Harlingen is located on the southernmost tip of Texas, in the heart of the Rio Grande Valley near the United States-Mexico border. While Harlingen is a small town, it has plenty of charm in addition to numerous amenities. It was also named the city with the least expensive cost of living in the United States by CBS News in 2013.
Should you choose to rent in Harlingen, you will have the opportunity to see the Gladys Porter Zoo, catch a performance at the Harlingen Performing Arts Theatre, score deals at the Rio Grande Valley Premium Outlets, stroll along historic Jackson Street in Downtown Harlingen, visit any of the nine World Birding Center locations, admire the large wall murals scattered throughout town, and take a short drive to South Padre Island to enjoy the beach.
Accessible to I-2 and I-69 as well as the Union Pacific Railroad and Valley International Airport, getting around from Harlingen is a breeze.

Property Ratings at Valor at Harlingen
Best place I've had the pleasure of living at. Office staff was very friendly, helpful and attentive which we really appreciated. Property was well maintained and any issues we had were taken care of.
The location is pleasant enough, in a somewhat rural setting next to a farm but convenient for shopping. But management changed at the beginning of the year. The former office staff members were pleasant and cheerful, and helpful in a number of ways. Those folks were all replaced. The newer ones have a noticeable animosity. The hostility toward paying customers was surprising. We moved out when our lease was up, and found better people to spend our money with.

The Valor is completely unorganized! They have new staff constantly and they never get back to you on time when you report anything! MOLD was found in multiple buildings and in the ventilation system. Reported it twice and they did NOTHING. When I spoked to other tenants in the building that had the same MOLD problem, the tenants informed me that the Valor community department just painted over the mold and gave air purifiers to “solve” the problem. Shoes and clothes were RUINED. Moved out due to the issue and all they told us was it was our fault somehow! Valor community director did nothing to solve the problem! Blamed us for MOLD issue in apartment!

My wife and I with our 2 large dogs were staying out of a hotel before moving in. Alex had remembered us months prior when he showed us around. The complex looks great and is very peaceful. Interior is just as nice. Dog park is awesome as the pups love it since it's huge! The unit was not going to be ready until mid month, but Alex got the crew on it. It was ready by the 1st! It was amazing! A well-kept community and so close to the businesses and high school. The unit was all intact, washer & dryer, and came with air purifiers. My family has been here 2 weeks so far, and it is the best area by far. Thanks!

The apartments look nice but are so cheaply built. You can hear everything your neighbor does. The dishwashers hardly ever work, the stoves start to have issues after a few months. Water pipes bust constantly, they don’t spray the dog park as required, pool isn’t always cleaned properly, and you can never reach upper management. They don’t let you have your animals on the patio at all. Overall, the price is not worth it. They don’t always fix damaged things in the apartment from the previous tenant. The assistant manager is extremely rude and unprofessional. Previous staff have been caught trying to keep packages that didn’t fit in the mail center. Overall, I strongly recommend choosing another apartment complex. Dogs have continuously escaped from the dog park as the fence was not built properly. The trash center is constantly overfilled and left that way.(Which has been documented and reported to Health and Human services before.) Water usage is split between the entire building, not just your apartment usage.( So you could end up paying more than what you actually use.) Gym equipment is pretty cheap and some of the equipment has never worked.
I can’t wait to move out. Most work orders need to be submitted more than once. I went through their process to get 2 parking permits (I pay extra for covered parking) and they still towed my extra car. I had to pay $450 to get my car back.
Property Manager at Valor at Harlingen, Responded To This Review
We are very sorry to hear you say this. As stated in your previous reviews on this subject, we understand being towed can be a frustrating experience. Your sticker was expired, so this was a legitimate tow per our parking policies. We do understand that it is still frustrating for you, but we must follow the same policies for all community members. In regards to work orders, we have no open service requests for you. A member of the management team will reach out, just to make sure you do not have a current concern that we need to address. We apologize again that you feel this way and we appreciate that you took the time to reach out to us.
Hopefully, the new management company will do a better job, but, so far, the office employees are the same. Disorganized, overwhelmed, seem bothered by tenants. This is the nicest complex in Harlingen. Medical professionals, lawyers, pipeline & wind farm employees, military, law enforcement, young families, retirees live here. It has potential, but there are not enough maintenance people. Trash piles up at the compactor every weekend. Dirty breezeways with webs, spider eggs, hair balls, etc. They need to be swept regularly. There's one lady to clean common areas and breezeways aren't common areas. Slow maintenance response and poor documentation of response...you don't know if someone's been in your apartment or not, have to contact the office to find out. Exposed electrical wires in the ground for a sprinkler system has been mutilated by lawn mowers and doesn't work (which might be a good thing...see below re: mosquitoes). Mulch in the flower beds washed away and was never replaced with heavier mulch or pebbles that could stand up to the rain. Flower beds are mud pits (see below re: mosquitoes). Baby trees that died or fell...stumps remain, trees not replaced. Several SEVERE MOSQUITO INFESTATIONS this summer...like...you can't go outside or you'll be swarmed. One happening now. Dogs are swarmed. They tell you they can't spray. Then they say that we're on a city list to be sprayed, but it never happens. New management, PLEASE GET IT TOGETHER!
Relatively quiet. Good location...close to Target, Walmart, HEB, mall. Close to job. Big dog play area. Pretty pool area. Before I list the negatives, I, actually, like it here, overall, and am not disgruntled for any reason, but... 1. Two out of the three managers aren't great...can be defensive. Residents try to avoid them. Lupe is the third and she is the best!!! Always happy and willing to assist, if she can. 2. No community events...no meet your neighbor, etc...when many residents are transplants to this area and don't know many people. 3. Rent is going higher and higher than any other place in the local market. 4. For the rent, apartment workmanship details are crappy. Wants to be high-end, but isn't...ex. old school kitchen faucet that doesn't extend far enough over kitchen sink to wash pots/pans, no kitchen sink rinse hose, medicine cabinets installed not level/crooked, electrical outlets are loose in the wall, dishwashers are loud and leave rust stains on dishes and silverware. 5. Landscaping is browning...lawn/garden sprinklers don't work. Flower beds/shrubbery are not well kept. Grass doesn't need to be cut...because it's brown, but weeds do. They grow pretty high before they're cut. 6. Pool and apartment complex gate codes do not change, so they're the same as when the place opened and everyone and their mother has the code, so the pool turns into a weekend party spot for non-residents as soon as the management leave for the evening. 7. I've never seen the "part-time courtesy patrol". I know someone who has and, apparently, he's a police officer, who works the night shift...when he's supposed to be courtesy patrol.
