Property Ratings at The Residences at Congressional Village
The only pro of this property is location. Let’s open the con list: 1) Maintenance is beyond poor. You have to call multiple times to get anything done. 2) The management is an extortion racket. I lost my access fob a week before all the doors went automatic (app operated). They still charged me 75$ for a new fob which I only needed for 2 weeks. 3) Rent increase is exorbitant for the service provided. 4) They are doing some kinda building renovation and currently I have a construction worker right outside my bedroom window playing music. It’s a Saturday and I am recovering from Covid, so I could use some rest. These activities can be done on a weekday. 5) Fire alarm is way too sensitive. It goes off whenever I use the stove or the oven. 6) There are false building-wide fire alarms a few times every month. It’s happened in the middle of the night 2 times in last few months. 7) The AC can either be set to Heating or Cooling. So you have this period in Fall and Spring when the apartment will be super hot. 8) Paper thin walls, no noise isolation. 9) Trash room area is extremely smelly and poorly maintained. 10) Some mornings there’s a smell of vomit in the staircases. I feel with the sharp rent increase I am paying way too much to have to deal with these issues. Pay that 200$ extra to find another apartment. This is not worth the money.
The only pro to this apartment complex is the location but that is the only positive. The amenities are below average and half of the “amenities” they provide do not work or are broken (pool table has broken/missing prices, grills in courtyard don’t work, hot tub was cold). Dealing with the management team at this complex was an absolute NIGHTMARE and I cannot emphasize more how frustrating it had been living in this apartment complex. We lived here for a year and had issues as soon as we moved in with them losing our initial money order for first months rent and telling us it was on us and there was nothing they could do. After MONTHS and reaching out to corporate, we finally got everything resolved. After our lease was ending, we were moving to a different apartment within the complex. We found an apartment that worked out well, applied, were approved and had a fully signed lease. I then found out from Washington gas that the current tenant was not leaving. The apartment complex notified me a “mistake” had been made and that apartment was never available. We had emailed them several times with no response and even with a fully signed and executed lease, they did NOTHING to rectify this issue despite a binding contract. They told us there was another apartment in the same floor plan available but it was almost $1000 more a month than what we signed a lease for and they refused to price match what we signed a lease for. And now several months later, that same exact apartment they refused to price match is still available for even less than what we were asking for. We even toured and talked to other complexes in the area and they could not believe they did not price match what we signed for. They do not care about anyone or their tenants whatsoever. When you look at all of the negative reviews of this complex you will see a generic response telling you to contact them regarding your issue, however they will continue to completely ignore you and will not help you in anyway shape or form. “customer service is the most important thing we do” they wrote in response to a review but considering they can’t even follow through to a contract, this is not the case. Also the majority of positive reviews are people who have just toured or just moved in, and the negative reviews are people who have actually lived here. Do yourself a favor and go literally anywhere else there are many apartment complexes in the area
I lived in these apartments for two years, and in that time management changed three times. Alliegent-Carter is by far the worst. They are difficult to get ahold of, terrible at proactive communication and simply don't seem to care. Over the Christmas Holiday the fire alarm went off four times, yet there was never an explanation why. When we moved out, they mailed our security deposit to our old address... the apartment we moved out of. When we rented the community room, we confirmed the reservation THREE times with management and still were told we needed to reserve it when we were setting to up the event. The apartment itself was nice, spacious, and well laid out, but we could hear everything happening above us, which included music at 9am and children running around. The oven was unusable without setting the fire alarm off. The apartments weren't very secure either, I could name three different places where you didn't need a fob to get in, and sometimes people would sleep in the stairwell. It was an easy walk to Twinbrook at least.
I have lived here for almost 3 years, but I wish to rate with minus 5 stars. The location is good. Facilities are fair. Operation is horrible, especially the leasing team. Although maintenance requests will be submitted online, it is luck that they come in a timely manner, but still it is manageable. The worst thing is the leasing team. Basically, you cannot reach the leasing office. Emails are never responded, you can only leave a message by phone, and calls are never returned. When I tried to visit their office in person to speak with them, I was told I could not meet with them because I did not have an appointment, and when I asked how to make an appointment, I was told to make an appointment via email. How am I supposed to make an appointment via email with someone who never returns my emails? I spent several months in this situation when my lease contract was up for renewal, with being ignored for more than several months even after the existing lease was expired. I needed to spend a few months without a valid contract. Since a valid lease contract serves as proof of residency, this often leads to all sorts of inconveniences for foreigners like me. Of course, they did not listen to such claims at all. Even after I finally moved out of the residence, they continued to charge me additional fee that they had once confirmed were unnecessary. I countered with evidence that they had confirmed they did not need the fee, but they would not apologize for their carelessness or revise their charges. I am attempting to approach their upper management regarding this matter. As stated above, the leasing team is lazy, careless and lacks minimal respect for the residents. However, other than these factors, the location is good and the facilities are fair. I will try to convince myself that this one star is for those other factors. By the way, It seems odd to me that since the management company changed, there has been a rapid increase in positive reviews, even though the service has been downgraded.
Please don’t waste your time here. If I could give this place a half a star I would. The ONLY “perk” about living here is the location. That’s. It. Management is awful. No way or form of contacting the management office of any issues. All calls go to straight to an outside office and yet the supposed phone number to call to the management office does not work. Absolutely no outdoor parking or else your car will get towed (and trust me they will tow your car). Parking directly in front of the apartment will get your car towed. You have to pay for visitors parking (PER DAY) which I find so outrageous for what rent is. Parking in the garage is $65 a month with an additional $25 if you have 2 cars. Fire alarms are constantly going off so be ready to see the fire trucks at least 1-2x’s during the week (I truly wish I was kidding). The “mailroom” is a complete disaster. There is absolutely no such thing as organization so good luck going through everyone’s mail trying to find your package. There is absolutely no maintenance or upkeep to these apartments, everything is falling apart yet you get ridiculous “fees” added each month to your rent. Do yourself a favor and save yourself from the headache I personally went through living here.
The location and the unit itself is nice. Management company is so unbelievably bad that it doesn't matter. The fire alarm goes off every other week and there has been zero communication to residents about why that is or what is being done about it. I'm on the autism spectrum and sudden loud noises don't go well with me. The call box outside the building hasn't been working for a year and a half. There is graffiti on a stairwell door that has been there since I moved in 18 months ago. The stairwell next to my unit constantly smells like weed. The hallway door outside my unit is broken and lets in tons of cold air, which was particularly great with my heating system not working on the coldest day of the year. The heating system has since been fixed, but now the A/C won't work and my apartment won't go below 74 degrees. I can't sleep at this temperature. It's been three days since I called the emergency hotline and there's no sign of progress. If I could leave here today I would, but I'm stuck until August, so I hope nobody else gets into this situation. It's safe to say that this apartment is not worth what I pay for it, and I recommend people look elsewhere.
We moved here in May 2022. I was so excited as the tour of the facilities was very promising. We thought at the time this will be a great place to live after selling our home as we downsize anticipating retirement in 2-3 years. To say it has been a HUGE disappointment is an understatement! After two months of our move-in the building was sold/transferred to a new management. Resolution of a maintenance request is of very poor quality. The water fountain in the center court has never worked since we have been here and is full of green algae. There was a period of weeks that the fire alarm was not working in the building. It has truly been a disappointment. We cannot wait for our lease to expire so we can move. It is of greater disappointment that we cannot break our lease as the new management is not providing the services we applied for at the time we signed the lease.

We appreciate your insight and feedback. Knowing that you have this impression of our services is disappointing and we'd like to provide a better experience moving forward. Please contact our office at your earliest convenience so that we may address your concerns and resolve your comfort in our community. Sincerely, The Residences at Congresssional Village Team
My partner and I applied for an apartment here and ended up being led on for over three weeks and eventually denied for no reason after paying a $200 nonrefundable deposit. I will say everyone we interacted with was very nice however we were told that our proof of income was insufficient and needed to provide more information 4 times. We provided everything they asked for and it was never enough. They finally asked for one last item by the end of business day and we did just that. They didn’t get back to us so we called two days later for them to say they pulled our application with no further explanation. We wasted three and a half weeks of our time and $200 for the worst customer service I’ve ever experienced. I called to ask for an explanation from a leasing manage and received no call back.

I am sorry you were not happy with your experience. Please reach out to the office if you still have questions. We recently took over ownership (Allegiant-Carter) and would love to answer questions and help you find a new home. Sincerely, The Residences at Congressional Village Team
I lived at Congressional Village for a few months in 2017 and it was a great place. The location is the best thing about this place. It is close to everything you'll need. The metro stop, Twin Brook is a 7 minute walk away, and you are close to Safeway, CVS, Target, and Bestbuy. The property is kept very clean. No mice or rat. Neighbors were quiet and respectful. I enjoyed living here.
Having lost my husband of 49 years recently, I decided to move to an apartment. I looked at about 8-10 apartment complexes, but none other met my requirements. I wanted a 3-bedroom apartment with walk-in shower stall in the main bathroom, washer-dryer in the apartment, spacious living and dining space and an open kitchen, and easy access to covered garage. I also wanted wide, clean, lighted hallways. Residences at Congressional Villages met all these criteria, so deciding on it was easy. On top of that, the Leasing Manager and his team were extremely courteous, polite, answered all my questions to my satisfaction, and gladly took me around a second time when I realized I hadn't carefully looked at something. I have been living here since early February 2020. The front office continues to be courteous, polite and helpful, listens to my requests politely and immediately takes care of those. An example: The washing machine was too loud, and a new one was installed within two days of my request. The maintenance team is excellent and very efficient. The concierge is very courteous and friendly. I live on the top, or 4th, floor, and like the fact that I can easily find parking on my level. I don't hear my neighbors at all, and love that solitude. There are so many excellent eating places and great shops within walking distance, and thats a big plus for me. I am glad I moved here.

Hi Tuhfa, We're very sorry for your loss. We're glad our community here at Residences at Congressional Village has been able to bring you some peace of mind during this difficult time. Thank you for singing the praises of our courteous and efficient staff, and for taking the time to compliment our apartments and amenities. We're happy to have you as a part of our community. Please let us know if there's anything else we can do for you.
Do not move here, this place will only do one thing for you and that is to make you question how some humans can be so incompetent and simple. Staff rude as can be, garage is a mess, towing is abused, apartments are infested, not kept clean at all. Packages are always lost and managent aloows their employee to disrespect tenants and lets them keep thier job to contnue this trend. What a JOKE!
If you are looking for an apartment, LOOK ELSEWHERE. I lived in this property for over 3 years; it was not great three years ago, and unfortunately it just got worse. The property is old compared to others in the area, but it is mostly just worn out and it is poorly maintained. The Assistant Manager is combative and rude to the point of ignorance. It does not matter what you try to explain to her; she is always right and won't listen. Her customer service skills leave lots to be desired and it is hard to believe that upper management is ignorant to this an keeps her in that position. Overall, I do not think management really cares about their customer service or look and feel of the property. I have never seen anyone from management walk the property to identify items needing repair or improvements. Many items have been in disrepair for years. Here is a list of the items that management would be able to identify if they did periodic basic property walk throughs. There is a broken parking light post near parking lot 2 (Adjacent the hotel) that was broken two years ago, hallway carpets significantly stained in most of the property, reset light fixtures in the hallways broken or hanging, many of the doors to the buildings do not close properly (safety issue), landscape is poorly kept most of the time, rear of the property (service road) area is in disrepair, dog owners are not forced to pick up after their pets, hallway wall paint damage in many areas throughout the buildings, floors between levels in the apartments creek when tenants walk on them (unbearable if you leave below), several flooding incidents (mostly ground floor level – one apartment flooded three times before fixed), tenants wait a week or more for light bulb replacements and then replaced with incorrect light bulbs, etc. There are mice that can sneak under the front door – I had to stuff garbage bags under the door in order to keep mice and other bugs out. Many of the window blinds are broken and the windows are hard to open. My kitchen sink bubbles up sometimes when the tenants above are draining their sinks. Don’t be fooled by some of the front office looks. They just painted the entrance sign because the letters of the property name were falling off. Unfortunately, I would not recommend this property to anyone. If you want to live in a nice place that you won't be embarrassed to show, and you want to be treated with respect by management, don't live here.
My daughter and I have been living at RCV for over a month now. Often, we tell one another, "I love our home." Our apartment is a 1 BR w/ a loft, which cozy and comfortable with modernized appliances/décor. The bathroom is the size of a small apartment! And, our walk-in closet allows us to maximize space as it holds a lot of our clothes and storage. We face the internal courtyard, which his quiet and serene. The hallways to the apartments are spacious and we have no neighbors across from us, just to the right/left of us. We rarely hear our neighbors, which means the building materials are solid. Recently, leasing hosted a pet party and this Saturday, a free sculpting class. Yesterday, I received an email from a resident who handles fun activities within the community. No issues with internet or cable as we have Layer3TV via T-Mobile. One thing we did do is downsize our kitchen stuff as the space is smaller than what we're used to, but the walk-in large pantry makes up for it. Instead of a dining room set, we opted for stools to eat at the marble counter top. We lived down the street at another apartment community and truly hated living there. This community is the jackpot, trust us!!!
The sole reason we are leaving is due to the management team. They are combative, unresponsive, and incredibly unhelpful. They also don’t train their leasing staff to answer simple questions without first consulting them. We lived here for 3.5 years and saw an unreal amount of turnover in the leasing office. I’ve outlined below just a few examples of the many issues we encountered. •Lease renewal paperwork is never on time. The lease requires 60 days written notice if we wish to vacate our apartment. Most recently, we received our paperwork on 12/27 for a lease that ends on 2/1, meaning our 60 day notice would need to be submitted by 12/3. How can you make a decision 60 days in advance when you have no idea what you’ll be paying and what your options are? •We almost missed out on the apartment we wanted to move to because the leasing agent did not do their job. After living here for about 2 years we decided to move to a slightly larger apartment within the same complex. We were never notified when the apartment that we wanted became available, despite being assured that we would be, and the apartment was leased by someone else. Luckily, another apartment became available in the time frame that we needed, but we should not have had to micromanage the process. •We were notified via voicemail of issues with the automatic payment system a month after that rent was due. Though the late fee for the previous month was waived, we then had five days to figure out the current month’s rent. We asked for a conversation with the Assistant Community Manager and did not wish to move forward with making the payment until we fully understood the problem and were assured that we weren’t going to end up double paying. We emailed, left voicemails, and visited the office across several days, but she was too busy to meet with us. We did not receive a response until after the second month’s rent was “late” and then charged a late fee anyway. •Management is unresponsive, unapproachable, unavailable, and largely unhelpful. As noted above, the management team has been impossible to get ahold of- in person (because they’re “too busy”), over the phone (again, “too busy” and oftentimes NO ONE answers the phone anyway), and over email. We have spent over a week on more than one occasion trying to get in touch and even trying to get validation over email that they did receive our emails. As if it isn’t already evident, this is a completely unacceptable way to run a business.
Noise is the biggest problem in these apartments. I lived there 4.5 years and there have been some sort of construction going on every moth, right in the apartments or on one of the adjacent properties. Management people are unprofessional and rude. Location is very good, close to shopping centers, restaurants and metro station, but it is too noisy and uncomfortable to consider it a long term home.
We lived here for a year and had major issues at move out. We had a walk through with no problems reported. A year later, we received a bill for damages such as a dirty carpet and uncleaned oven. I tried speaking to someone for months and no one got back to me. Eventually, I went down there in person to speak with someone and asked for picture evidence of damages which they claimed they lost. They are a mess- very unprofessional. Avoid this place if you are smart.
AVOID THIS PLACE!!! This is a terrible place to live. Do not be tricked by their slightly lower price than the other similar apartments. Whenever I was in the leasing office, the staffs never gave a ---- about the phone calls even they were not busy. They play tricks, so they can get as much as money from you. The attitude of the people working in the leasing office was horrible. They pretended to be nice, but once it involved money, they will become rude, insidious and brute. The leasing office is the most unprofessional one that I have ever seen. AVOID THIS PLACE!!!
I moved here from another state and I picked this complex because of its location (walking distance from the Metro) and the amenities. The leasing office staff was very friendly and helpful until they got my deposit and first month's rent. Things went downhill quickly from there. I was given misinformation by the leasing office staff about being able to get my keys on a Sunday, so when I got here the office was closed and I had to find a hotel that took pets. After getting my keys, the heat was not working in the apartment (It was December) and when I called maintenance I was told that they had gone home (so much for 24 hour maintenance). It took weeks for me to get a copy of my signed lease and the only reason I finally got a copy was because I demanded to speak to the head of the leasing office and refused to leave without a complete copy of my lease in my hand. I have had two water leaks in my unit, plumbing issues, and problems with the gas fireplace. I needed two work orders to get the plumbing issues resolved, and on one of the visits when I wasn't present they left my apartment and did not fully close or lock my door when they left. The second water leak in my unit took maintenance 35 minutes to respond to my phone call, mid-day on a Friday. The water damage turned out to be so extensive that I had to go stay somewhere else with my pets for 4 days. The complex graciously offered to let me use the guest suite during this time, which I really appreciated. However, when I was allowed back into my unit, I found that some of my personal property was damaged and management has refused to even look into my complaint. I paid for a second access fob and had to go to the leasing office three times before they could get it to work and got attitude every time I came back and told them it didn't work. I had the devil of a time getting notices that I had gotten a package and it took five months for someone to figure out that they entered my email address incorrectly in their system and that I wasn't getting any emails. The elevator went out in the parking garage and there was no notice or any kind of communication to the residents about the status of the elevator and it took them 5 weeks to repair it. The location is not enough to overcome the poor management. I gave them the benefit of the doubt after reading a lot of negative reviews about the complex before I decided to rent here and I have lived to regret it.
This complex has great amenities. The apartments are spacious and at a good rate. I love living here and being in the Rockville area!
The way the building is constructed you are never far away from your car. The units are built around the garage so the long walks are a thing of the past. The units have 9 feet tall ceiling, so storage in the closets are ample. The metro is not too far, but you do have to cross a busy road. There is no covered walkway so rain and hot days will get to you, but It is less than 10min away. There are a few buildings in the area that have covered walkways to the metro stations, but that is few and far between. There are restaurants, and shops, some within literally a 1min walk. There is a grocery store which has a lot of conventional and organic items. The current staff is very friendly and helpful. The response time to repair requests are fairly quick. I did have to wait once and call a second time, but I will take that as an isolated incident. I have been here for 3 years now, and so far I have no regrets.
This place is great! I had seen eight places in one day and by the time I got to this complex, I already felt at home. The leasing agent was the nicest person I had met all day. She was so friendly and helpful. Since moving in, I have nothing but great things to say. Everyone has been exceptionally nice and helpful. Maintenance work is completed within 24 hours. It's walking distance to the Metro, many restaurants, and other shops. All parking is completely covered.
Just a 10-minute walk from the Twinbrook Metro; the Residences at Congressional Village are spacious and fairly priced without being too far outside of DC. There are a number of nearby restaurants and stores for whatever you may need (furniture, electronics, clothing, etc.). All the appliances are new and work well. The leasing office staff is extremely friendly and maintenance was extremely responsive to our needs (submitted a ticket for air conditioning on late Friday night that was fixed before noon on Saturday). Plus, the first parking spot is free! Overall, I'm very happy with my experience here.
The only positive about this apartment complex is its proximity to the metro and Joe and Tiffany in the front office. The rest of the management staff are incredibly unprofessional. The grounds are not kept clean, and the apartment we lived in was not well-made. But the most frustrating thing of all was that after we moved in, the rules kept changing for parking, the pool, etc., and each change brought additional fees. We are clean people, but will not get back our security deposit because of a few small spots on the carpet and a few food particles in the fridge. It seems the management company doesn't do any cleaning of the apartments between tenants.
Great location! Walking distance to red line metro, Walking distance from restaurants, shopping, and bars Friendly office staff and mangement. Fast repair and update services. No issues since move in, May 2013
Very nice apartments. 4 mins walk from metro, under roof parking and in the center of market. I like it.
