Known locally as “Old City,” Center City East comprises some of Philadelphia's oldest buildings, dating back to colonial times. The area includes the Graff house, where Thomas Jefferson lived while writing the Declaration of Independence; Independence Hall, where it was signed and ratified; and numerous other legendary American artifacts and landmarks such as the Liberty Bell.
As you might expect, it’s an extremely popular tourist destination, but the vintage buildings are home to exquisite restaurants and a thriving nightlife scene that locals can’t get enough of. Philadelphia’s Chinatown takes up a significant portion of the neighborhood, injecting international flair into the all-American landscape. The tight layout gives many residents the option of walking to work, the grocery store, or out to eat, while PATCO and SEPTA service provide several convenient options for getting around the city.

Property Ratings at Packard Building
I lived at the Packard for a year and that was entirely too long. The first few months of living there- the fire alarm would go off in the middle of the night MULTIPLE times at least twice a week. Then when I attempted to ask the manager of the building about the issue, all they responded with was an extreme attitude. The gym is great but there is no where to store your bikes. Multiple packages of mine went missing. And then when I went to move out, the charges of cleaning the apartment were unnecessarily punitive. Obviously cleaning the white carpets was necessary but there was a charge for cleaning all other areas of the apartment as well. Overall, terrible terrible experience with rude managers and extreme disruption.
Property Manager at Packard Building, Responded To This Review
Dear Alexandra: Thank you for taking the time to review our property. We are sorry that your time with us did not meet your expectations. We hope that we can address a few of your concerns below. We understand that you called the property yesterday looking for a package that was delivered on December 14th. We have thoroughly checked our package room and were unable to locate the parcel. Further, this delivery was not logged in at the property's front desk. It is not unusual for there to be delivery mix-ups during the holidays. In fact, we received about 15 packages over the course of the last several weeks that actually belonged to a neighboring property. We recommend that you contact the sender and/or carrier to determine the name of the person who signed for the package. This may help you track it better. As for bicycle storage, we have two bike racks which are located in the property's garage. We would have been more than happy to arrange storage for you had you brought this matter to our attention. Finally, all apartments are expected to be returned in the condition they are delivered at the time of move-in. Your manager performed a move-out inspection of your apartment and took documenting photos for your file after determining that it had not been cleaned properly. Charges to return the apartment to move-in condition were assessed to your account to have the apartment cleaned. We can assure you that this is standard practice in the industry. Alexandra, please know that we will continue to be on the look-out for your package and will contact you if it is located at the property. We wish you the very best of luck in the New Year!
Have lived here for 3 years and love it. The maintenance is very quick to respond and the building is well kept up. There is currently a homeless shelter behind the building, which has led to people living in the street next to the apartment building, but management and the church next to the building are trying to work on a solution.
We love living at the Packard. Beautiful views! The front room is just amazing. All of the front desk staff is so friendly and helpful. You have access to both the gym in the building and metro fit. Metro fit is brand new. They repurposed an old rec building and it looks amazing! It has a great basketball court, weights, and cardio machines. The gym downstairs and weights and cardio. It was perfect, we ended up canceling our other gym membership. We have never had a problem with maintenance, you file your problem online and they are there same day or next.
