The Highlands/Perkins neighborhood of Baton Rouge is located just south of downtown, nestled into the curves of the Mississippi River. A relatively upscale area, Highlands/Perkins offers a range of mid-rise apartments and single-family homes that showcase the best the Bayou State has to offer. A convenient location just across Interstate 10 from Downtown Baton Rouge means residents will always be close to the action. The neighborhood is also home to Louisiana State University, and there’s a welcome youthful energy courtesy of the campus and its students. There are diverse cuisines to explore including Cajun and Creole foods near the university and just off the interstate. Breweries have sprung up near the river and there are well-maintained parks to explore both near the water and closer to Downtown Baton Rouge.

Unless you want to ruin your life, it is a terrible place to live with lots of cockroaches and mice problems. The place is a barn. Facility services are terrible. Way expensive compared to the quality you are offered. Someone stole my bike over the fences!!
When I first came here, this apartment complex was suitable for my needs. I needed a place within walking distance to LSU that was inexpensive, and while this apartment complex is by no means on the newer side of things, it worked for what I needed. Now, I warn people to stay away from this complex whenever I can...it has absolutely changed, and for the worse. The quality of residents has really gone downhill since "management" was changed, causing drama and lack of security because of desperation to fill apartments. More people have run out of their leases as of late. Dog owners don't tend to their dogs when they need to relieve themselves, which causes chaos-manager doesn't enforce basic rules with animals being supervised/picked up after. You hear tenants screaming and fighting at late hours. Residents are lazy and don't put their trash IN the dumpster-they leave it lying around. This can go on for days to the point where the dumpster is a miniature dump by itself. Absolutely no enforcement by the manager, who is always gone when you need her. "Laundry facilities" are a joke. Dog owners like to use the machines to wash their dogs' bedding, and don't clean it out afterward, leaving unsuspecting people to "clean" their clothes only to have them smell like dog. Only one dryer works well enough to dry a load almost once, and residents will purposefully take someone's clothes out if you're not careful to dry theirs...WHEN OTHER DRYERS ARE EMPTY! The owner refuses to repair anything that would make living there somewhat decent, yet when it's time to resign a lease, they add more money on the rent. In addition to all of this, there are issues with electricity going out and short-circuiting appliances to dimming and flickering when you turn on a microwave...not safe. This place worked when I first came here, but has gone nowhere but downhill. STAY AWAY! THE PRICE MAY LOOK NICE, BUT IT COMES WITH A HEADACHE IN A PLACE WHERE YOU SHOULD FEEL SAFE AND SECURE.
