed her about it, she said that they were brand new! THE KITCHEN TILES WERE DISGUSTING, matter of fact, the countertops and the cabinets were all disgusting and smelled, but I really didn't feel like making a fuss and went on with life. The tiles were so bad that we never walked barefoot into the kitchen. And after suffering for a full year, Pam ended up charging us for the tiles. Anyways I asked her to show me documentation that proves when the tiles were last change and she stopped responding. She also made us pay for cleaning charges which was stupid because we returned the apartment in a better condition (after 4 days of cleaning). The other lady, however, is even worse. She is very rude. Cant really explain this one but trust me on this. Overall, don't expect much. The prices are low but the quality is really bad and the office people are terrible. I would recommend one of the neighboring apartments.
