Roughly a mile northwest of downtown Wilmington, Hedgeville is a beautiful neighborhood filled with Victorian architecture and mature trees. The heart of the neighborhood, Kosciuszko Park, is located on a hill and features walking paths, a playground, and lighted tennis courts. Hedgeville borders I-95 for easy commutes, and the neighborhood features a variety of shops and restaurants, especially along Maryland Avenue. Here, you’ll find a Ray’s supermarket, Mr. Cheese Steak Restaurant, and Johnny’s Food Market.
The Christina River is just a few blocks east of the neighborhood, providing several parks with beautiful views. Property Ratings at The Residences at Harlan Flats
This building is a public safety threat. Between my car being broken into, the constant fire alarms (which go off every week and result in full building evacuations during both the workday and middle of the night), and lack of accountability from the management team, I could not recommend this building less. These issues have occurred for two years with no solution, and we regret not more carefully considering these issues before moving in.
The infrastructure in this place is terrible. The floors and walls and ceilings are as thin as a piece of paper. You can hear your upstairs neighbors urinating (disgusting) along with the creaking of kitchen cabinets being opened that's how thin they made these units. I had mice in my unit, could hear them running around above me through the nights it was like I was in a horror movie. Upon move in the whole place was disgusting, food still in the fridge, dust bunnies every where, black gunk was on my feet after walking around the hardwood floors. The best thing about this place is the maintenance man, he is awesome and so sweet. I'm not sure how apartment.com got the rating of 4.8 for Harlan Flats because all four of the only reviews are only 1 or 2 stars.
I've been living here for 9 months. Consistent turnover in management staff, but all of them are equally avoidant of emails and phone calls. The fire alarm is painfully loud and goes off about every 2 weeks at all times of the day (including at night), usually for 5-30 minutes. The pretty picture of the pool lights is a facade - they rarely turn the pool lights on. The lifeguards are always closing the pool early and some of them workout in the gym and watch TV while they're supposed to be guarding. Maintenance staff will knock once on your door and then barge right into your apartment with zero notice - you can fully expect to wake up to or climb out of the shower to strangers in your apartment (both have happened to me). They attempt to host "community events" but the last one I attended was only me and one other resident (awkward...). The entire building smells like marijuana every day because office staff won't enforce smoking violations in the building and all of the air vents are connected - you can expect your apartment to smell like weed, even if you don't smoke it yourself. The only entrance on the back side of the building is regularly locked for hours, multiple times per week, reserved for people moving in and out. This requires use of a wagon or handcart to haul groceries and other items all the way around to the front of the building and then back to your apartment (approx. 1/4 mile walk from parking garage). The water company has been overcharging multiple residents for months - I've paid for about 20,000 gallons of water I've never used and my water bill has been exceeding my electric bill. Calls and emails to office staff regarding the issue have gone unanswered (notice a theme?). My dishwasher has flooded two times and my air conditioning has broken three times. The area is not safe - riddled with junkies, drug dealers, homeless, and kids looking to steal anything not nailed down. If you leave your car unlocked even once, rest assured, things will go missing, but parking is $105-$150/month. If you have an apartment on the outside of the building, you can hear people screaming over at the movie theater on a nightly basis. I've even heard gun shots from my balcony before. I could go on, but basically avoid this place. You're better off with a cheaper alternative where the service and quality will rival these overpriced apartments. The building and residents are clearly too much for current management to handle.

Overall this place has been great. Great apartments, great amenities, great staff. BUT, if you don’t enjoy evacuating the building CONSTANTLY due to a faulty fire alarm system, don’t live here. I saw reviews back from 2 years ago or so about the same issue, I thought ‘eh, it had to have been fixed after two years.’ NOPE. It will go off multiple times in one day. And they don’t even have the decency to email apologizing and explaining what happened and what they are doing to rectify the issue. You know it is an issue when even the fire department doesn’t send out more than 1-2 trucks for such a large complex. It’s like the boy who cried wolf.

Fire alarms in every unit are defective. Once the alarm sounds will not turn off. Maintenance has to remove and replace, but they replace with another defective unit. Tonight, 2/15/16, the buildings alarm went off. Residents had to actually use their cell phones to CALL the fire department because the buildings fire alarm system is not linked to the fire department. Not only adults occupy the building, but kids too; BPG (the owners of the building) has been given license,by the City of Wilmington, to put us all at risk.
